Italy offers to train BAF personnel

The Italian Air Force chief made the offer when he paid a courtesy call on Prime Minister Sheikh Hasina at her office in Dhaka on Thursday

Visiting Italian Air Force Chief Lieutenant General Alberto Rosso has offered imparting training to Bangladesh Air Force (BAF) personnel in Italy.

The Italian Air Force chief made the offer when he paid a courtesy call on Prime Minister Sheikh Hasina at her office in Dhaka on Thursday morning, reports BSS.

After the meeting, the prime minister’s Press Secretary Ihsanul Karim briefed reporters.

During the meeting, Hasina requested Rosso to arrange training in Italy for the BAF personnel on fighter helicopters and transport planes.

Lt Gen Alberto Rosso informed her that his visit to Bangladesh was very successful and fruitful.

“I had fruitful discussions with the officials of Bangladesh Air Force,” he said.

The prime minister’s Principal Secretary Md Nojibur Rahman, Principal Staff Officer of the Armed Forces Division Lt Gen Md Mahfuzur Rahman, PMO Secretary Sajjadul Hassan, and Italian Ambassador to Bangladesh Mario Palma were present on the occasion.

From our strategic planning perceptive I believe we can accommodate French, Italian and US suppliers in to the Bangladeshi defence sector:

I don't think navy will buy any more 2nd hand frigates or patrol vessels. The 2nd batch of Type-053H3 is most probably the last batch of off-the-shelf frigates for BN. It would be best if BN bought the Maestrale class instead of Type-053H3s.

Bangladesh Navy has no option but to purchase more second hand warships. Officers from the Navy went to China to inspect some of their Type 054s and have also been to Italy for the mentioned vessels. It will take a good 10 years before CDDL delivers all six guided missile frigates and meanwhile the existing warships such as BNS Osman will have to be replaced.

How many frigates does BN wants to operate by 2030? Wasn't BNS Osman supposed to be replaced by the 2nd batch of Type-053H3?

ঢাকা: প্রতিরক্ষা সেক্টরে ফ্রান্সের আরও সহযোগিতা চেয়েছেন প্রধানমন্ত্রী শেখ হাসিনা। একই সঙ্গে তিনি এ সেক্টরে দু’দেশের মধ্যেকার বর্তমান সহযোগিতায় সন্তোষ প্রকাশ করেন।

সোমবার (৯ মার্চ) সফররত ফ্রান্সের সশস্ত্র বাহিনী বিষয়ক মন্ত্রী ফ্লোরেন্স পারলে সৌজন্য সাক্ষাতে এলে প্রধানমন্ত্রী একথা বলেন।

প্রধানমন্ত্রীর কার্যালয়ে এ সৌজন্য সাক্ষাৎ অনুষ্ঠিত হয়।

পরে প্রধানমন্ত্রীর প্রেস সচিব ইহসানুল করিম সাংবাদিকদের ব্রিফ করেন।

প্রধানমন্ত্রীর প্রেস সচিব বলেন, বৈঠকে প্রধানমন্ত্রী শেখ হাসিনা দুই দেশের মধ্যে প্রতিরক্ষা সহযোগিতায় সন্তোষ প্রকাশ করেন। আরও সহযোগিতা প্রত্যাশা করেন।

সহযোগিতার ক্ষেত্রে বাংলাদেশ প্রশিক্ষণকে গুরুত্ব দিচ্ছে বলেও উল্লেখ করেন প্রধানমন্ত্রী।

প্রতিরক্ষা বিষয়ে দু’দেশের বর্তমান সহযোগিতা বিষয়ে সশস্ত্র বাহিনী বিষয়ক মন্ত্রী ফ্লোরেন্স পারলেও সন্তোষ প্রকাশ করেন।

তিনি প্রতিরক্ষা সহযোগিতা বিশেষ করে লালমনিরহাটে স্পেস অ্যান্ড অ্যারোনটিক্যাল বিশ্ববিদ্যালয়ে প্রশিক্ষণের বিষয়ে সহযোগিতা করতে আগ্রহ প্রকাশ করেন।

বিভিন্ন ক্ষেত্রে বাংলাদেশ ও ফ্রান্স একসঙ্গে কাজ করার কথা উল্লেখ করে ফ্লোরেন্স পারলে বলেন, আমরা দুই দেশ একসঙ্গে কাজ করছি। বিশেষ করে জাতিসংঘ শান্তিরক্ষী মিশনে।

রোহিঙ্গা ইস্যুতে আলাপকালে বাংলাদেশ এ সংকট সমাধানে যে কৌশলে কাজ করছে তার প্রশংসা করেন ফ্লোরেন্স পারলে।

রোহিঙ্গা ইস্যুতে ফ্রান্সের সহায়তা অব্যাহত থাকবে বলে জানান তিনি। এক্ষেত্রে মিয়ানমারের ওপর আরও চাপ প্রয়োগ করার ওপর গুরুত্বারোপ করেন।  

সারা বিশ্বে করোনা ভাইরাস (কোভিড-১৯) সংক্রমণ বিষয়ে আলোচনা হয় বৈঠকে।

এসময় ফ্লোরেন্স পারলে ফ্রান্সে করোনা ভাইরাস পরিস্থিতি তুলে ধরেন।

প্রধানমন্ত্রী শেখ হাসিনা এসময় বাংলাদেশে ইতালি থেকে আসা দু’জনের মধ্যে করোনা ভাইরাস শনাক্ত করা এবং তাদের আইসোলেটেড করে চিকিৎসা দেওয়ার কথা উল্লেখ করেন।

করোনা ভাইরাস পরিস্থিতি জনস্বাস্থ্যের কথা চিন্তা করে স্বাধীনতার সুবর্ণ জয়ন্তী ও বঙ্গবন্ধুর জন্মশতবার্ষিকী উপলক্ষে মুজিববর্ষের উদ্বোধনী অনুষ্ঠান ভিন্নভাবে উদযাপন করার সিদ্ধান্তের কথা উল্লেখ করেন।

প্রধানমন্ত্রী মুক্তিযুদ্ধের সময় ফ্রান্সের সহযোগিতার কথাও উল্লেখ করেন।

বঙ্গবন্ধু স্যাটেলাইট-১ প্রত্যাশা অনুযায়ী কাজ করছে জানিয়ে প্রধানমন্ত্রী বঙ্গবন্ধু স্যাটেলাইট-২ উৎক্ষেপেণের পরিকল্পনা কথা জানান।

এসময় অন্যদের মধ্যে উপস্থিত ছিলেন প্রধানমন্ত্রীর মুখ্য সচিব নজিবুর রহমান, সশস্ত্র বাহিনী বিভাগের প্রিন্সিপাল অফিসার, প্রতিরক্ষা সচিব, বাংলাদেশে নিযুক্ত ফ্রান্সের রাষ্ট্রদূত উপস্থিত ছিলেন।

no wonder France cleared 3.3-billion USD worth of both civil and military articles. evev now PM openly asked for cooperation, rafale is highly unlikely. GM 400 will come from France. BTW @Syed Amar Khan you didnt mention 'western' LPC tender. I feel french design has better chance

France for more int'l pressure on Myanmar for Rohingya repatriation

The French minister also said her country will continue to support to Bangladesh on the Rohingya issue

Visiting French Minister of Armed Forces Florence Parly today put emphasis on mounting more international pressure on Myanmar to take back its Rohingya nationals from Bangladesh. 

In a meeting with Prime Minister Sheikh Hasina at the Prime Minister's Office here this morning, the French minister also said her country will continue to support to Bangladesh on the Rohingya issue. 

"The international community should create more pressure on Myanmar for repatriation of its citizens from Bangladesh," PM's Press Secretary Ihsanul Karim quoted her as saying while briefing reporters after the meeting. 

The press secretary said that the French minister highly appreciated Bangladesh for handling the Rohingya crisis efficiently. "Our support to Bangladesh on the issue will continue," the press secretary quoted her as saying. 

Noting that there are similarities on many issues with Bangladesh, Florence Parly said both the countries are working together in many sectors across the globe, especially in the peacekeeping missions. 

She expressed her country's keen interest to impart training to the students of Bangabandhu Sheikh Mujibur Rahman Aviation and Aerospace University. 

In reply, the prime minister expressed satisfaction over the existing cooperation between Bangladesh and France in military sector and stressed the need for boosting cooperation in the field. 

"We'll be happy to see more cooperation with France in this sector," she added. 

Sheikh Hasina said her government has given highest priority to the training in defense sector. 

Talking about Bangabandhu Satellite-1 which was developed by French company Thales Alenia Space, the French minister informed Sheikh Hasina that it was working as expected. 

In reply, the premier said as the lifetime of the satellite is 15 years, the government would go for launching Bangabandhu Satellite-II. 

At the meeting, both the prime minister and the French minister also discussed the coronavirus situation in their respective countries and the world. 

Sheikh Hasina informed the French minister that three Bangladeshis have been detected with coronavirus (COVID-19) and of them two have returned from Italy. 

"All of the three infected persons have been isolated and kept at the hospital for treatment," she said.

Regarding the celebration of the birth centenary of Father of the Nation Bangabandhu Sheikh Mujibur Rahman, the premier said it will be celebrated in a different way considering the prevailing situation across the world Bangladesh caused by the coronavirus outbreak. 

Sheikh Hasina recalled with profound gratitude the support of French government, its people and leading intellectuals including renowned novelist Andre Malraux during the Liberation War of Bangladesh.

PM's Principal Secretary Dr Ahmad Kaikaus, Principal Staff Officer of Armed Forces Division Lieutenant General Mohammad Mahfuzur Rahman, Defence Secretary Abdullah Al Mohsin Chowdhury and French Ambassador to Bangladesh Jean-Marin SCHUH, among others, were present at the meeting.

বাংলাদেশে উচ্চ প্রযুক্তির অস্ত্র বিক্রিতে আগ্রহী ইউরোপের দেশগুলো

মিলিটারি ফোর্সেস গোল ২০৩০ ভিশন অর্জনের জন্য সামরিক বাহিনীর আধুনিকায়ন করছে সরকার। এর অংশ হিসেবে বিভিন্ন রাষ্ট্র তাদের কাছ থেকে আধুনিক অস্ত্র কেনার জন্য সরকারের সঙ্গে যোগাযোগ রাখছে। তাদের রাজনৈতিক নেতারাও ঢাকা সফর করছেন। সর্বশেষ গত সোমবার (মার্চ ৯) ঢাকা সফরে আসেন ফ্রান্সের সামরিক মন্ত্রী ফ্লোরেন্স পারলি। এর আগে গত ডিসেম্বরে যুক্তরাষ্ট্রের ইন্দো-প্যাসিফিক সিকিউরিটি অ্যাফেয়ার্স এসিস্ট্যান্ট সেক্রেটারি র‍্যাইন্ডল জি শ্রাইভার ঢাকা সফর করেন। কারণ, বাংলাদেশ যুক্তরাষ্ট্র থেকে উচ্চ প্রযুক্তির হেলিকপ্টার কিনতে আগ্রহী। বিক্রেতা এসব দেশ উচ্চ প্রযুক্তির অস্ত্র বিক্রির বিষয়ে আলোচনা এগিয়ে নিতে সামরিক সহযোগিতা সংক্রান্ত চুক্তি করার প্রস্তাব দিয়েছে। বিক্রেতা দেশগুলোর মধ্যে রয়েছে যুক্তরাষ্ট্র, ইতালি, ফ্রান্স, নেদারল্যান্ডস, জোট হিসেবে যুক্তরাজ্য-জার্মানি-স্পেন-ইতালি।

এ বিষয়ে জানতে চাইলে সদ্য অবসরে যাওয়া পররাষ্ট্র সচিব এম শহীদুল হক বলেন, ‘একটি দেশ যখন উন্নত হয় তখন সব বিষয়ে একই সঙ্গে সমন্বিতভাবে অগ্রসর হতে চায়। অর্থনৈতিক উন্নয়ন, অবকাঠামো, শিক্ষা, স্বাস্থ্য, সামরিক সক্ষমতাসহ সব বিষয়েই উন্নতি হয়ে থাকে। কারণ, এটি একে অপরের সঙ্গে অঙ্গাঙ্গি জড়িত।  সম্পূর্ণভাবে অর্থনৈতিক উন্নয়নের পরে সামরিক সক্ষমতা বৃদ্ধির দিকে নজর দেওয়া হবে বা একটার পরে আরেকটি হবে, বিষয়টি এরকম না।’

তিনি আরও বলেন, ‘প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে গত ১০ বছরে বাংলাদেশ দারিদ্র্য নিরসন, অবকাঠামো তৈরি, শিক্ষা ও স্বাস্থ্যসেবা সম্প্রসারণসহ সবদিক থেকে অভূতপূর্ব উন্নতি করেছে এবং সামরিক সক্ষমতা এদিক থেকে পিছিয়ে থাকতে পারে না। শুধু তা-ই না, পদ্মা ব্রিজের মতো বৃহৎ প্রকল্পও বাংলাদেশ নিজস্ব অর্থায়নে করছে।’

অস্ত্র বিক্রিকারী দেশের তালিকা

তিনি বলেন, ‘সামরিক সক্ষমতা বৃদ্ধির ক্ষেত্রে সরকারের দীর্ঘমেয়াদি চিন্তা আছে। আমরা যেসব অস্ত্র কিনি তার একটি বড় অংশ জাতিসংঘ শান্তিরক্ষী মিশনে ব্যবহার করা হয়।’

বাংলাদেশ সবচেয়ে বেশি চীনের কাছ থেকে কেনে, যা দামে তুলনামূলক কম। এর বিপরীতে উন্নত বিশ্বের পণ্যের মান ভালো, কিন্তু দাম বেশি। এ বিষয়ে জানতে চাইলে শহীদুল বলেন, ‘শুধুমাত্র দামের বিবেচনায় অস্ত্র কেনা হয় না। এর সঙ্গে আরও অনেক বিষয় জড়িত থাকে।’

কী কী বিষয় জড়িত থাকে জানতে চাইলে তিনি বলেন, ‘সরকারের দীর্ঘমেয়াদি পরিকল্পনা, বাংলাদেশে ওই অস্ত্র কার্যকর কিনা, জাতিসংঘের কাজে ব্যবহার করা যাবে কিনা, দাম, ভূ-রাজনৈতিক প্রেক্ষাপটসহ আরও অনেক বিষয়।’

ভূ-রাজনীতি অস্ত্র ক্রয়ে কী ভূমিকা রাখে জানতে চাইলে তিনি বলেন, ‘প্রতিটি বিষয়ই ভূ-রাজনীতিতে প্রভাব রাখে। আমরা চীন, যুক্তরাষ্ট্র, যুক্তরাজ্য, রাশিয়া, ফ্রান্সসহ অন্যান্য অনেক দেশ থেকে অস্ত্র কিনে থাকি।’

স্টকহোম ইন্টারন্যাশনাল পিস রিসার্চ ইনস্টিটিউটের (সিপরি) গবেষণা অনুযায়ী, ২০০৯ থেকে ২০১৯ পর্যন্ত বাংলাদেশ প্রায় ৩৫০ কোটি ডলার মূল্যের অস্ত্র ও সামরিক সরঞ্জাম কিনেছে। এরমধ্যে চীনের কাছ থেকে কিনেছে ২৬০ কোটি ডলারের। এরপরে রয়েছে রাশিয়া ও যুক্তরাষ্ট্র এবং এদের কাছ থেকে অস্ত্র ক্রয়ের পরিমাণ যথাক্রমে ৪৫ কোটি ও ১১ কোটি ডলার।

ওই সময়ের মধ্যে বাংলাদেশ ১৪৬ কোটি ডলার মূল্যের জাহাজ, ৯৪ কোটি ডলারের সাজোঁয়া যান, প্রায় ৬০ কোটি ডলারের বিমান ও ২১ কোটি ডলারের মিসাইল কিনেছে।

It should be the other way around isn't it? BAF needs to get training for EFT pilots on a big scale from Britain and Italy. F-16 training can be taken in Turkey, Pakistan, Singapore and US itself.
