The Malaysian government has formally confirmed the visit of its prime minister Mahathir Mohamad, and several countries have also informally confirmed that their heads of the government would join the summit, diplomatic sources said. Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey are members of the organisation, also known as Developing-8. The government will also send invitations to Egyptian president Abdel Fattah el-Sisi, Indonesian president Joko Widodo, Iranian president Hassan Rouhani, Malaysian president Mahathir Mohamad, Nigerian president Muhammadu Buhari, Pakistan prime minister Imran Ahmed Khan Niazi and Turkish president Recep Tayyip Erdogan to visit Bangladesh, officials said. Foreign ministers of the member countries are also expected to join a council meeting before the summit set for May 30. The D-8 leaders are likely to visit Rohingya camps in Cox’s Bazar on May 31. Developing-8 was established in 1997, with its headquarters in Istanbul. Its objectives are to improve member states’ position in the global economy, diversity and create new opportunities in trade relations, and enhance participation in decision-making at international level, among others. We talked with Brigadier General Md Tariqul Alam Tariq, the Defence Attaché of Bangladesh to Turkey, who has played a significant role in the development of relations between the two countries, and who was kind enough to take the time to answer our questions about the point achieved in this cooperation. MSI TDR: The Turkish companies participate in various defence and aerospace projects in Bangladesh. Can you give us information about these projects? Brigadier General TARIQ: Many of the Turkish Defence Industries are already engaged with DGDP (Directorate General of Defence Purchase) for the procurement of various defence products of Bangladesh Armed Forces. In the past, Bangladesh Armed Forces procured various defence hardware through DGDP tender or direct purchase under G2G contract. In the recent past, Bangladesh Army procured different types of Light Armoured Vehicle (LAV) like Mine Resistance Ambush Protected (MRAP), Tactical (Tac) and Command (Comd) from OTOKAR. A procurement contract has been signed last year between Bangladesh Army and ROKETSAN to procure Multiple Launcher Rocket System (MLRS) for Bangladesh Army. The project is in progress. Besides, many other defence products are being evaluated and procured by Bangladesh Army, Navy and Air Force from various defence industries of Turkey. MSI TDR: Why did Bangladesh prefer the Turkish companies in these projects? Brigadier General TARIQ: Bangladesh procurement system demands major defence hardware of European standard. As Turkey maintains European/NATO standard in the productions, therefore, Turkish products get standardized fairly easily. To avoid monopoly, Bangladesh Armed Forces follow a transparent and open procurement system where, companies from all over the world are invited to participate tenders. Turkish companies are winning the tenders for product compatibility, lower price and easy after sale service. Team of experts from related defence industries should maintain good contact with three services to plug the communication gap. As the defence products of Turkey maintains international standard with reasonable price, there are fair opportunities to win the open tenders of procurement in Bangladesh. MSI TDR: What defence and aerospace projects will be on Bangladesh’s agenda in the upcoming period? Brigadier General TARIQ: As part of ‘Forces Goal 2030’, Bangladesh Armed Forces is developing its Forces to cope with future requirement. As one of the highest troops contributing countries under Peace Keeping Operations, Bangladesh Armed Forces is maintaining its inventory keeping pace with the present day requirement in the conflicting zones. Bangladesh Armed Forces has been actively participating in United Nations Peace Keeping Operation since 1988. Under long term program (Forces Goal 2030) Bangladesh maintains a balanced defence hardware procurement every year. In that count, Bangladesh Armed Forces studies and evaluates the defence products of Turkish Defence Industries besides other foreign Defence Industries. In future, Bangladesh Armed Forces would be interested on T129 ATAK Helicopter, Light Tank, LAV (Ambulance), 120 mm Mortar, Large Petrol Craft (LPC), Submarine Search and Rescue Vessel, Artillery Ammunition Line, DMR Radio Sets etc. MSI TDR: With this in mind, is there anything you would like to say to the Turkish defence and aerospace sector about the opportunities that are open to them in these projects? Foreign Minister Dr AK Abdul Momen will join his Turkish counterpart Mevlut Cavusoglu at the inaugural ceremony there. Dr Momen left for Turkey this morning, a senior official told UNB. The foreign minister will hold bilateral talks with his Turkish counterpart on September 15, he said. Rohingya crisis, D-8 summit, trade and investment issues are expected to come up for discussion at the meeting. The foreign minister is scheduled to return home on September 16, said the official. The construction work of Bangladesh Chancery Complex in Ankara was completed on September 3 at the cost of Tk 45.76 crore Main features of the Complex include Chancery Building, Embassy Residence, 229 seat hi-tech auditorium named 'Victory 1971', automated mechanical and electrical systems, mosque, gymnasium, display centre for Bangladeshi items, library for reference books on Bangladesh primarily on Bangabandhu, War of Independence and socio-economic development of Bangladesh. As reflection of Bangladesh's history of independence, a bust of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and Shaheed Minar were also installed at the complex, said the Ministry of Foreign Affairs. Moreover, 36 sqm mural works titled 'Invincible Bangladesh' as well as terracotta works on the rural life of Bangladesh were also placed at the Complex. Reflection of the aura of Bangladeshi architecture was ensured by the use of red bricks in the façade of the buildings and use of flat roof. A protocol between Bangladesh and Turkey on Exchange of Land Plots for Diplomatic Missions was signed in Dhaka at the Foreign Minister level on November 14, 2010. The protocol paved the way for acquisition of land plots mutually exchanged between the two countries for construction of diplomatic missions in their respective capitals. Later, in 2012, Prime Minister Sheikh Hasina laid the foundation stone for the 'Construction of Bangladesh Chancery Complex in Ankara' project and the bust of Father of the Nation Bangabandhu Sheikh Mujibur Rahman at the site at Oran Diplomatic Zone during her visit to Turkey in 2012. The implementation of the project received a renewed boost after M AllamaSiddiki, Ambassador of Bangladesh to Turkey and current Project Director, took charge of the Mission at the end of 2015, said the Bangladesh Embassy in Turkey. The ground breaking for the construction was done on September 18, 2018. Although construction was going on smoothly, work progress suffered heavily due to snowfalls in two winters and the current COVID-19 pandemic. Despite these hurdles, the Embassy could manage to complete the construction within 20 months of the ground breaking. The prime minister said this while virtually opening Bangladesh's Embassy complex in Ankara from her official residence Gono Bhaban. Turkish Foreign Minister Mevlut Cavusoglu and Bangladesh Foreign Minister Dr AK Abdul Momen also spoke at the programme. The PM recalled her visit to Ankara at the invitation of then Prime Minister and now President of Turkey Recep Tayyip Erdogan on April 13, 2012 and said the formal diplomatic ties between the two countries began in 1974. On behalf of the Bangladesh government and herself, Sheikh Hasina thanked Turkey for extending support to Bangladesh on various issues, including the Rohingya crisis. "All the support you extended for [resolving] the Rohingya crisis, we also thank you for your support… I think it has been nearly three years [since the crisis broke out]. So, Rohingya people should go back to their own country. I feel Turkey can play a pivotal role in this regard," she said. About the Covid-19 crisis, the prime minister said the world is enduring a difficult time due to the pandemic as it has battered the health systems and the economies of most countries. In Bangladesh, she said, they have been able to successfully contain the spread of the virus. "At the same time our timely and appropriate measures and stimulus packages have also been able to minimise the disastrous effects of the deadly disease. We've so far announced a set of Covid-19 recovery packages worth 13.25 billion dollars, equivalent to 4.03 percent of our GDP." The prime minister also commended Turkish leadership for its success in fighting the deadly pandemic and appreciated its initiative to dispatch medical supplies to different countries, including Bangladesh. She said Bangladesh is one of the fastest-growing economies in the world. After showing some initial sluggishness for a month or two due to the pandemic, exports have started making a turnaround from July. "We're overcoming the situation. The country's foreign currency reserve now stands at a record 39.40 billion US dollars. We're on the right path to graduate from LDC [least developed country] to a developing country," she said. Talking about the newly-built Embassy Complex, the Prime Minister said it took less than two years to complete the construction of the Embassy building with the help of the Turkish as well as Bangladesh authorities. The distinct red-brick cladding on the Embassy complex would resonate for long the Bangladeshi architectural impression and heritage. The spacious complex has all facilities along with a beautiful auditorium. It proudly hosts a bust of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and a Shaheed Minar. To achieve vision 2021 and 2041, she said, Bangladesh is set to expand its global outreach by establishing many more diplomatic offices. "This permanent embassy complex in Ankara is a testimony to the priority Bangladesh attaches to boost further its friendship with Turkey. The recently built Turkish Embassy building in Dhaka also demonstrates the same sentiment," she said. She hoped the formal opening of the Turkish Embassy building in Dhaka would also take place soon with the presence of President Erdogan during the ongoing Mujib Year. Its economy is growing fast like ours. Turkish investors are keen to invest in Bangladesh as it offers attractive incentives for foreign investors,” he told UNB in an interview at his office. Ambassador Turan who came to Bangladesh just before the Covid-19 pandemic said a prominent Turkish company will invest US$ 100 million in LPG (Liquefied Petroleum Gas) sector in Chattogram. “That will be an initial investment.” He said improving trade between the two countries, boosting investment in Bangladesh, enhancing cultural and people-to- people ties are among his priorities during his tenure in Bangladesh. “As an envoy, there’s always a desire to do something more,” Ambassador Turan said, adding that he is lucky to see the positive atmosphere in place created by his predecessors to take forward the relations to a new height. The envoy, who also served in Italy, Albania, North Macedonia, Kosovo, Austria, Afghanistan and Belgium, laid emphasis on product diversification to help grow trade between the two countries. “Our economies are growing quite fast. We’re happy that our economic and trade relations are improving. We’re expecting better trade volume between the two countries.” The Turkish envoy said they buy a lot of jute products from Bangladesh and will explore other areas saying the two countries can always diversify their trade. “Bangladesh has a very strong pharmaceutical industry, growing IT industry,” he said adding that agro industries, light engineering, service sector, tourism and health sector are some promising areas of cooperation. The bilateral trade volume between the two countries is now around US$ 1 billion and the Ambassador said there is a scope to increase it further. Ambassador Turan said: “The trade volume between the two countries in the first 10 months of the current year stood at US$754 million and the figure is the same what we had seen in the first 10 months of 2019.” “That’s good news indeed! We kept the same level of trade despite the pandemic where other countries are experiencing a significant drop in their trade volumes. This year, the trade balance is in favour of Bangladesh as Bangladesh is selling a lot of jute products to Turkey,” he pointed out. Main commodities exported to Bangladesh from Turkey are raw materials, agriculture and food products, textile and agriculture machinery and textile chemicals, while Turkey imports jute yarns & twine, jute manufacturers’ knitwear and readymade garments. Talking about Turkish companies’ presence in Bangladesh, the Ambassador said Turkey's leading home appliance manufacturer Arçelik bought majority shares of Singer Bangladesh and made it quite profitable. The Turkish company thinks Singer Bangladesh's business will benefit significantly from the sale as Arçelik is a much larger and financially stronger company with a commitment to, and a worldwide reputation in the home appliance sector. The Ambassador said the Turkish investors are interested to invest in a special economic zone as Bangladesh offers quite attractive incentives for investment. “We’re going to organise a virtual meeting among businesses of the two countries,” Ambassador Turan said. Top executives of the Bangladesh Investment Development Authority (BIDA), Federation of Bangladesh Chambers of Commerce and Industries (FBCCI) and Foreign Economic Relations Board (DEİK) of Turkey will take part in the discussion to identify areas of cooperation and explore opportunities jointly. Turkish contracting companies are also interested in mega infrastructure projects in Bangladesh. 50 Years of Independence The Turkish Ambassador, who joined the Ministry of Foreign Affairs of Turkey in 1992, highly appreciated Bangladesh’s growth, especially the achievements made over the last 10 years saying 50 years have been quite a significant journey for Bangladesh. “Bangladesh is progressing in a speedy way with an impressive development achieved in the last 10 years under the leadership of Prime Minister Sheikh Hasina. In the last decade, Bangladesh has become a model for many developing countries,” he said. The Turkish Ambassador said Bangladesh has got a solid foundation given by Father of the Nation Bangabandhu Sheikh Mujibur Rahman, and today Bangladesh is a much-respected nation globally. He said Bangladesh’s foreign policy - “friendship to all, malice to none”, is coinciding with Turkey’s foreign policy motto “peace at home, peace in the world.” The Ambassador said Bangladesh is making significant contributions to global peace through its robust engagement with the UN peacekeeping operations. Ambassador Turan expressed satisfaction over his discussion with a number of ministers in Bangladesh regarding cooperation between the two countries in the coming years. “I am hoping to meet with Prime Minister Sheikh Hasina and Speaker Dr Shirin Sharmin Chaudhury soon.” Hospital to Be Built Responding to a question, the Turkish Ambassador said Turkey wants to establish a hospital in Bangladesh as it has vast experience in the health sector. He said it is not yet decided whether the hospital will be a specialized one or a general hospital but they plan to build it in Dhaka. “That’s one of the big projects in our mind. We would like to share our experience.” The Ambassador said they want to explore opportunities in medical tourism. “We provide very good health services. That’s why Turkey has become one of the top five destinations for health tourism in the world. Turkey could be another destination for those Bangladeshis who go abroad for better treatment.” He also said Turkey wants to boost cultural exchanges and academic cooperation to help Turkish and Bangladeshi people learn more about each other. “It gives me much pleasure that Turkish TV serials are becoming very popular in Bangladesh,” said Ambassador Turan adding that relations between Turkish and Bengali nations have strong historical and cultural roots dating back before the foundation of the People’s Republic of Bangladesh. Solidarity amid Covid-19 The Turkish Ambassador appreciated Bangladesh’s efforts in dealing with the Covid-19 situation. “It’s good to see that the situation is under control in Bangladesh. Bangladesh made it possible to deal with the situation in a very efficient way.” He said this is a challenging situation for all the countries due to Covid-19 pandemic and it is time to help each other. “We have to deal with it with solidarity and unity. We remain in solidarity with Bangladesh.” The Turkish envoy said upon instruction from President Erdoğan Turkish Ministry of Health provided five tonnes of medical supplies to Bangladesh including masks, Personal Protective Equipment (PPE) and ventilators. Patriot_68 Posted December 23, 2020 Share Posted December 23, 2020 বাংলাদেশে অস্ত্র বিক্রি করতে চায় তুরস্ক কূটনৈতিক প্রতিবেদক ঢাকা প্রকাশ: ২৩ ডিসেম্বর ২০২০, ১৫: ৩৩ সংবাদ সম্মেলনে তুরস্কের পররাষ্ট্রমন্ত্রী মেভলুত সাভাসগলু ও বাংলাদেশের পররাষ্ট্রমন্ত্রী আব্দুল মোমেন ছবি: রাহীদ এজাজ বাংলাদেশে প্রতিরক্ষাসামগ্রী বিক্রির পাশাপাশি বৃহদায়তন প্রকল্পে বিনিয়োগে আগ্রহী তুরস্ক। ঢাকা সফররত তুরস্কের পররাষ্ট্রমন্ত্রী মেভলুত সাভাসগলু আজ বুধবার প্রধানমন্ত্রী শেখ হাসিনা ও পররাষ্ট্রমন্ত্রী এ কে মোমেনের সঙ্গে বিষয়টি নিয়ে আলোচনা করেছেন। আজ দুপুরে পররাষ্ট্রমন্ত্রী আব্দুল মোমেনের সঙ্গে বৈঠকের পর মেভলুত সাভাসগলু সাংবাদিকদের এ তথ্য জানান। এ কে আব্দুল মোমেন বলেন, ‘আমরা তুরস্কের সঙ্গে বাণিজ্য, কোভিড-১৯, বহুপক্ষীয় সম্পর্ক বাড়াতে আগ্রহী। আমরা তুরস্কের সঙ্গে কাজ করতে প্রস্তুত।’ গত সেপ্টেম্বরে আঙ্কারায় বাংলাদেশ দূতাবাসের নতুন ভবন উদ্বোধন হয়েছে এবং আজ ঢাকায় তুরস্কের নতুন দূতাবাস ঢাকায় উদ্বোধন করা হবে বলে তিনি জানান। আজ বিকেলে বারিধারায় নতুন দূতাবাস উদ্বোধন করবেন দুই পররাষ্ট্রমন্ত্রী। আব্দুল মোমেন জানান, সবার জন্য সুবিধাজনক সময়ে বঙ্গবন্ধু ও কামাল আতাতুর্কের আবক্ষ মূর্তি দুই দেশে উন্মোচন করা হবে। তুরস্কের পররাষ্ট্রমন্ত্রী মেভলিত সাভাসগলুকে (ডানে) স্বাগত জানান বাংলাদেশের পররাষ্ট্রসচিব মাসুদ বিন মোমেন ছবি: সংগৃহীত মেভলুত সাভাসগলু বলেন, প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে বাংলাদেশ এখন দক্ষিণ এশিয়ার উদীয়মান সূর্য। আর সব দেশের জন্য বাংলাদেশ আজ মডেল। এশিয়া আর ইউরোপের দেশগুলোর মধ্যে তুরস্কের গুরুত্বপূর্ণ অংশীদার বাংলাদেশ। তুরস্কের পররাষ্ট্রমন্ত্রী বলেন, বাংলাদেশে স্বাস্থ্য, প্রতিরক্ষাসহ নানা খাতে বিপুল বিনিয়োগের সুযোগ আছে। এ বিষয়ে প্রধানমন্ত্রী শেখ হাসিনা ও পররাষ্ট্রমন্ত্রী এ কে আব্দুল মোমেনের সঙ্গে আলোচনা হয়েছে। মেভলুত সাভাসগলু বলেন, ‘আমরা লক্ষ্য নির্ধারণ করেছি নিকট ভবিষ্যতে আমাদের বাণিজ্য ২০০ কোটি ডলার হবে, যা গত বছর ছিল প্রায় ১০০ কোটি ডলার। বাংলাদেশ বর্তমানে বিভিন্ন বৃহৎ প্রকল্প হাতে নিচ্ছে। তুরস্কের নির্মাণপ্রতিষ্ঠানগুলো পৃথিবীর মধ্যে অন্যতম এবং চীনের পরেই তুরস্কের অবস্থান। এ খাতে আমরা একসঙ্গে কাজ করতে আগ্রহী।’ প্রতিরক্ষা খাতে সহযোগিতা বিষয়ে তুরস্কের পররাষ্ট্রমন্ত্রী বলেন, ‘তুরস্কের প্রতিরক্ষাপণ্যের গুণগত মান অত্যন্ত ভালো, দাম অত্যন্ত সুলভ এবং এগুলো কিনতে কোনো শর্ত আরোপ করা হয় না। আমি নিশ্চিত, বাংলাদেশ এই সুবিধাগুলোর সুযোগ নেবে।’ প্রতিরক্ষা খাতে প্রযুক্তি হস্তান্তর ও যৌথ উৎপাদনে রাজি আছে তুরস্ক জানিয়ে তুরস্কের পররাষ্ট্রমন্ত্রী বলেন, ‘আমরা সবকিছু তৈরি করি না, তবে ৭৫ শতাংশের বেশি আমরা উৎপাদন করি। এর কারণ হচ্ছে, এর আগে যখন সমস্যা চলছিল, তখন আমাদের বন্ধুরাও আমাদের প্রতিরক্ষাসামগ্রী সরবরাহ করেনি এবং সে জন্য আমরা বেশির ভাগ পণ্য নিজেরাই উৎপাদন করি।’ এ খাতে তুরস্ক অনেক বিনিয়োগ করেছে জানিয়ে মেভলুত সাভাসগলু বলেন, ‘কয়েকটি দেশের সঙ্গে আমরা যৌথভাবে পণ্য উৎপাদন করছি।’ রোহিঙ্গা বিষয়ে বাংলাদেশকে সহযোগিতা অব্যাহত রাখবে জানিয়ে তুরস্কের পররাষ্ট্রমন্ত্রী বলেন, আন্তর্জাতিক সম্প্রদায় এ বিষয়ে যথেষ্ট করছে না। তিনি আরও বলেন, ‘আমরা শুধু কথা শুনতে চাই না, আমরা কাজেও তার প্রতিফলন দেখতে চাই।’ ভাসানচরে রোহিঙ্গাদের স্থানান্তরের বিষয়ে জানতে চাইলে মেভলুত সাভাসগলু বলেন, বাংলাদেশের এ বিষয়ে জাতিসংঘ এবং আইওএম, ইউএনএইচসিআরসহ বিভিন্ন সংস্থার সঙ্গে সমন্বয় করা উচিত। Link to comment Share on other sites More sharing options...
Kamikaze Posted December 30, 2020 Share Posted December 30, 2020 বাংলাদেশ কি তুর্কি সমরাস্ত্র কিনতে পারবে? তুরস্কের পররাষ্ট্রমন্ত্রী মেভলুত চাভুশোওলুর ঢাকা সফর নিয়ে নানা জল্পনাকল্পনা ছিল। ঢাকা বা আঙ্কারা কোনো পক্ষই সফরের আলোচ্যসূচি নিয়ে খুব বেশি খোলাসা করে কিছু বলেনি। অনেকেই মনে করেছিলেন, আর দশটা কূটনৈতিক সফরের মতোই কিছু দ্বিপক্ষীয় ও বাণিজ্যিক বিষয়ের পাশাপাশি সৌহার্দ্য বিনিময় নিয়ে আলোচনা হবে। এর বড় অংশজুড়ে থাকবে মুসলিম ভ্রাতৃত্ববোধের আলাপ। বড়জোর রোহিঙ্গা সংকট নিয়ে তুরস্ক সরকার নিজের অবস্থান পুনর্ব্যক্ত করতে পারে। কিন্তু গত বুধবার দুপুরে ঢাকায় সাংবাদিকদের বিফ্রিং করার সময় চাভুশোওলু সবাইকে চমকে দিয়েছেন। লুকোছাপা না করেই বলেছেন, তুরস্ক নিজের তৈরি সমরাস্ত্র বাংলাদেশের কাছে বিক্রি করতে চায় এবং বাংলাদেশে সমরাস্ত্র ও সামরিক সরঞ্জাম উৎপাদনে যৌথভাবে কাজ করতে আগ্রহী। তুরস্কের কাছ থেকে এমন প্রস্তাবের জন্য অনেকেই প্রস্তুত ছিলেন না। হয়তোবা দুই দেশের কূটনৈতিক মহলে এ নিয়ে অত্যন্ত গোপনীয়তা বজায় রেখে আলাপ–আলোচনা ছিল। কিন্তু অন্যদের কাছে তুরস্কের সমরাস্ত্র বিক্রির প্রস্তাবটি একেবারেই অপ্রত্যাশিত। এ রকম কিছু বিষয় আলোচনা হবে, কেউ কেউ জানতে পারলে চীনের প্রতিরক্ষামন্ত্রীর সফরের মতোই চাভুশোওলুর সফর বাতিল হতে পারত। তুরস্ক দক্ষিণ এশিয়ায় নিজের পদচিহ্ন রাখতে চাইছে। পাকিস্তানের কাছে সমরাস্ত্র অনেক দিন ধরেই বিক্রি করছে। সম্প্রতি আফগানিস্তানেও বিক্রি শুরু করেছে। এখন বাংলাদেশকেও সমরাস্ত্রের খদ্দের বানাতে চাইছে। তুর্কি সমরাস্ত্রের দাম যুক্তরাষ্ট্র ও পশ্চিম ইউরোপের দেশগুলোর তুলনায় কম। মূলত পূর্ব ইউরোপের দেশগুলো স্বল্প দামে সমরাস্ত্র সরবরাহ করে। চীনও স্বল্প মূল্যের সমরাস্ত্রের ব্যবসা করে। অস্ত্র ব্যবসায়ী হিসেবে তুরস্কের বেশি নামডাক ছিল না। কিন্তু বিশ্ববাজারে স্বল্প দামের অস্ত্র বিক্রি করে তুরস্ক এক ঢিলে অনেক পাখি শিকার করতে চাইছে। প্রথমত মধ্যম আয়ের দেশগুলোতে স্বল্প দামে অস্ত্র রপ্তানি করে নিজের অর্থনীতিতে কিছুটা হলেও প্রাণ দেওয়ার চেষ্টা করা। অস্ত্রের আরও নতুন নতুন বাজার খুঁজছে। অর্থনৈতিক মন্দা ও করোনার ধাক্কার মুখে চলতি বছরের জানুয়ারি-আগস্ট পর্যন্ত গত বছরের তুলনায় তুরস্কের অন্যান্য শিল্পের পাশাপাশি সামরিক শিল্পের রপ্তানি থেকে আয় কমেছে ২৬ দশমিক ১ শতাংশ। নিজস্ব প্রযুক্তি ব্যবহার করে গত এক দশকে তুরস্কের সামরিক শিল্প অনেকটাই এগিয়েছে। ২০২৩ সাল নাগাদ সামরিক খাত থেকে ২৬ দশমিক ৯ বিলিয়ন ডলার আয়ের উচ্চাভিলাষী লক্ষ্যমাত্রা নির্ধারণ করেছে। ২০১৭ সালে তুরস্ক সামরিক খাত থেকে আয় করেছিল ৬ দশমিক ৭ বিলিয়ন ডলার। দেশটি তার সামরিক সরঞ্জামের ৬৫ শতাংশ নিজেই উৎপাদন করে। ২০২৩ সাল নাগাদ ৭৫ শতাংশ করতে চাইছে। এভাবে দেশটি অস্ত্র আমদানিকারক থেকে রপ্তানিকারী দেশে পরিণত হচ্ছে তুরস্ক। সৌদি আরব, আরব আমিরাত, পাকিস্তান, আজারবাইজান ও তুর্কমিনিস্তান তুর্কি সামরিক সরঞ্জামের বড় ক্রেতা। তুরস্ক ড্রোন, রকেট লাঞ্চার, স্বল্প পাল্লার মিসাইল, সাঁজোয়া যান, হেলিকপ্টার ও ট্যাংক ইত্যাদি উৎপাদন করছে। তাদের টি-১২৯ হেলিকপ্টার একসঙ্গে আটটি অ্যান্টিট্যাংক মিসাইল, ১২টি নিয়ন্ত্রিত নিক্ষেপণযোগ্য রকেট ও অটোমেটিক গানের জন্য ৫০০টি গুলি বহন করতে পারে। এই হেলিকপ্টার প্রচণ্ড গরম ও ঠান্ডায় বিরূপ পরিবেশে রাতের আঁধার বা দিনের আলোতে ভূমি থেকে অনেক উচ্চতায় অভিযান পরিচালনা করতে সক্ষম। টি-১৫৫ ফিরটিনা মিসাইল ৩০ সেকেন্ডের মধ্যে ৪০ কিলোমিটার দূরের লক্ষ্যবস্তুতে আঘাত হানতে পারে। সম্প্রতি তুর্কি সমরাস্ত্রের বড় ধরনের ব্যবহার হয়েছে সিরিয়া ও নাগারনো কারাবাখের যুদ্ধে। তুরস্ক সিরিয়ার যুদ্ধে অপারেশন অলিভ ব্রাঞ্চে কুর্দিদের বিরুদ্ধে নিজস্ব সমরাস্ত্র ব্যবহার করে সফল হয়েছে। নাগারনো কারাবাখের যুদ্ধে আজারবাইজান তুরস্কের সরবরাহ করা ড্রোন ব্যবহার করে ফরাসি সহায়তাপুষ্ট আর্মেনিয়াকে পরাজিত করেছে। বাংলাদেশের সঙ্গে তুরস্কের অস্ত্র বিক্রির চুক্তি এখনো আলোচনার পর্যায়ে আছে। তুরস্ক মূলত সামরিক ড্রোন, রকেট লাঞ্চার, মিসাইল, হেলিকপ্টার, সাঁজোয়া যান, যুদ্ধজাহাজ ও ট্যাংক বিক্রি করতে চাইছে। কিন্তু প্রশ্ন হচ্ছে, বাংলাদেশ কি তুরস্কের থেকে শেষ পর্যন্ত সামরিক সরঞ্জাম কিনতে পারবে? এটা কেবলই অস্ত্র ক্রয়–বিক্রয়ের বিষয় নয়। এর সঙ্গে আঞ্চলিক ও বৈশ্বিক রাজনীতি হিসাব–নিকাশ জড়িত। এ ক্ষেত্রে দুটি বিষয় বিবেচ্য হবে। একটি হচ্ছে প্রতিবেশী ও বৃহৎ শক্তিগুলোর প্রতিক্রিয়া। ভারত ও যুক্তরাষ্ট্রকে পাশ কাটিয়ে তুরস্কের অস্ত্র কেনা বাংলাদেশের জন্য সহজ হবে না। ওই দুটি দেশ থেকে বাধা আসতে পারে। উদাহরণ হিসেবে উল্লেখ করা যেতে পারে, পাকিস্তান দেড় বিলিয়ন ডলারে ৩০টি তুর্কি টি-১২৯ অ্যাটাক হেলিকপ্টার কেনার জন্য ২০১৮ সালে তুরস্কের সঙ্গে চুক্তি করছিল। কিন্তু যুক্তরাষ্ট্র হেলিকপ্টার বিক্রিতে তুরস্কের ওপর নিষেধাজ্ঞা দিয়েছে। কারণ, এই হেলিকপ্টারে ব্যবহৃত ইঞ্জিন যুক্তরাষ্ট্রে তৈরি; তুরস্ক এসব ইঞ্জিনচালিত হেলিকপ্টার যুক্তরাষ্ট্রের অনুমতি ছাড়া তৃতীয় পক্ষের কাছে বিক্রি করতে পারবে না। এখন তুরস্ক নিজেই ইঞ্জিন তৈরির চেষ্টা করছে। পাকিস্তান নিজেও যুক্তরাষ্ট্রকে রাজি করানোর চেষ্টা করেছে। ২০২০ সালেই হেলিকপ্টারগুলো হস্তান্তরের কথা ছিল। কিন্তু উদ্ভূত পরিস্থিতিতে ২০২১ সাল পর্যন্ত হস্তান্তরের সময়সীমা বাড়ানো হয়েছে। যুক্তরাষ্ট্র যেভাবে পাকিস্তানের তুর্কি সমরাস্ত্র কেনা আটকে দিয়েছে, বাংলাদেশের ক্ষেত্রেও তা ঘটতে পারে। তা ছাড়া, যুক্তরাষ্ট্র ও ভারত চাইবে বাংলাদেশ ইন্দো-প্যাসিফিক জোটে যোগদান করুক। বিশেষ করে ভারত চাইবে না তার দুই প্রতিবেশী পাকিস্তান ও বাংলাদেশকে সামরিক খাতে আরও শক্তিশালী হতে তুরস্ক সহায়তা করুক। ভূরাজনীতি ও নিরাপত্তার জটিল বিষয়গুলো এখানে সব পক্ষই বিবেচনা করবে। বাংলাদেশে অস্ত্র বিক্রি বা উৎপাদনের নামে ভারত মহাসাগর এলাকায় তুরস্কের উপস্থিতি ভারত ও যুক্তরাষ্ট্রেও জন্য সুখকর হবে না। এই অঞ্চলে তুরস্কের আনাগোনা বাড়লে রাশিয়া ও চীনের সুবিধা হবে। সিরিয়ার মতোই ভারত মহাসাগরীয় অঞ্চলকে চীন, রাশিয়া, পাকিস্তান ও তুরস্ক মিলে ভারত ও যুক্তরাষ্ট্রের হাত থেকে ছিনিয়ে নিতে পারে। দ্বিতীয় বিষয় হচ্ছে, বাংলাদেশ তুরস্কের সঙ্গে দর-কষাকষি কতটুকু করতে পারবে। চাভুশোওলুর সফরে বিভিন্ন বিষয় নিয়ে কথা হচ্ছে। তুরস্ক দ্বিপক্ষীয় বাণিজ্য ২০০ কোটি ডলারে উন্নীত করার প্রস্তাব দিয়েছে। বাংলাদেশের নির্মাণ প্রকল্প ও স্বাস্থ্য খাতে বিনিয়োগের প্রস্তাব দিয়েছে। বঙ্গবন্ধু শেখ মুজিবুর রহমান ও কামাল আতাতুর্কের আবক্ষ মূর্তি উন্মোচন করার প্রস্তাব রয়েছে। এসব প্রস্তাব কতটা বাস্তবায়িত হবে, তা অনেকাংশেই নির্ভর করছে সমরাস্ত্র কেনার আলোচনার অগ্রগতির ওপর। চাভুশোওলুর সফরের মূল উদ্দেশ্যই ছিল অস্ত্র বিক্রি করা; বাকিগুলো উপলক্ষ মাত্র। তুরস্ক কিছুদিন ধরেই নিজেকে মুসলিম বিশ্বের নেতা হিসেবে প্রতিষ্ঠিত করতে চাইছে। এই পরিকল্পনার অংশ হিসেবে বিভিন্ন মুসলিম দেশকে নিজেদের পক্ষভুক্ত করতে চাইবে। পক্ষভুক্ত করার সহজ পন্থা হচ্ছে সামরিক ও অর্থনৈতিক খাতে নির্ভরশীল করা। তুরস্ক সেই পরিকল্পনা নিয়েই অগ্রসর হচ্ছে। মুসলিম বিশ্বে এখন সৌদি আরব, ইরান ও তুরস্ক— এই তিন ধারা সক্রিয় আছে। সৌদি আরব ইস্যুতে ইরান ও তুরস্ক একই অক্ষে অবস্থান করলেও উভয় দেশই নিজেকে নেতৃত্বে দেখতে চায়। তাই সৌদি আরব ও ইরানের পক্ষ থেকেও বাংলাদেশের ওপর চাপ আসতে পারে। তবে চীনের দিক থেকে খুব বেশি প্রতিক্রিয়া নাও আসতে পারে। শেষ পর্যন্ত বাংলাদেশের সঙ্গে তুরস্কের সমরাস্ত্র বিক্রির চুক্তি হোক বা না হোক, আগামী কিছুদিন বাংলাদেশসহ ভারত, পাকিস্তান, ইরান, সৌদি আরব, তুরস্ক ও যুক্তরাষ্ট্রের কূটনীতিকদের ব্যস্ত সময় যাবে। এ সময় পাল্টাপাল্টি প্রস্তাবের কূটনৈতিক খেলা শুরু হতে পারে। তাই বাংলাদেশকে হিসাব কষে সতর্কভাবে পদক্ষেপ নিতে হবে। একদিকে সামরিক সক্ষমতা বাড়াতে হবে, অন্যদিকে নিজেদের রাজনৈতিক অবস্থান সুদৃঢ় রাখতে হবে। তবেই কূটনৈতিক দক্ষতা প্রমাণিত হবে। Link to comment Share on other sites More sharing options...

সম্পর্কের বিশ্লেষকেরা বলছেন, সাম্প্রতিক বছরগুলোতে তুরস্ক আন্তর্জাতিক পরিসরে নিজের অবস্থান সুসংহত করতে চাইছে। বৈশ্বিক পরিমণ্ডলে নিজের জোরালো অবস্থান গড়ে তুলতে আঙ্কারা এশিয়ার দেশগুলোর সঙ্গে সম্পর্ক ঘনিষ্ঠ করার ব্যাপারে বিশেষভাবে মনোযোগী হয়ে উঠেছে। এ পরিকল্পনার অংশ হিসেবে তুরস্ক ২০১৯ সাল থেকে ‘এশিয়া এনিউ’ উদ্যোগের মাধ্যমে এই অঞ্চলের দেশগুলোর সঙ্গে নানান খাতে সহযোগিতা বাড়ানো শুরু করেছে। এই প্রক্রিয়ায় বাংলাদেশের সঙ্গে সম্পর্কোন্নয়নে বিশেষ জোর দিচ্ছে আঙ্কারা। বিজ্ঞাপন প্রধানমন্ত্রী শেখ হাসিনা ফাইল ছবি বাংলাদেশের সঙ্গে সম্পর্কোন্নয়নের ক্ষেত্রে গত দু-এক বছরে ব্যবসা ও বিনিয়োগ, বিশেষ করে সমরাস্ত্র খাতে সহযোগিতায় বিশেষভাবে মনোযোগী হয়েছে তুরস্ক। করোনা সংক্রমণকালে গত বছরের ডিসেম্বরে তুরস্কের পররাষ্ট্রমন্ত্রী মেভলিত সাভাসগলু বাংলাদেশ সফর করেন। এ সময় তিনি বাংলাদেশের কাছে তুরস্কের সমরাস্ত্র বিক্রির আগ্রহের কথা প্রকাশ্যে ঘোষণা করেন। পাশাপাশি বাংলাদেশের বৃহৎ অবকাঠামো নির্মাণে সহায়তার কথা জানান তিনি। এর ধারাবাহিকতায় চলতি বছরের জুনে আঙ্কারায় দুদেশের মধ্যে প্রতিরক্ষা চুক্তি সই হয়। ইতিমধ্যে এ-সংক্রান্ত কেনাকাটা শুরু হয়েছে। গত মাসে বাংলাদেশ সেনাবাহিনীর প্রধান জেনারেল এস এম শফিউদ্দিন আহমেদ আট দিনের সরকারি সফরে তুরস্কে যান। এ সময় দুই দেশের সহযোগিতার অন্যান্য উপাদানের পাশাপাশি প্রতিরক্ষা খাতে সহযোগিতার বিষয়ে বিস্তারিত আলোচনা হয় বলে জানা যায়। তুরস্কের পররাষ্ট্রমন্ত্রী মেভলিত সাভাসগলু আগামী কয়েক মাসের মধ্যে আবার ঢাকায় আসছেন। তাঁর আসন্ন ঢাকা সফরে প্রতিরক্ষা সহযোগিতার বিষয়টি গুরুত্ব পাবে বলে কূটনৈতিক সূত্রগুলো আভাস দিয়েছে। তুরস্কের দৈনিক আল সাবাহর সাম্প্রতিক এক প্রতিবেদনে বলা হয়, বাংলাদেশের কাছে ইস্তাম্বুল ক্লাসের ফ্রিগেট বিক্রিতে আগ্রহী আঙ্কারা। এ নিয়ে দুপক্ষের মধ্যে আলোচনা চলছে। বাঁকবদলের দুই উপাদান তুরস্কের প্রেসিডেন্ট রিসেপ তাইয়েপ এরদোয়ান ছবি: রয়টার্স সাম্প্রতিক বছরগুলোতে তুরস্কের সঙ্গে বাংলাদেশের সম্পর্কের যে ঊর্ধ্বমুখিতা, তা পাঁচ থেকে সাত বছর আগে ভাবা যেত না। বিশেষ করে একাত্তরের মানবতাবিরোধী অপরাধের বিচারকে সামনে এনে বাংলাদেশের সঙ্গে তুরস্ক সম্পর্কের দূরত্ব তৈরি করেছিল। এই বিচারের প্রকাশ্য বিরোধিতা, বিচারে সরাসরি হস্তক্ষেপ, ঢাকা থেকে রাষ্ট্রদূত প্রত্যাহারের মতো ঘটনা ঘটে। কিন্তু এ সময় বাংলাদেশ সংযত থেকেছে। তৎকালীন দায়িত্বে থাকা এক জ্যেষ্ঠ কূটনীতিক বলেন, তুরস্কের সঙ্গে শীতল সম্পর্কের পর্বে বাংলাদেশ কখনো ‘ইটের বদলে পাটকেল’ নীতিতে হাঁটেনি। বরং বরাবর সংযত থেকেছে। কাছাকাছি সময়ের দুটি ঘটনা দুদেশের সম্পর্কের বাঁকবদলে বড় ভূমিকা রেখেছে। প্রথমটি হলো, ২০১৬ সালের জুলাইয়ে তুরস্কে ব্যর্থ সেনা অভ্যুত্থানের পরপরই দেশটির প্রেসিডেন্ট রিসেপ তাইয়েপ এরদোয়ানের প্রতি সমর্থন জানিয়ে প্রধানমন্ত্রী শেখ হাসিনার চিঠি। দ্বিতীয়টি, ২০১৭ সালের আগস্টের রোহিঙ্গাঢলের পর সেপ্টেম্বরে তুরস্কের ফার্স্ট লেডি এমিন এরদোয়ানের বাংলাদেশ সফরে এসে কক্সবাজারের শিবির পরিদর্শন। মানবতাবিরোধী অপরাধের বিচারকে কেন্দ্র করে তুরস্ক যে বৈরী আচরণ করেছিল, সেটিকে সামনে না এনে ঐতিহাসিকভাবে আঙ্কারার সঙ্গে ঢাকা যে সুসম্পর্ক বজায় রাখতে মনোযোগী, সেটির প্রমাণ তারা পেয়েছিল সেদেশে ব্যর্থ সেনা অভ্যুত্থানের পরপরই শেখ হাসিনার বার্তায়। তাই রোহিঙ্গা অনুপ্রবেশকে তুরস্ক সম্পর্কোন্নয়নের অন্যতম প্রধান অনুষঙ্গ হিসেবে কাজে লাগায়। তারই ধারাবাহিকতায় তুরস্কের তখনকার প্রধানমন্ত্রী বিনালি ইলদিরিম বাংলাদেশ সফর করেন। ডিসেম্বর ২০১২: পরিচয় গোপন করে তুরস্কের এনজিও প্রতিনিধিদলের ঢাকা সফর। ডিসেম্বর ২০১২: গোলাম আযমসহ জামায়াত নেতাদের ফাঁসি বন্ধে তুরস্কের চিঠি। মে ২০১৬: নিজামীর ফাঁসির পর তুর্কি রাষ্ট্রদূতকে সাময়িক প্রত্যাহার, ঢাকার পাল্টা পদক্ষেপ। জুলাই ২০১৬: তুরস্কের ব্যর্থ সামরিক অভ্যুত্থানের পর এরদোয়ানকে সমর্থন জানিয়ে প্রধানমন্ত্রীর চিঠি। আগস্ট ২০১৭: রোহিঙ্গাঢলের পর তুরস্কের ফার্স্ট লেডির কক্সবাজার সফর। সেপ্টেম্বর ২০২০: আঙ্কারায় বাংলাদেশ দূতাবাস উদ্বোধনের জন্য পররাষ্ট্রমন্ত্রীর তুরস্ক সফর। ডিসেম্বর ২০২০: ঢাকায় এসে বাংলাদেশের কাছে সমরাস্ত্র বিক্রির ঘোষণা তুর্কি পররাষ্ট্রমন্ত্রীর। জুন ২০২১: বাংলাদেশে সমরাস্ত্র বিক্রির জন্য তুরস্কের প্রতিরক্ষা চুক্তি সই। জানতে চাইলে সাবেক পররাষ্ট্রসচিব ও নর্থসাউথ বিশ্ববিদ্যালয়ের সাউথ এশিয়ান ইনস্টিটিউট অব পলিসি অ্যান্ড গভর্নেন্সের (এসআইপিজি) ফেলো অধ্যাপক মো. শহীদুল হক প্রথম আলোকে বলেন, ঐতিহাসিকভাবে দুই দেশের মধ্যে নিবিড় সম্পর্ক ছিল। কিন্তু মানবতাবিরোধী অপরাধের বিচারকে ঘিরে এই সম্পর্কে তিক্ততা শুরু করেছিল তুরস্ক। তবে বাংলাদেশ সতর্ক থেকেছে। সেই সঙ্গে বাস্তববাদীও। এই বিষয়টি তুরস্কও পরে বুঝতে পারে। ফলে তারা এখন সম্পর্কোন্নয়নে জোর দিচ্ছে। তুরস্কের ফার্স্ট লেডি এমিন এরদোয়ান বাংলাদেশ সফরে এসে দেশগুলোর সমাজের বিভিন্ন স্তরের যোগাযোগ বৃদ্ধি—এই চারটি ক্ষেত্রে জোর দেওয়া হচ্ছে। আঙ্কারায় বাংলাদেশ দূতাবাস উদ্বোধনের জন্য পররাষ্ট্রমন্ত্রী এ কে আব্দুল মোমেন তুরস্ক সফর করেন ফাইল ছবি জানতে চাইলে পররাষ্ট্রসচিব মাসুদ বিন মোমেন প্রথম আলোকে বলেন, ‘তুরস্কের সঙ্গে বাংলাদেশের সম্পর্কোন্নয়নের বিষয়টি পরস্পর স্বার্থসংশ্লিষ্ট। দুই দেশের সম্পর্কে চড়াই-উতরাই তো ছিলই। কিন্তু আমাদের সংবেদনশীলতার গুরুত্ব তারা বুঝতে পেরেছে। তাদের অবস্থানও আমাদের কাছে স্পষ্ট হয়েছে। মধ্যপ্রাচ্য ও ওআইসিতে সৌদি আরবের বিকল্প শক্তি হিসেবে আবির্ভূত হওয়ার বিষয়ে আঙ্কারার আকাঙ্ক্ষা রয়েছে। এটা ঠিক যে রোহিঙ্গা সংকট দুই দেশকে অনেক কাছাকাছি নিয়ে এসেছে। সেটাকে উপজীব্য করে সমরাস্ত্র উৎপাদনকারী হিসেবে তারা বাংলাদেশের সঙ্গে প্রতিরক্ষা সহযোগিতায়, বিশেষ করে আধুনিক সমরাস্ত্র বিক্রিতে জোর দিচ্ছে। আবার দক্ষিণ এশিয়ায় বাংলাদেশের উজ্জ্বল ও ভারসাম্যমূলক অবস্থানকে বিবেচনায় নিয়ে তারা সম্পর্ক জোরদারে মনোযোগী হয়েছে।’ দূতাবাসের সক্রিয় ভূমিকা ২০১৬ সালের জানুয়ারিতে তুরস্কে বাংলাদেশের রাষ্ট্রদূত হিসেবে দায়িত্ব পান এম আল্লামা সিদ্দিকী। কিন্তু সম্পর্কের টানাপোড়েনের কারণে তাঁকে ঢাকায় ফিরিয়ে আনা হয়েছিল। পরে আঙ্কারা ফিরে গিয়ে তিনি দুই দেশের সম্পর্কোন্নয়নে নানা ধরনের অনুষ্ঠান আয়োজন করেন। এই অনুষ্ঠানগুলোয় অতিথিদের বড় অংশটি ছিলেন তুরস্কের নাগরিক। পাশাপাশি দেশটির গণমাধ্যম, শিক্ষাপ্রতিষ্ঠান, ব্যবসায়ী সংগঠন ও অন্যান্য প্রতিষ্ঠানের সঙ্গে যুক্ত থেকে সহযোগিতা বাড়ানোর চেষ্টা অব্যাহত রাখা হয়। অন্যদিকে বাংলাদেশ নিয়ে আনুষ্ঠানিক কিংবা অনানুষ্ঠানিকভাবে তুরস্কের কোনো প্রশ্ন থেকে থাকলে দূতাবাসের পক্ষ থেকে তার জবাব দিতে দ্বিধা করা হয়নি। দুই দেশের সম্পর্ক তিক্ততার পর্ব থেকে উল্টোদিকে মোড় নেওয়ার ক্ষেত্রে রাজনৈতিক নেতৃত্বের আশীর্বাদে আঙ্কারায় বাংলাদেশ দূতাবাস বলিষ্ঠ ভূমিকা রাখে বলে কূটনৈতিক সূত্র জানায়। প্রতিরক্ষা সহযোগিতা-কেনাকাটায় গুরুত্ব তুরস্কের পররাষ্ট্রমন্ত্রী মেভলিত সাভাসগলু গত বছর ঢাকা সফরের সময় সাংবাদিকদের বলেছিলেন, তাঁদের প্রতিরক্ষা পণ্যের গুণগত মান অত্যন্ত ভালো। দামেও সুলভ। এগুলো কেনার জন্য কোনো শর্ত আরোপ করা হয় না। তুরস্ক প্রতিরক্ষা খাতে প্রযুক্তি হস্তান্তর ও যৌথ উৎপাদনে রাজি। গত জুন বলেন, রকেটসান থেকে বিভিন্ন সরঞ্জাম রপ্তানির জন্য দুই দেশের মধ্যে একটি সমঝোতা স্মারক সই হয়েছে।’ জানতে চাইলে নিরাপত্তাবিষয়ক গবেষণা প্রতিষ্ঠান বাংলাদেশ ইনস্টিটিউট অব পিস অ্যান্ড সিকিউরিটি স্টাডিজের প্রেসিডেন্ট মেজর জেনারেল (অব.) আ ন ম মুনীরুজ্জামান প্রথম আলোকে বলেন, সমরাস্ত্র উৎপাদনকারী দেশ হিসেবে তুরস্কের অবস্থা বেশ ভালো। ন্যাটোর সদস্য দেশ হওয়ায় তুরস্কের উৎপাদিত সমরাস্ত্র গুণগতমানে যেমন ভালো, দামেও ইউরোপের দেশগুলোর তুলনায় সাশ্রয়ী। সাম্প্রতিক বছরগুলোতে দুই দেশের সম্পর্কের উন্নতি হওয়ায় তুরস্ক বাংলাদেশে অস্ত্র বিক্রিতে মনোযোগ দিচ্ছে। বাংলাদেশও যেহেতু সমরাস্ত্র সংগ্রহের ক্ষেত্রে বৈচিত্র্য আনতে চাইছে, সে ক্ষেত্রে উৎস হিসেবে তুরস্ক মানানসই। বড় ধরনের কেনাকাটা গত কয়েক বছরে শুরু হয়েছে। সেটা ভবিষ্যতে বাড়ার ইঙ্গিত পাওয়া যাচ্ছে। উল্লেখযোগ্য দুই বিনিয়োগ দুই দেশের সম্পর্কে বাঁকবদলের পর্বে ব্যবসা-বিনিয়োগের ক্ষেত্রেও গুণগত পরিবর্তন দৃশ্যমান। এর মধ্যে তুরস্কের অন্যতম শীর্ষ ব্যবসায়ী প্রতিষ্ঠান কোচ হোল্ডিংসের সহযোগী প্রতিষ্ঠান আর্সেলিক এ এস ২০১৯ সালে সিঙ্গার বাংলাদেশে ৭৫ মিলিয়ন ডলার বিনিয়োগ করে প্রতিষ্ঠানটির ৫৭ শতাংশ শেয়ার কিনে নেয়ে। তুরস্কের বিনিয়োগের পর এখন এটি বেকো সিঙ্গার নামে বাংলাদেশে ব্যবসা পরিচালনা করছে। কোচ হোল্ডিংসের অন্যতম সহযোগী প্রতিষ্ঠান আইগ্যাজ ২০২০ সালে ইউনাইটেড গ্রুপের সঙ্গে জ্বালানি উৎপাদনে ১০০ মিলিয়ন ডলার বিনিয়োগ করেছে। বাংলাদেশের সঙ্গে ব্যবসা বাড়াতে বিশেষ আগ্রহের কথা তুরস্কের প্রেসিডেন্ট রিসেপ তাইয়েপ এরদোয়ান উল্লেখ করেছেন। গত বছর আঙ্কারা সফরের সময় পররাষ্ট্রমন্ত্রী এ কে আব্দুল মোমেন তাঁর সঙ্গে সৌজন্যসাক্ষাৎ করেন। এ সময় এরদোয়ান বলেন, দুই দেশের মধ্যে প্রতিবছর দ্বিপক্ষীয় বাণিজ্যের পরিমাণ এখন ১০০ কোটি ডলার। শিগগির তিনি এই ব্যবসার পরিমাণ ২০০ কোটি ডলারে নিয়ে যেতে চান। পাকিস্তানের প্রভাব কাটেনি বাংলাদেশের অতীত-বর্তমান নিয়ে পাকিস্তানের ভাষ্যই তুরস্কের সমাজের বড় অংশটি এখন পর্যন্ত বিশ্বাস করে। তুরস্কে কাজ করা কূটনীতিকদের সঙ্গে কথা বলে এমনটা জানা গেছে। তুরস্ক থেকে ঢাকায় ফেরা এক কূটনীতিকের সঙ্গে কথা বলে জানা যায়, বাংলাদেশ নিয়ে দেশটি যে এখন পর্যন্ত পাকিস্তানের ভাষ্যকেই বিশ্বাস করে, ২০১৭ সালের একটি ঘটনাও তার সাক্ষ্য দেয়। সে বছরের দ্বিতীয়ার্ধে আঙ্কারার একটি বিশ্ববিদ্যালয়ে আমন্ত্রিত অতিথি হিসেবে বক্তৃতা করেন বাংলাদেশের তখনকার রাষ্ট্রদূত এম আল্লামা সিদ্দিকী। বক্তৃতার এক পর্যায়ে এক ছাত্র বলে ওঠেন, ‘আপনারা তো আলেমদের (মানবতাবিরোধী অপরাধী) ফাঁসি দিচ্ছেন।’ নতুন চ্যালেঞ্জ কূটনৈতিক বিশ্লেষকদের মতে, মধ্যপ্রাচ্য তথা মুসলিম বিশ্বে নেতৃত্বের ক্ষেত্রে সৌদি আরব ও তুরস্কের ঘিরে বলয় তৈরির পর্বে ভারসাম্য বজায় রাখছে বাংলাদেশ। আবার বাংলাদেশের বাজার, ধারাবাহিক অর্থনৈতিক অগ্রযাত্রা ও ভূ-রাজনৈতিক অবস্থানকে বিবেচনায় নিয়েছে তুরস্ক। রোহিঙ্গা সংকটকে বিবেচনায় নিয়ে বাংলাদেশের পাশে আসাটা জরুরি মনে করেছে আঙ্কারা। মানবতাবিরোধী অপরাধের বিচার নিয়ে তুরস্কের ভূমিকার মূলে ছিল দেশটির ক্ষমতাসীন দল এ কে পার্টির সঙ্গে জামায়াতে ইসলামীর রাজনৈতিক মতাদর্শের সাযুজ্য। বাংলাদেশের সঙ্গে তুরস্কের রাষ্ট্রীয় সম্পর্কে পরিবর্তন এসেছে। কিন্তু তুরস্কের ক্ষমতাসীন দলের রাজনৈতিক দর্শনের এখনো কোনো পরিবর্তন হয়নি। কাজেই এই জায়গায় বাংলাদেশকে সতর্ক থাকতে হবে। পাশাপাশি আফগানিস্তানে তালেবান আবার ক্ষমতায় আসায় সৌদি আরব ও তুরস্কের অবস্থানের ক্ষেত্রে নতুন সমীকরণ তৈরি হচ্ছে। এমন প্রেক্ষাপটে মুসলিম বিশ্বের দুই ক্ষমতাধর দেশের সঙ্গে ভারসাম্য বজায় রেখে চলাটা বাংলাদেশের জন্য হবে এক নতুন চ্যালেঞ্জ। 1 Link to comment Share on other sites More
