21 firms expected to invest Tk1,000cr, create 2,500 jobs in three hi-tech parks

The Bangladesh Hi-Tech Park Authority has allotted land and space to the tech companies

 

The Bangladesh Hi-Tech Park Authority has allotted land and space to 21 companies at three hi-tech parks for working in the field of high technology such as hardware, software, internet of things (IoT), business process outsourcing (BPO), and research and development (R&D).

"This will bring an investment of at least Tk1,000 crore in the three parks and employment opportunities for 2,500 people," said Dr Bikarna Kumar Ghosh, managing director of the Hi-Tech Park Authority, at a signing ceremony.

Dr Ghosh and the heads of the 21 companies inked the deals on behalf of their respective sides at the meeting room of the Hi-Tech Park Authority on Wednesday, reads a press release. 

Four companies – Bangladesh Cards Limited, Asia Computer Bazar Limited, Seltron Electro Manufacturing Company Limited, and Digital Security Agency – have received land and space allocations at the Bangabandhu Hi-Tech City in Kaliakair.

In Heroic Freedom Fighter Lieutenant Sheikh Jamal Software Technology Park in Chattogram, 16 companies have been allocated land and space.

The firms include Genex, Hello World, Xseed Bangladesh Limited, Ingenium Consulting, AW Communication, Kazi Communications, Aamra Networks Limited, XPONENT InfoSystem (PVT) Limited, Trust Global, Imtiaz Enterprise, REAL ID, Bangla Puzzle Limited, Coders Lab, Plan B Solutions, and KAR Communication.

The Hi-Tech Park Authority allotted space to Hamko Science and Technology R&D Center at the Sheikh Kamal IT Incubation and Training Center set up at Khulna University of Engineering and Technology (Kuet).

On the same occasion, a separate MoU was signed with Brac Bank to finance investors of the Bangladesh Hi-Tech Park Authority. Under the agreement, the private sector lender will provide easy loans to high-tech park investors.

Speaking as chief guest, NM Zeaul Alam, senior secretary to the Information and Communication Technology Division, said 10 high-tech parks are ready for investment in the country at the moment, three of which were recently inaugurated by the prime minister on Digital Bangladesh Day.

World Bank okays $295m to boost Bangladesh’s digital economy

The International Development Association (IDA), a concern of the World Bank, will extend USD $295 million Scale Up Facility (SUF) loan to Bangladesh for enhancing digital government & economy (EDGE) projects.

The project will be implemented by Bangladesh Computer Council under ICT Division. The implementation period of this project has been fixed from January 01, 2022 to December 31, 2026.

The objectives of this project are to improve cyber security, build resiliency during future crises, and will enable the government to operate virtually to deliver critical public services to citizens and businesses.

The project will also work to reduce vulnerabilities from the pandemic and prepare for the fourth industrial revolution. The project will also help to digitize small and medium enterprises and strategic industries and to establish a Digital Leadership Academy to create opportunities for research and development

A deal in this regard was signed on Sunday. Fatima Yasmin, ERD secretary, and Mercy Miyang Tembon, country director, World Bank, signed the financing agreement on behalf of their respective sides.

The loan is to be repaid in 34 years with a grace period of 04 years. The frontend fee is 0.25 per cent, the commitment charge is 0.25 per cent and the interest charge is URIBOR+0.98 per cent. The EURIBOR is short for Euro Interbank Offered Rate, reports UNB.

Dhaka Bank to launch AI-based instant loans

Dhaka Bank will soon be able to disburse small-scale personal loans within two hours after clients submit their application.

As such, an account holder of the private lender will be able to take between Tk 10,000 and Tk 3 lakh in loans without producing any paper documents.

Dhaka Bank yesterday signed an agreement with CASHe Alliance Ltd in order to manage technological support to roll out the new product.

Emranul Huq, managing director of the bank, said the lender would start disbursing loans in this manner from next month on a pilot basis.

The pilot programme will run until May, after which all clients of the bank can enjoy the service.

Payroll accounts maintained with the bank will be initially eligible for the loans, Huq said.

Around 60,000 payroll accounts are now maintained with the bank.

Under the payroll account system, clients receive salaries from their employers directly through a bank.

Clients will not be required to provide any collateral to secure the loans.

Instead, Dhaka Bank will scrutinise the credit status of loan seekers by verifying their credit information bureau report of the central bank.

The lender will disburse the loan by using artificial intelligence (AI) technology, which will verify the clients' behaviour through their accounts on social media.

In addition, the AI will analyse what types of smartphones and apps are being used by clients.

This will help the lender know the attitude and aptitude of its clients.

"We will be able to detect the proper clients to give out loans in an efficient manner through the process," Huq said.

The process of loan sanction and disbursement will be completed within two hours, he added.

A dedicated mobile application has already been prepared and loan seekers will have to download it with their smartphone.

The new initiative will help clients reduce the time needed to manage funds as people currently have to wait at least five to seven days to get a personal loan.

In addition, clients will no longer need to visit bank branches to manage small loans.

However, clients have to submit national identification related information and upload their picture with the app, Huq said.

India to help build high-tech parks in 12 districts of Bangladesh: Palak

 

India is all set to assist in building high-tech parks and skilled manpower in 12 districts of Bangladesh, State Minister for Information and Communication Technology Zunaid Ahmed Palak said today.

The state minister made the revelation during a meeting of the Bangladesh High-tech park authority with the Indian High Commissioner to Bangladesh Vikram Kumar Doraiswami  on Monday.

The Indian high commissioner, meanwhile, expressed conviction to work together in various sectors, including the ICT sector, which he hopes will bolster the historic tie shared by the two countries, reads a press release.

According to the ICT minister, the neighbouring country will be providing loans for building the high-tech parks, eight of which will go into construction by February 2022.

"Under another project, titled Bangladesh-India Digital Service and Employment Training Centre (BDSET), six software technology parks, high-tech parks and a world-class lab at the Sheikh Kamal IT Training and Incubation Centre will be built," he said.

Palak continued that around 2,400 people will be trained in these centres in the next two years and 30 youths will be sent to India for ICT training.

"Another project is in the process of being finalised under which digital edutainment centres will be built in 64 districts of the country," added the state minister.

Earlier today, Zunaid Ahmed Palak welcomed the Indian high commissioner at the ICT Tower in the capital's Agargaon, reads a press release.

যুক্তরাষ্ট্রভিত্তিক বহুজাতিক কম্পিউটার প্রযুক্তি প্রতিষ্ঠান ওরাকল করপোরেশন চলতি বছরের ডিসেম্বরের মধ্যে বাংলাদেশে তাদের কার্যক্রম শুরু করবে। পাশাপাশি প্রতিষ্ঠানটি বাংলাদেশের মাটিতে স্থাপন করতে যাচ্ছে ওরাকল একাডেমি।

সিঙ্গাপুরে অবস্থিত ওরাকল অফিসে শুক্রবার (২০ মে) তথ্য ও যোগাযোগ প্রযুক্তি প্রতিমন্ত্রী জুনাইদ আহমেদ পলকের সঙ্গে দ্বিপাক্ষিক বৈঠকে এ আগ্রহের কথা জানান প্রতিষ্ঠানটির জাপান ও এশিয়া প্রশান্তমহাসাগরীয় অঞ্চলের প্রেসিডেন্ট মি. গ্যারেট।

তাছাড়া, আইসিটি বিভাগের সঙ্গে যৌথ অংশীদারিত্বে বাংলাদেশ আয়োজন করবে জাতীয় পর্যায়ের হ্যাকাথন।

কম্পিউটার হার্ডওয়্যার সিস্টেম এবং এন্টারপ্রাইজ সফটওয়্যার পণ্যতে পারদর্শী এই প্রতিষ্ঠানটি ইতোমধ্যে বাংলাদেশের ই-গভর্নমেন্ট অ্যাপ্লিকেশনের জন্য জি-ক্লাউড স্থাপনে এরই মধ্যে ৪ টায়ার ডেটা সেন্টারে বিনিয়োগ করেছে।

বৈঠকে বাংলাদেশ প্রতিনিধি দলে ছিলেন স্টার্টআপ বাংলাদেশে লিমিটেডের ব্যবস্থাপনা পরিচালক সামি আহমেদ, ওরাকল ক্লাউড প্ল্যাটফর্মের সিনিয়র সেলস ডিরেক্টর অ্যানি টিও এবং ক্লাউড প্ল্যাটফর্ম ব্যবসার কান্ট্রি ডিরেক্টর। এসময় ওরাকলের সংশ্লিষ্ট কর্মকর্তারা উপস্থিত ছিলেন।

বৈঠকের পর ওরাকলে কর্মরত বেশ কয়েকজন বাংলাদেশির সঙ্গে দেখা করেন আইসিটি প্রতিমন্ত্রী।

রাজশাহী, ২ জুন, ২০২২ (বাসস) : নির্মাণাধীন বঙ্গবন্ধু শেখ মুজিব হাই-টেক পার্ক তরুণ প্রজন্মের মধ্যে উদ্দীপনা সৃষ্টি করে যুবকদের কর্মসংস্থানের কেন্দ্রে পরিণত হতে চলেছে। বর্তমানে প্রায় ৪০০ যুবক সফটওয়্যার ডেভেলপমেন্ট, বিখ্যাত কোম্পানির সাইট রক্ষণাবেক্ষণ এবং বিদেশ থেকে চাহিদা অনুযায়ী ফাইলের কাজ, পার্কে কাজের পরিবেশ তৈরিসহ বিভিন্ন কাজে নিয়োজিত রয়েছে।
ফ্লিট বাংলাদেশে কর্মরত আফরোজা আরবি তুসি বলেন, রাজশাহীতে পরিবারের সদস্যদের সঙ্গে বসবাস করে ক্যারিয়ার গড়ার সুযোগ পেয়েছেন। বুধবার এখানে বাসসের সাথে আলাপকালে তিনি বলেন, "বিশ্ববিদ্যালয় জীবনে আমি আমার ক্যারিয়ার গড়ার বিষয় নিয়ে খুব উদ্বিগ্ন ছিলাম এবং ক্যারিয়ার গড়ার জন্য ঢাকায় যাওয়ার কথা ভারতাম।"তিনি বলেন, বঙ্গবন্ধু হাই-টেক পার্কটি তার জন্য আশীর্বাদ হয়ে উঠেছে, কারণ এটি আইটি সেক্টরে আগ্রহী অনেক যুবকের ক্যারিয়ার গড়ার সুযোগ তৈরি করেছে।
'টেক রাজশাহী' মোবাইল গেমস ও অন্যান্য সফটওয়্যার সংক্রান্ত সেবা প্রদানে কাজ করে যাচ্ছে। সংস্থার প্রধান নির্বাহী মাহফুজুর রহমান জানান, তাদের ১৪২ জন কর্মী রয়েছে এবং তাদের মধ্যে ২৮ জন হাইটেক পার্কে কাজ করছেন। তিনি বলেন, পার্কের অবস্থানের পাশাপাশি আধুনিক সুযোগ-সুবিধা তার প্রতিষ্ঠানের ব্র্যান্ড ভ্যালু বাড়িয়েছে।
‘এমডি ইনফো'-এর প্রধান নির্বাহী কর্মকর্তা মনজুরুল মোর্শেদ জানান, জয় সিলিকন টাওয়ার এবং শেখ কামাল আইটি ট্রেনিং অ্যান্ড ইনকিউবেশন বিল্ডিংয়ে তারা জায়গা পেয়েছেন। তাদের প্রায় এক হাজার কর্মী রয়েছে এবং তাদের মধ্যে ১৫০ জন অফিসে কাজ করছেন, কারণ তাদের পঁচানব্বই শতাংশ কর্মীই  রাজশাহীর বাসিন্দা।
হাইটেক পার্কের উপ-পরিচালক প্রকৌশলী মাহফুজুল কবির বলেন, পার্কে দুটি অংশ-শেখ কামাল আইটি ট্রেনিং অ্যান্ড ইনকিউবেশন বিল্ডিং এবং সজীব ওয়াজেদ জয় সিলিকন টাওয়ার রয়েছে। তিনি বলেন,  শেখ কামাল আইটি ইনকিউবেশন অ্যান্ড ট্রেনিং সেন্টারের নির্মাণ কাজ গত বছর শেষ হয়েছে, জয় সিলিকন টাওয়ার এখন চূড়ান্ত পর্যায়ে রয়েছে। তিনি বলেন,  শেখ কামাল আইটি ট্রেনিং অ্যান্ড ইনকিউবেশন বিল্ডিং-এ এ পর্যন্ত দশটি কোম্পানি এবং জয় সিলিকন টাওয়ারে সাতটি কোম্পানিকে স্থান দেওয়া হয়েছে। তিনি জানান, রাজশাহী মহানগর সংলগ্ন নবীনগর এলাকায় প্রায় ৩১ একর জমির ওপর পার্কটি নির্মাণ করা হয়েছে, যার লক্ষ্য এলাকাভিত্তিক উন্নয়ন নিশ্চিত করার পাশাপাশি জ্ঞানভিত্তিক তথ্যপ্রযুক্তি শিল্প প্রতিষ্ঠা করা।
বাংলাদেশ হাই-টেক পার্ক কর্তৃপক্ষ তথ্য ও যোগাযোগ প্রযুক্তি বিভাগের উদ্যোগে ৩৩৫.৫১ কোটি টাকার প্রকল্প বাস্তবায়ন করছে। ২০২২ সালের ডিসেম্বরের মধ্যে প্রকল্পটি সফলভাবে সমাপ্ত হলে প্রায় ১৪,০০০  পুরুষ ও নারী উভয়ের জন্য কর্মসংস্থানের সুযোগ তৈরি হবে। অবকাঠামো উন্নয়ন কাজের মধ্যে রয়েছে ভূমি উন্নয়ন, ২ লাখ ৭০ হাজার বর্গফুট আয়তনের একটি দশ তলা সিলিকন টাওয়ার, সাবস্টেশন ভবন, অভ্যন্তরীণ রাস্তা ও ড্রেন, সীমানা প্রাচীর এবং উচ্চ গতির ইন্টারনেট। ৬২,০০০ বর্গফুট আয়তনের আইটি ইনকিউবেশন সেন্টারে একটি শক্তি সাশ্রয়ী অত্যাধুনিক অফিস বিল্ডিয়ে  রয়েছে বহুমুখী প্রশিক্ষণ সুবিধা, উচ্চ মানের স্টার্ট আপ, বৃষ্টির জল সংগ্রহ এবং নবায়নযোগ্য শক্তির উৎস।
"বঙ্গবন্ধু শেখ মুজিব হাই- টেক পার্ক স্থাপন" প্রকল্পের পরিচালক প্রকৌশলী ফজলুল হক বলেন, একটি অডিটোরিয়াম ছাড়াও দেশ-বিদেশে বিনিয়োগকারীদের ভিডিও তথ্যচিত্র দেখানোর জন্য একটি সিনেপ্লেক্সের ব্যবস্থা রয়েছে। তিনি বলেন, সিলিকন টাওয়ারে দুটি বেসমেন্ট পার্কিং ফ্লোর, উচ্চমানের প্রশিক্ষণ,  সেমিনার এবং কনফারেন্স রুম, ভাড়াযোগ্য অফিস স্পেস এবং লাউঞ্জ এবং বিনোদন এলাকা সহ বহুমুখী সুবিধা থাকবে। দেশ-বিদেশের বিনিয়োগকারীদের আকৃষ্ট করার জন্য সব ধরনের ব্যবসার পরিবেশ নিশ্চিত করা হয়েছে।
সামগ্রিকভাবে, পার্কটি রাজশাহীতে একটি জ্ঞানভিত্তিক তথ্যপ্রযুক্তি শিল্প প্রতিষ্ঠার পাশাপাশি দেশি-বিদেশি বিনিয়োগকারীদের আকৃষ্ট করার মাধ্যমে ব্যবসায়িক পরিবেশ সৃষ্টিতে অনেক অবদান রাখবে। কর্মসংস্থানের সুযোগ সৃষ্টির পাশাপাশি নতুন তথ্যপ্রযুক্তি উদ্যোক্তাদের জন্য সুযোগ সৃষ্টির মাধ্যমে এটি জাতীয় অর্থনীতিতে গুরুত্বপূর্ণ ভূমিকা রাখবে বলে আশা করছেন বিশেষজ্ঞরা।

The telecom operators owed Tk 13,068 crore to the government, Telecom Minister Mustafa Jabbar told parliament today.

Of the amount, Grameenphone owes Tk 10,580 crore and state-owned Teletalk Tk 1,631 crore.

The minister shared the information in response to a query from Jatiya Party Lawmaker Syed Abu Hossain Babla.

The minister said the amount of Grameenphone's audit objection is around Tk 12,579 crore and it has so far paid Tk 2,000 crore to the government.

In a scripted answer, the minister said, the amount of Robi Axiata's audit objection is around Tk 867 crore.

Of the amount, Robi has cleared Tk 138 crore and now its arrear stands at Tk 729 crore.

The minister also informed the House that Citycell owes around Tk 128 crore to the government.

Cases were pending in the Supreme Court over the arrears of Grameenphone, Robi and Citycell, Jabbar said.

In 2012, Bangladesh had 8.66 crore mobile subscribers, which has crossed over 18.34 crore this year, the telecom minister said in response to another query from Awami League Lawmaker Nazrul Islam Babu.

The country now has 3.19 crore 3G subscribers and 7.54 crore 4G users, Jabbar said.

The number of Bangladesh's internet subscribers was 2.89 crore in 2012, which is now hovering around 12.42 crore, he said.

The country's teledensity—the number of telephone connections per 100 people in a specified geographic area—is now 105.85 per cent, which was 60.9 per cent 10 years ago.

Internet density hit 71.57 per cent in 2022, up from 19.99 per cent in 2012.

Grameenphone has a market share of 45.95 per cent, Robi 29.45 per cent, Banglalink 20.85 per cent and Teletalk 3.7 per cent in Bangladesh, Jabbar said.

In reply to another question from ruling Awami League Lawmaker Nur Uddin Chowdhury, the minister said Grameenphone's market share is likely to increase further.

At this situation, the application of a uniform call rate will give advantage to Grameenphone and the business of small operators will be hampered, he said.

About call drop in response to a supplementary question from Syed Abu Hossain of the Jatiya Party, Jabbar said there is none in the country who has not ever been victim of a call drop.

He said the operators did not take even one third of the required amount of radio waves in line with the number of their customers.

"Under the pressure of the government, they (telecom operators) have increased their amount of radio waves last March. The problem will be solved if this wave is fully expanded by next December."

An opportunity for taking actions against the operators will be created if they do not fully expand the wave within December, the minister added.

He also expressed hope that Teletalk's network would be expanded across the country by 2023.

খুলনা সিটি কর্পোরেশনের মেয়র তালুকদার আব্দুল খালেক আইসিটি বিভাগকে ধন্যবাদ জানিয়ে বলেন, এ আইটি পার্কটি প্রযুক্তিজ্ঞান সমৃদ্ধ  সমাজ গঠনে সহায়তা করবে।

অনুষ্ঠানে আইসিটি প্রতিমন্ত্রী বলেন, এ হাই-টেক পার্ক খুলনা শিল্পাঞ্চলকে প্রযুক্তিনির্ভর শিল্পাঞ্চলে পরিণত করবে। এটি হবে খুলনার তরুণ প্রজন্মের কর্মসংস্থানের  ঠিকানা। এছাড়া বাংলাদেশকে শ্রমনির্ভর অর্থনীতি থেকে জ্ঞান-নির্ভর, উন্নত অর্থনীতির স্মার্ট  বাংলাদেশ বিনির্মাণে গুরুত্বপূর্ণ অবদান রাখবে।

ভারত সরকারের অর্থায়নে তথ্য ও যোগাযোগ প্রযুক্তি বিভাগের হাই-টেক পার্ক কর্তৃপক্ষের অধীনে প্রায় ৪ একর জায়গার ওপর ১৭০ কোটি টাকা ব্যয়ে নির্মিত হচ্ছে পার্কটি। আগামী দুই বছরের মধ্যে পার্কের নির্মাণ কাজ শেষ হবে। পার্কটি চালু হলে প্রতিবছর ১ হাজার তরুণ-তরুণী প্রশিক্ষণ গ্ৰহন ও  ৩ হাজার কর্মসংস্থানের সুযোগ সৃষ্টি হবে।

Guardian Life launches AI-Based chatbot on their omnichannel communication platform

 

Guardian Life has introduced an Artificial Intelligence (AI) based chatbot on their omnichannel communication platform, making it a first for the Bangladeshi insurance sector.

The chat-bot is synchronised with their integrated Facebook Messenger, WhatsApp, and corporate website.

"Guardian Life Chatbot" was recently launched at Guardian Life's head office at Police Plaza Concord, Gulshan, reads a press release.

Md Zahid Hossain, deputy secretary, Financial Institutions Division, Ministry of Finance, was present as the chief guest at the inaugural function, and Sheikh Rakibul Karim, acting CEO, Guardian Life, presided over the function. 

These systems will now make the customer experience better than ever.

Customers will now be able to navigate to the required information with the aid of an intelligent chatbot by following simple and user-friendly steps.

The audience or customers won't have to wait in a queue or take office hours into consideration to get the information they need.

The customer service of Guardian Life will now be available around the clock to respond to all types of inquiries via an omnichannel communication platform.

Customers can get information about policy, payment procedures, product details, claim status, and even find out the location of the nearest partner hospital using the intelligent chatbot.

There is also the option to communicate directly with a live customer support agent for complex queries.

"Our omnichannel platform along with an AI-based chatbot is our latest Insurtech initiative and it will elevate our customer experience to a whole new level. 'Customer First' is one of our core philosophies and we are always striving to provide our customers with a seamless experience," said Sheikh Rakibul Karim.

State Minister for Information and Communication Technology Junaid Ahmed Palak has said that high-tech parks will be the main driving force of the economy in building a modern Bangladesh, the modern form of Bangabandhu’s dream golden Bangladesh.

He was speaking to reporters while laying the foundation stone for a high-tech park in the Mukandabari area of Jamalpur on Saturday (July 2nd) at noon.

Junaid Ahmed Palak said Prime Minister Sheikh Hasina has set up digital centers in 4,500 unions in Bangladesh. Now 13 crore internet users have been created. Six and a half lakh freelancers have been created as ICT subjects have been made compulsory from class VI to class XII.

He said that 64 Sheikh Kamal IT Training Incubation Centers, 12 Hi-Tech Parks and 92 Hi-Tech Parks are being constructed across the country so that the youth can become skilled human beings in technology education instead of being educated only in certificate based education.

He added that Jamalpur Hi-Tech Park will create employment for 3,000 youths every year. One thousand young people will be given direct training. Here you will find high speed internet, uninterrupted electricity and international standard work environment. Sitting here, young people will be able to work in big companies in Europe and America.

তথ্য ও যোগাযোগ প্রযুক্তি খাতের উন্নয়নের পাশাপাশি কর্মসংস্থানের ক্ষেত্রে বাংলাদেশে বড় ধরনের পরিবর্তন এসেছে। ইন্টারনেটের মাধ্যমে আয়ের তথা কর্মসংস্থানের অন্যতম একটি মাধ্যম হচ্ছে ফ্রিল্যান্সিং। বর্তমানে তরুণদের একটি বড় অংশ এ খাতের সঙ্গে যুক্ত থাকলেও ১২টি বিভাগেই তাদের দক্ষতা সীমাবদ্ধ।

ফ্রিল্যান্সিংয়ে এ খাতগুলো হলো কন্টেন্ট রাইটিং, ক্রিয়েটিভ আর্ট অ্যান্ড গ্রাফিকস ডিজাইন, ভার্চুয়াল অ্যাসিস্ট্যান্ট, সোস্যাল মিডিয়া ম্যানেজমেন্ট অ্যান্ড মার্কেটিং, সার্চ ইঞ্জিন অপটিমাইজেশন (এসইও), মডার্ন অ্যাকাউন্টিং, মোবাইল গেম অ্যান্ড অ্যাপ ডেভেলপমেন্ট, প্রজেক্ট ম্যানেজমেন্ট, ডাটা অ্যানালাইসিস অ্যান্ড ভিজ্যুয়ালাইজেশান, ওয়েবসাইট থিম অ্যান্ড প্লাগ ইন ডেভেলপমেন্ট, ভিডিও এডিটিং ও সিকিউরিটি।

মার্কিন বাণিজ্য সাময়িকী সিএনবিসির তথ্যানুযায়ী, বাংলাদেশে সাড়ে ছয় লাখ ফ্রিল্যান্সার রয়েছেন। যাদের মধ্যে ৫২ শতাংশ ওয়েব ডেভেলপিং, ৩৫ শতাংশ গ্রাফিকস ডিজাইন, ৫ শতাংশ ডিজিটাল মার্কেটিং এবং ৮ শতাংশ অন্য কাজ করে থাকেন।

দেশে বর্তমানে তথ্যপ্রযুক্তি খাতের বিভিন্ন বিষয়ে সরকারি ও বেসরকারি পর্যায়ে প্রশিক্ষণের সুযোগ রয়েছে। নির্দিষ্ট ১২টি খাতের বাইরে থাকা বিভাগগুলোতেও অনেকেই কাজ করছেন। কিন্তু সেটি সংখ্যার তুলনায় সীমিত। বাংলাদেশ ফ্রিল্যান্সার ডেভেলপমেন্ট সোসাইটির (বিএফডিএস) তথ্যনুযায়ী, বিভিন্ন মার্কেটপ্লেসে অন্তত ১ হাজার ১৯টি কাজ রয়েছে। কিন্তু সেসব কাজের প্রতি আগ্রহ ও প্রয়োজনীয় দক্ষতা না থাকায় বাংলাদেশের তরুণরা ঘুরেফিরে কয়েকটি কাজেই সীমাবদ্ধ থাকছেন।

বিএফডিএসের চেয়ারম্যান তানজিবা রহমান বলেন, যাদের একটি বিষয়ে দক্ষতা রয়েছে বা যে বিষয়ে পড়াশোনা ছিল সেটি নিয়ে কীভাবে ফ্রিল্যান্সিংয়ের বাজারে কাজ করা যায় তা ভাবতে হবে। সে-সংক্রান্ত কাজ শিখতে হবে। এখানে অনেক বেশি চাহিদা সম্পন্ন কাজ না শিখে যেটি সহজে শেখা সম্ভব ও ঘণ্টা হিসেবে কাজের মূল্য বেশি সেটি শিখতে হবে। যেমন বলা যায় একজন বিবিএ পড়েছেন। তার উচিত অ্যাকাউন্টিং অ্যান্ড বুক কিপিং-সংক্রান্ত কাজ শেখা। তাহলে সে কম সময়ে শিখতে পারবে এবং এ কাজের চাহিদাও অনেক। যিনি যোগাযোগে পড়েছেন তার উচিত যোগাযোগ-সংক্রান্ত কাজ শেখা। তাহলে দ্রুত শেখা হবে ও কাজের মান ভালো হবে। তার পেমেন্টও বেশি হবে।

আন্তর্জাতিক আইটি প্রশিক্ষণ সংস্থা কোডার্সট্রাস্টের বাংলাদেশ বিষয়ক প্রধান মো. আতাউল গনি ওসমানী বলেন, বর্তমানে সরকার প্রচুর ফ্রিল্যান্সার তৈরির চেষ্টা করছে। সেটি সফলতার মুখও দেখছে। তবে প্রশিক্ষক তৈরিতে কোনো উদ্যোগ দেখা যাচ্ছে না। অনেক সময় বাইরের প্রশিক্ষক নিয়ে আসতে হচ্ছে, আবার বিদেশী প্রতিষ্ঠানগুলোর কাছ থেকে অর্থের বিনিময়ে কোর্স নিতে হচ্ছে। এক্ষেত্রে আমার মনে হয় অ্যাডভান্স লেভেলের কাজ শেখাতে পারবেন দেশে এমন প্রশিক্ষক তৈরি করা প্রয়োজন।

তিনি বলেন, নতুনদের ক্ষেত্রে গ্রাফিকস ডিজাইন দিয়ে শুরু করা যেতে পারে। তবে এখানে প্রচুর কাজের পাশাপাশি প্রতিযোগিতাও রয়েছে। একজন অ্যান্ড্রয়েড ডেভেলপার যেখানে ১ ঘণ্টা কাজের জন্য ৫০ থেকে ১০০ ডলার বা তারও বেশি পেমেন্ট পাবেন সেখানে গ্রাফিকস ডিজাইনার পাবেন ঘণ্টায় ৫ থেকে ২০ ডলার। অভিজ্ঞদের ক্ষেত্রে কম বেশি হতে পারে। কিন্তু অ্যাভারেজ রেট এটা। তাই সবকিছু বিবেচনায় নিয়েই দক্ষতা বাড়াতে হবে।

দেশে নারী ফ্রিল্যান্সারদের সংখ্যাও দিন দিন বাড়ছে। ব্র্যাক ইনস্টিটিউট অব গভর্ন্যান্স অ্যান্ড ডেভেলপমেন্টের (বিআইজিডি) এক গবেষণায় দেখা গেছে, সুবিধাবঞ্চিত নারীদের অনলাইন ফ্রিল্যান্সিং প্রশিক্ষণ দেয়া হলে তা নারীদের কর্মসংস্থান, আয় ও ফ্রিল্যান্সিং কার্যক্রমে উল্লেখযোগ্য ও ইতিবাচক প্রভাব ফেলতে পারে। পারিবারিক সহায়তার অভাব, ডিজিটাল ডিভাইস হাতে পেতে বিভিন্ন বাধা, সংযোগ সংক্রান্ত জটিলতা, ভাষার প্রতিবন্ধকতা এবং সময়ের অভাবের মতো সীমাবদ্ধতা অনেক নারীকে প্রশিক্ষণ কর্মসূচি থেকে ঝরে যেতে বাধ্য করেছে। নারীদের এসব প্রতিবন্ধকতা দূর করা গেলে এ খাতে বাংলাদেশ আরো এগিয়ে যাবে বলে বলছেন সংশ্লিষ্টরা।

Apart from creating software, the company created by four entrepreneurs is also doing digital marketing work for a startup company in the United States.In August 2019, Semicolon IT Solutions started working on the 12th floor of Sheikh Hasina Software Technology Park in Jessore with a space of 1,300 square feet. The size of the office was increased to 3 thousand 60 square feet within a year due to the increasing demand for work. The company mainly develops customized software and also works on digital marketing. The organization is also providing programming, digital marketing, graphic design and web development training to develop skilled professionals.Within three years of its inception, Semicolon has exported software to Australia, the United States and Saudi Arabia. The software developed by Semicolon is also being used in various public and private institutions. In the meantime, the company has developed software for Bangladesh Agricultural Development Corporation, Water Development Board, Metrorail Line-5, Bangladesh Inland Water Transport Corporation.There are now 25 employees at Semicolon, including 12 women. The group has made $36,000 in profit during the last three years. The organization has improved by around 85% in the three years after the adventure began. A significant accomplishment for the three-year-old business is that Semicolon's software is being used in Saudi Arabia, the US, and Australia beyond national boundaries.

Bangladeshi IT firm tops FVC’s global fingerprint algorithm evaluation

 

Tiger IT Bangladesh Limited has achieved a remarkable feat, emerging as the undisputed leader in the cutting-edge FVC-onGoing evaluation method for fingerprint recognition algorithms.

IT exports in the slow lane as demand falls

 

Information technology exports from Bangladesh dropped 4.4 percent in the first five months of the current fiscal year as the demand for software developers and products has fallen due to the lingering global economic slowdown.

According to the Export Promotion Bureau (EPB), earnings of domestic IT firms stood at $221.15 million in July-November of 2023-24, down from $231.34 million in the identical period a year earlier.

Industry people said the demand in major export destinations such as the United States, the United Kingdom and the European Union has either dipped or hasn't grown much in the last one year, forcing firms to put the expansion plan related to IT teams on hold.

The drop in IT exports was mainly contributed by lower earnings from software sales, which decreased 31.63 percent year-on-year to $16.19 million in the five months to November.

Ferdous Mahmud Shaon, managing director of Cefalo, a software company, said the firm experienced a 15 to 20 percent drop in demand in the last six months in the EU, especially in Norway, the biggest market for the growing company.

"We are witnessing a substantial low demand from the Norwegian market due to the gloomy economic situation."

He identified two reasons for the business slowdown.

First, startups in export destinations are cutting back their investments as they are not getting venture capital investments, thus slimming down their own IT teams as part of the cost-cutting measures.

"For example, two startups that source software developers from us have reduced the number of employees from 25 to just five," Shaon said.

Similarly, big companies in the EU are posting lower profits, so they are not hiring developers from countries like Bangladesh even if someone resigns, he added.

Cefalo hired more than 100 people from early 2022 to mid-2023 to take its overall manpower to 250. The hiring has remained paused for the last six months.

"I am not surprised by the export drop," said Fahim Mashroor, a former president of the Bangladesh Association of Software and Information Services (BASIS).

He said many tech professionals in the developed markets have lost jobs in recent times. And, companies might have engaged them as freelancers rather than outsourcing the tasks to countries like India and Bangladesh.

Another reason is the sharp appreciation of the US dollar, he said.

The taka has lost its value by about 30 percent against the American greenback in the past two years amid fast depletion of the foreign currency reserves, making imports costlier and exports cheaper in Bangladesh.

"As a result, many outsourcing companies in Bangladesh are delaying bringing in their export earnings because they anticipate a further spike in the dollar rate. They believe that they will gain more if they fetch their proceeds at a later time," Mashroor said.

Raisul Kabir, CEO of Brain Station 23, a software exporter, said the export is in the slow lane in the EU market.

"However, the demand in the Middle-Eastern countries such as the UAE and Saudi Arabia and in the African market is growing."

According to EPB data, receipts from ITES exports, which cover data processing and web hosting, grew 2.76 percent year-on-year to $196.29 million in July-November. IT consultancy services plummeted 48.40 percent to $7.73 million.

Installation, maintenance and repair of computer and peripheral equipment services witnessed a decline of 43.98 percent to $0.93 million.

In fact, IT exports from Bangladesh has been witnessing a downward trend for the past one and a half years. The shipment from the sector fell in the last financial year that ended in June, the first such decline in five years, dealing a blow to the government's export diversification efforts.

The earnings of domestic IT firms declined 7.42 percent to $548.10 million in 2022-23.

Rashad Kabir, managing director of Dream71 Bangladesh Ltd, called the fall in IT exports "alarming" since the sector is considered to be the most promising when it comes to export diversification after the garment industry, which accounts for 85 percent of national export earnings.

"The main reason we are predicting is the worldwide economic crisis, especially in the US and Europe where Bangladeshi ICT companies export their software products mostly."

A lack of skilled human resources has also contributed to the decline since it is quite impossible to compete in the international market with this shortcoming, he said.

Kabir urged Bangladeshi companies to focus on technologies like Artificial Intelligence, Blockchain and Big Data.

"This is because it will be tough for our tech companies to grow in the coming years if they rely only on conventional technologies."
