Energypac’s 115MW plant starts operation

A 115MW independent power plant (IPP) belonging to Energypac Power Venture Thakurgaon (EPV Thakurgaon) – a subsidiary of Energypac Power Generation – has finally gone into commercial operation two years behind schedule owing to the Covid-19 pandemic and other adversities.

In a filing on local stock exchanges, Energypac Power Generation said the plant is based on heavy fuel oil (HFO) – an economical fuel for power generation because of its low price and high energy.

The company said the plant, located at Gauripur in Thakurgaon, entered into an initial agreement with the Bangladesh Power Development Board (BPDB) to sell its electricity for fifteen years.

The plant will help the revenue of the company grow further, and hit profitability in the future said an official of the company.

According to its annual report, Energypac Power Generation has two other power generation subsidiaries in Habiganj and Chattogram with the capacity of 11MW and 108MW respectively.

The newly-built plant, which started operation on Sunday, will supply electricity to the national grid.

Energypac Power Generation Limited is engaged in diversified businesses such as trading of standby and base load generators, JAC brand automobiles, John Deere brand agro machinery equipment, JCB brand construction machinery and material handling equipment and operation of CNG stations.

EPV Thakurgaon is a 51%-owned subsidiary of Energypac Power Venture Limited, which was incorporated in 2017.

The company sold 49% of its shares to EMA Power Investment.

To construct its third power plant, Energypac Power Generation had signed a purchase agreement with the BPDP. It was originally scheduled to go into commercial operation on 15 November 2019.

However, heavy floods, dengue fever during the second half of 2019 and the severe impact of Covid-19 early in 2020 along with other factors have delayed commercial production, said the company in its latest annual report.

Later, the management fixed April 2021 as an expected date of commercial operation.

Again, mid-December 2021 was fixed but the company failed to complete the project on time.

Energypac Power Generation entered the capital market last year by raising Tk150 crore for business expansion.

Energypac began its journey in 1995 as an electrical and engineering business.

In fiscal 2020-21, its consolidated revenue declined by 2%, and profit dropped by 33% compared to the previous fiscal year.

The company paid a 10% cash dividend to its shareholders.

In the first three months of fiscal 2021-22, its revenue grew 52% to Tk1,238.24 crore.

Its net profit grew by 16% to Tk24.94 crore. During the same period in the previous fiscal year, its profit was Tk21.49 crore.

Japanese firm urged to drop net-zero concept in preparing integrated energy master plan

 

Prime Minister's Energy Advisor Tawfiq-e-Elahi Chodhury has asked the Japanese firm to drop the net-zero concept in preparing the integrated energy and power master plan (IEPMP) saying that this is not applicable for Bangladesh.

He made the call while addressing the second stakeholder meeting on IEPMP at hotel International Continental, Dhaka on Sunday.

The Ministry of Power, Energy and Mineral Resources and the Japan International Cooperation Agency (JICA) jointly organized the function. The JICA has been funding the project to prepare the IEPMP upto 2050.

"Bangladesh is the least carbon emitting country. So, what is applicable for Bangladesh might not be applicable for other countries," said Tawfiq Elahi.

At the same function, Japanese Ambassador Ito Noaki refuted an allegation of the Transparency International, Bangladesh (TIB) that Japan has been dumping obsolete technology and machines in the power sector in Bangladesh.

"I found this allegation unfounded", said the Japanese envoy urging the TIB to publish detailed reports based on documents in this regard.

He said this is the third time the JICA team has been cooperating with Bangladesh to prepare a master plan for the power and energy sector.

This plan will play an important role in the development of the energy and power sector in Bangladesh, he added.

The Japanese ambassador appreciated Bangladesh for canceling a number of coal-fired power plant plants and targeting 40 percent of electricity generation from renewable energy sources by 2041.

The function, with senior secretary of the Energy and Mineral Resources Division Mahbub Hossain in the chair, was also addressed by power secretary Habibur Rahman, and JICA chief representative to Bangladesh Hayakawa Yuho.

JICA study team leader Ichiro Kutani made a presentation on the update on the proposed IEPMP while other members of the team made different presentation on different issues of the plan while Bangladesh Power Development Board (BPDB) chairman Mahbubur Rahman, Dhaka Power Distribution Company Limited (DPDC) managing director Bikash Dewan also took party in the discussion meeting.

In their presentations, JICA team members presented different forecasts on demand and supply of primary energy and electricity upto 2050.

They hinted that newer technologies will be applied in addressing demand and supply issues in the energy and power sector on the basis of the net-zero concepts where zero carbon emission will get highest priority.

পটুয়াখালীর কলাপাড়া উপজেলায় ২০১৭ সালে তরলীকৃত প্রাকৃতিক গ্যাসভিত্তিক (এলএনজি) পায়রা ৩৬০০ মেগাওয়াট বিদ্যুৎ প্রকল্প বাস্তবায়নের উদ্যোগ নিয়েছিল সরকার। জমি বরাদ্দ ও সম্ভাব্যতা যাচাইয়ের কাজও শেষ হয়েছে। তবে বিশ্ববাজারে এলএনজির দাম বেশ বেড়ে যাওয়ায় এ প্রকল্প থেকে সরে আসছে সরকার।

বিদ্যুৎ বিভাগ বলছে, বিদ্যুৎ প্রকল্পটি বাস্তবায়নে ওই বছর জার্মানিভিত্তিক বহুজাতিক কোম্পানি সিমেন্স এজির সঙ্গে চুক্তি করে নর্থ-ওয়েস্ট পাওয়ার জেনারেশন কোম্পানি লিমিটেড (নওপাজেকো)। পরে ২০২০ সালে বিদ্যুৎকেন্দ্রের জন্য একটি এলএনজি টার্মিনাল নির্মাণে মার্কিন কোম্পানি এক্সিলারেট এনার্জি এবং বিদ্যুৎ খাতে বিনিয়োগকারী চীনের সিএমসির সঙ্গে আরেকটি বহুপক্ষীয় চুক্তির খসড়া তৈরি হয়। চুক্তিটি না করার অনুরোধ জানিয়ে নওপাজেকো গত মাসে বিদ্যুৎ বিভাগকে চিঠি দিয়েছে। তবে এ বিষয়ে এখনো আনুষ্ঠানিকভাবে কিছু জানায়নি বিদ্যুৎ বিভাগ।

চিঠিতে নওপাজেকো বলেছে, সরকার ইতিমধ্যে পায়রা উপকূলে গভীর সমুদ্রে একটি ভাসমান এলএনজি টার্মিনাল নির্মাণের উদ্যোগ নিয়েছে। তাই বিদ্যুৎকেন্দ্রের জন্য আলাদা টার্মিনাল নির্মাণের দরকার নেই। বর্তমান প্রেক্ষাপটে এলএনজি সরবরাহে বহুপক্ষীয় চুক্তির কিছু ধারা আর প্রাসঙ্গিক নয়। এ অবস্থায় বহুপক্ষীয় চুক্তিটি বাতিলের সিদ্ধান্ত নিয়েছে নওপাজেকো বোর্ড।

পায়রা বিদ্যুৎকেন্দ্রে ১ হাজার ২০০ মেগাওয়াট করে তিনটি পর্যায়ে মোট ৩ হাজার ৬০০ মেগাওয়াট বিদ্যুৎ উৎপাদনের পরিকল্পনা ছিল।

নওপাজেকো বলছে, আপাতত প্রথম পর্যায়ে নিজস্ব ব্যবস্থাপনায় ১ হাজার ২০০ মেগাওয়াট বিদ্যুৎকেন্দ্র নির্মাণ করা যেতে পারে। ভবিষ্যতে বিদ্যুতের চাহিদার সঙ্গে সংগতি রেখে দ্বিতীয় ও তৃতীয় পর্যায়ে বাকি দুটি ইউনিট করা যেতে পারে।

বিদ্যুৎ বিভাগের দায়িত্বশীল দুজন কর্মকর্তা প্রথম আলোকে বলেন, করোনা মহামারির দুই বছরে অর্থনৈতিক প্রবৃদ্ধি কমে গেছে। পরিকল্পনা অনুসারে শিল্প এলাকা হয়নি। ফলে বিদ্যুতের চাহিদা বাড়েনি। তাই ২০৩০ সালের আগে আর নতুন বিদ্যুৎ উৎপাদন প্রকল্প বাস্তবায়নের প্রয়োজন নেই। এ কারণে ৩৬০০ মেগাওয়াট এলএনজি বিদ্যুৎ প্রকল্পটি বাতিল করা হচ্ছে।

"পরিকল্পনায় থাকা অন্যান্য এলএনজিভিত্তিক বিদ্যুৎকেন্দ্র বাদ দিয়ে নবায়নযোগ্য জ্বালানি বিদ্যুৎকেন্দ্র করা উচিত। এতে এলএনজি আমদানি করতে হবে না এবং বৈদেশিক মুদ্রার ওপর দীর্ঘমেয়াদি চাপ কমবে।"-খন্দকার গোলাম মোয়াজ্জেম, জ্যেষ্ঠ গবেষণা পরিচালক, সিপিডি

নওপাজেকোর প্রধান নির্বাহী কর্মকর্তা (সিইও) এ এম খোরশেদুল আলম প্রথম আলোকে বলেন, বর্তমান পরিস্থিতিতে গ্যাস পাওয়ার নিশ্চয়তা নেই। প্রয়োজন হলে ভবিষ্যতে বিদ্যুৎকেন্দ্রটি নির্মাণ করা যাবে। বিদ্যুৎ প্রকল্পে যারা কাজ করার কথা ছিল, তারাও কোনো আপত্তি জানায়নি। তাই বিদ্যুৎ বিভাগে বহুপক্ষীয় চুক্তিটি না করার অনুরোধ জানানো হয়েছে।

নওপাজেকো সূত্র বলছে, ৩৬০০ মেগাওয়াট বিদ্যুৎকেন্দ্রের জন্য ১০০ একর জমি বরাদ্দ দেওয়া হয়েছিল। চারটি সমীক্ষা ও ভূমি উন্নয়নে প্রায় ৬০ কোটি টাকা ব্যয় হয়েছে। এসব তথ্য নিজস্ব ব্যবস্থাপনায় প্রকল্প বাস্তবায়নে ব্যবহার করা যাবে। সেখানে এখন সৌরবিদ্যুৎ নির্মাণের প্রস্তাব উঠেছিল। তবে সর্বোচ্চ ৩০ থেকে ৪০ মেগাওয়াট সৌরবিদ্যুৎ উৎপাদন সম্ভব বলে এই প্রস্তাবে সায় মেলেনি।

বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ প্রতিমন্ত্রী নসরুল হামিদ প্রথম আলোকে বলেন, এলএনজি থেকে বিদ্যুৎ উৎপাদনে প্রতি ইউনিটে ২৮ থেকে ২৯ টাকা খরচ পড়বে। তাই এই প্রকল্প নিয়ে এখন আর চিন্তা করছে না সরকার।

বিদ্যুৎ উৎপাদন নিয়ে বিদ্যুৎ উন্নয়ন বোর্ডের (পিডিবি) সর্বশেষ অগ্রগতি প্রতিবেদন বলছে, বর্তমানে বেসরকারি খাতে এলএনজিভিত্তিক বিদ্যুৎ উৎপাদনে তিনটি প্রকল্প নির্মাণের কাজ চলছে। এগুলো আগামী বছর উৎপাদনে আসতে পারে। বেসরকারি খাতে আরও তিনটি কেন্দ্র চুক্তির অপেক্ষায় আছে। ২০৩০ সালের মধ্যে যৌথ মালিকানায় বড় আকারের দুটি এবং সরকারিভাবে আরও সাতটি এলএনজি বিদ্যুৎকেন্দ্র নির্মাণের পরিকল্পনা রয়েছে।

এর আগে গত বছর কয়লা ও এলএনজিভিত্তিক বিদ্যুৎ উৎপাদন খরচের তুলনামূলক পর্যালোচনা করে একটি প্রতিবেদন দেয় বিদ্যুৎ বিভাগের নীতি গবেষণা প্রতিষ্ঠান পাওয়ার সেল। এতে বলা হয়, পায়রা বিদ্যুৎকেন্দ্রে আমদানির কয়লায় প্রতি ইউনিট বিদ্যুৎ উৎপাদনে ৭ টাকা ৭৮ পয়সা খরচ পড়ছে। আর দেশি গ্যাসের সঙ্গে মিশ্রণ করে এলএনজি থেকে বিদ্যুৎ উৎপাদন করলে ইউনিটে খরচ হবে ৫ টাকা ৭৭ পয়সা থেকে ৬ টাকা ২০ পয়সা। এলএনজির তুলনায় কয়লাভিত্তিক বিদ্যুৎকেন্দ্রে ১৫ গুণ বেশি জমি লাগে। এলএনজি পরিবেশবান্ধব। এই বিদ্যুৎকেন্দ্র স্থাপন, মেরামত ও রক্ষণাবেক্ষণ খরচ কম।

তবে পাওয়ার সেলের এই প্রতিবেদনের বিরোধিতা করে সেন্টার ফর পলিসি ডায়ালগ (সিপিডি) বলছে, এলএনজি আমদানিতে প্রতি ইউনিটের গড় খরচ ৫০ টাকা ছাড়িয়ে যাওয়ায় গ্যাসের দাম বাড়ানো হয়েছে। এলএনজি আমদানি কমানো হয়েছে। এ অবস্থায় এলএনজিভিত্তিক বিদ্যুৎ উৎপাদনের পরিকল্পনা ভালো হবে না। একই কারণে পরিকল্পনায় থাকা এলএনজিভিত্তিক ৬ হাজার ৪৬৮মেগাওয়াট ক্ষমতার ১১টি বিদ্যুৎকেন্দ্র নির্মাণের কোনো যুক্তি নেই।

সিপিডির জ্যেষ্ঠ গবেষণা পরিচালক খন্দকার গোলাম মোয়াজ্জেম প্রথম আলোকে বলেন, এলএনজিভিত্তিক বিদ্যুৎকেন্দ্র থেকে সরকারের সরে আসার সিদ্ধান্ত ইতিবাচক।

এখন সেখানে বিদেশি বিনিয়োগকারীদের সঙ্গে মিলে নবায়নযোগ্য জ্বালানিভিত্তিক বিদ্যুৎকেন্দ্র করা যেতে পারে। পরিকল্পনায় থাকা অন্যান্য এলএনজিভিত্তিক বিদ্যুৎকেন্দ্র বাদ দিয়ে নবায়নযোগ্য জ্বালানি বিদ্যুৎকেন্দ্র করা উচিত। এতে এলএনজি আমদানি করতে হবে না এবং বৈদেশিক মুদ্রার ওপর দীর্ঘমেয়াদি চাপ কমবে।

Prime Minister Sheikh Hasina and her Indian counterpart Narendra Modi Tuesday jointly unveiled unit 1 of Maitree Super Thermal Power Project in Bagerhat's Rampal.

Constructed under India's concessional financing scheme, the project will add 1320MW to Bangladesh's national grid.

Earlier, Hasina and Modi witnessed signing of seven bilateral instruments after holding talks at Hyderabad House in India's capital city.

The first unit of the Maitree Super Thermal Power Plant will go into commercial operation early October, in a major stride in growing Bangladesh-India power sector cooperation, an official told UNB.

Unit 1 of the 1320 (2x660) MW coal-fired power plant was successfully synchronised with the national grid on 15 August.

Once both units are commissioned, Rampal power plant will be one of the largest in Bangladesh, Subhash Chandra Pandey, project director of Bangladesh-India Friendship Power Company (Pvt) Limited, told UNB.

Unit 2 of the power plant, also known as Rampal coal-fired power project, is expected to be commissioned early next year, he said.

Rampal power plant is being set up at a cost of approximately $2 billion and is located in the Bagerhat district of Khulna division, said an official describing the project features in detail.

It is being built by Bharat Heavy Electricals Limited (BHEL) for the Bangladesh-India Friendship Power Company Private Ltd. (BIFPCL), a 50-50 joint venture company between India's National Thermal Power Company (NTPC) Ltd and Bangladesh Power Development Board (BPDB), said the officials.

Construction of an advanced ship un-loader for coal as well as a fully covered coal stock yard, along with use of high grade imported coal with low Ash and Sulphur content, among other measures, are in place, he said.

On 6 April, the 400kV GIS switchyard and interconnecting transformer of the power plant was energised.

Coal terminal proposed amid promises to phase out dirty energy

The Coal Power Generation Company Bangladesh Limited has submitted a preliminary project proposal in this regard to the Economic Relations Division recently seeking a financing guideline

Even though Bangladesh scrapped 10 coal-fired power projects last year, the authorities now move to build a coal transshipment terminal with an annual capacity of 1.5 crore tonnes at Matarbari in Cox's Bazar. 

The Coal Power Generation Company Bangladesh Limited has submitted a preliminary project proposal in this regard to the Economic Relations Division recently seeking a financing guideline, said officials.  

According to the project proposal, the terminal will accommodate large imported coal shipments and ensure an efficient supply of the power generation raw material to plants across the country.

The transshipment terminal will have coal loading and unloading berths, coal stock yards and expanded inner harbour for Matarbari coal-fired power plants.

The terminal proposal envisages six coal-based plants in Cox's Bazar's Matarbari and Moheshkhali, although the Japan International Cooperation Agency (Jica) recently cancelled financing in the second phase of the Matarbari Coal Power Plant owing to Japan's carbon pledges.

According to the power sector master plan 2010, 50% of the country's total power generation by 2030 will be from coal. In line with the plan, the country's public and private sector took up some 22 coal-based electricity projects in association with Jica, neighbouring India and China.

However, coal dependency for power generation was reduced to 35% in the 2016 power master plan. The government in June last year cancelled 10 coal power projects, which were in the land acquisition and land development stages.

The authorities are now implementing 11 coal-fired power plants with a combined capacity of 12,147MW.

Sources at the Power Division said the coal-fired plants to be implemented include electricity units in Payra, Matarbari, Rampal, Patuakhali, Mirsharai, Moheshkhali, Barishal, Chattogram and Dhaka.

According to the Coal Power Generation Company Bangladesh Limited, it is difficult to transport coal to each coal-fired power plant directly by large coal carriers since most of the coastal areas of Bangladesh have shallow waters. Transporting the imported coal by small vessels through the existing river channels to the power plants is also inefficient in terms of a stable supply.

The company argues that the coal terminal in Cox's Bazar will have limited adverse effects on the environment, while it will have easy access to the deep-sea shipments.

Abul Kalam Azad, executive director (Project) of the company, said the transshipment terminal will mainly supply coal to Rampal and Payra plants.

"However, the decision is yet to be finalised as we have just sent the preliminary development project proposal to the Economic Relations Division," he added.

Climate campaigners oppose the coal terminal plan, terming it "unnecessary" as the country decided to reduce coal-dependency for electricity.

Besides, they argued that the terminal proposal had been prepared in line with an old power master plan, which is invalidated by the Power System Master Plan 2016.

"As per the government plan, there will not be more coal-fired power plants in Matabari except the on-going one which would require only 42 lakh tonnes of coal annually. So, a coal transshipment terminal with 1.5 crore tonne annual capacity will be a waste," Hasan Mehedi, member secretary of the Bangladesh Working Group on External Debt, said.

Unique Hotel’s power project gets $463m foreign loan  

 

Unique Meghnaghat Power Limited – a joint venture of Unique Hotel and Resorts, Strategic Finance Limited, Nebras Power Investment Management, and GE Capital Global Energy Investment – has secured a $463 million loan from four foreign lenders to finance the project.

In a stock exchange filing on Tuesday, the Unique Hotel said the owning companies have agreed to finance 75% of the project from bank loans and the remaining 25% through equity support.

As part of this, they have recently signed an agreement with the four foreign financial institutions. Standard Chartered Bank will provide $270 million, the Asian Infrastructure Investment Bank $110 million, the Deutsche Investitions- und Entwicklungsgesellschaft (DEG) $45 million, and the OPEC Fund for International Development (OFID) $38 million for 15 years.

Strategic Finance, Unique Hotel, and Nebras Power Investment Management hold 38.76%, 37.24%, and 24% of the shares of the power company, respectively.

In July 2019, Unique Hotel signed a 22-year power purchase agreement with the Bangladesh Power Development Board to set up the country's largest combined-cycle power plant of 584 MW, fuelled by natural gas.  

The power plant will be built on 18.75 acres of land at Sonargaon's Meghnaghat in Narayanganj at an overall estimated cost of $520 million. It is expected to go into operation by July 2022, generating electricity that could power seven lakh homes.

But due to the supply disruption caused by the Covid outbreak and later by the Ukraine-Russia war, the construction work has been delayed, and the new time will be determined by June this year.

Unique earns Tk205 crore

In April 2021, Nebras Power, a Qatar-based investment company, signed an agreement with Unique Hotel and Strategic Finance and Investments Ltd to buy a 24% stake in Unique Meghnaghat Power for Tk450 crore.

As per the agreement, Nebras Power Investment will buy 14,641 shares of the gas-based power plant from Unique Hotel at a face value of Tk10 each. Nebras Power will pay $24.06 million, or Tk205 crore, in four phases for these shares, including a premium. Strategic Finance will sell 12.24% of its holdings at a value of Tk245 crore. Nebras will pay off the total amount in four phases.

Nebras Power Investment has paid Tk82 crore to Unique Hotel as the first phase payment for acquiring Unique Meghnaghat in March last year.

Unique Hotel's performance

Unique Hotel and Resort, owner of the Westin Dhaka and Sheraton hotels, posted a 135% growth in revenue to Tk141 crore in the July-December period of last year.

The net profit of the company belonging to the travel and leisure sector also jumped around five times to Tk45 crore, while its earnings per share stood at Tk1.52 during the first half of FY23.

It earned an 84% higher revenue from The Westin Dhaka during the period. It earned Tk100 crore, 48.32% of which was from room rent and 45.15% from food services at the five-star hotel.

According to its official statement, compared to the last two years, the economic activities of the country have increased in the current fiscal year. Consequently, the number of guests and programmes at five-star hotels has also increased.

Unique Hotel and Resort said its revenue and profit increased due to an increase in Westin's revenue as well as the revenue it earned from a new hotel – Sheraton – that started operating under it last year.

Currently, Sheraton Hotel Dhaka has been selling food, but it has not started welcoming guests yet. In the first six months of FY23, it has sold food worth Tk29 crore.

The company will also build Westin-2 in the Gulshan area as an extension of Westin Dhaka. The company signed a Tk500 crore loan deal with the Al-Arafah Islami Bank last year to finance the project.

Unique Hotel shares closed 1.66% higher at Tk67.50 on Tuesday at the Dhaka Stock Exchange (DSE).
