Photo: TBS The manufacture of the first body parts of hydro accumulators for passive core flooding system for the second unit of the Rooppur Nuclear Power Plant has been completed in Russia. Passive core flooding system is the latest technology to provide safety, which is not affected by human errors. It is a crucial element designed to release decay heat in the event of a serious coolant accident in the reactor's primary circuit. Petrozavodsk Branch of "AEM-Technology," a concern of Atomenergomash, the machine-building division of the Russia's State Corporation Rosatom, has been manufacturing the system. The parts will be sent to Bangladesh by the end of this year once the corresponding infrastructure is ready to install the parts in the reactor area, said a source at the Rooppur project. The system comprises of eight thick-walled hydro accumulators, each having a capacity of 120 cubic metres. During operation, the accumulators are filled with boric acid solution designated for core cooling. The body of each hydro accumulator is composed of three shells, each weighing 15.5 tonnes. Assembled with the in-vessel and bottom components, a passive core flooding system accumulator weighs about 77 tonnes. Light water reactors are the most used at nuclear power generation plants and it is known as conventional technology too. The nuclear power plant at Ishwardi in Pabna will have two power units, each having 1,200 megawatts of capacity, and the first unit of the plant is scheduled to come into operation by October 2024. The power units will be equipped with both active and passive safety systems, including Molten Core Catcher. Latest 3+ generation Russian VVER 1200 reactors will be used in the first ever nuclear power plant of Bangladesh. Atomenergomash is the single-source manufacturer for the Rooppur Nuclear Power Plant reactor hall and a supplier for most of the turbine island equipment.

State Minister for Public Works visits Bangabandhu Tri-tower project in Purbachal State Minister for Housing and Public Works Sharif Ahmed on Wednesday visited the Bangabandhu Tri-Tower Project site at Purbachal new town area to see the progress of the scheme. During the visit, officials of the consortium of local PowerPac Holdings and Japanese firm Kajima Corporation briefed him about the project’s progress, said a press release of the consortium. During the visit, Housing and Public Works Secretary Shahidullah Khandaker and Rajdhani Unnayan Kartipakkha Chairman Syed Nur Alam accompanied the state minister while Syed Qamrul Islam, Chief Operating Officer and Director (Operations) of Consortium of PowerPac Holdings and Kajima Corporation briefed him. The consortium got the allotment of a total of 114 acres of land in Sector-19 of Purbachal New Township Project from Rajuk, the development authority of capital Dhaka, to build the new commercial hub through an open auction in 2018. The commercial township named ‘Central Business District’ (CBD) will be constructed on over 100 acres of land in the next seven years. It will have a total of 49 skyscrapers, including a 473-metre tall 111-storey iconic Legacy Tower, 71-storey Liberty Tower and 52-storey Language Tower to accommodate business houses in a total space of about 38.441 million square feet (sft). The three towers were named as Bangabandhu Tri-tower. Of the other skyscrapers, each will have a height equivalent to a 40-storey building, the sources said, adding that a large convention centre was also included in the development plan. During the briefing, the PowerPac officials said the project will have an investment of Tk 96,000 crore. Soon after receiving the allotment of the project, PowerPac officials said, they signed a contract with Chinese firm – Power China International Group Ltd – to appoint it as the construction contractor while world’s seventh largest architect company South Korean Heerim Architect and Planners Co Ltd was engaged as the project architect. French firm Archetype Construction Holdings Ltd was engaged for construction and project management while Bangladesh University of Engineering and Technology (Buet) for soil test mobilisation and Price Waterhouse Cooper (PWC) for traffic impact assessment (TIA) and environmental impact assessment (EIA), they said.

If this project is done under PPP then the highway is supposed to be a toll road. That would increase the fare and impose a burden on the travelers. I think the regular highways should be toll-free and separate expressways can be constructed with which should be access-controlled.

Construction, repair of 6 bridges: Tk 1,400cr saved as mega project meets deadline Setting a rare example, the Roads and Highways Department (RHD) has completed a mega project on time, saving around Tk 1,400 crore. Under the project, three new bridges were constructed and three old bridges on the Dhaka-Chattogram highway were repaired. The project authority had completed the construction of the new bridges on the Shitalakkhya, the Meghna and the Gumti rivers within May last year and completed repair work of the old bridges by December last year. The project, titled “Kanchpur, Meghna and Gumti 2nd Bridge Construction and Existing Bridges Rehabilitation Project” had a deadline of December 2019. “We have completed all work within the deadline and will hand them over to the RHD through a programme tomorrow (Sunday),” Project Director Abu Saleh Md Nuruzzaman told The Daily Star yesterday. Road Transport and Bridges Minister Obaidul Quader, Road Transport and Highway Division Secretary Nazrul Islam, RHD Chief Engineer Ashraful Alam and Japan’s High Commissioner in Dhaka Ito Naoki are expected to join the programme at the Meghna bridge site, he added. As per the Development Project Proposals (DPP), the cost of the project was set at Tk 8,486.94 crore, of which Japan International Cooperation Agency (Jica) was supposed to provide Tk 6,429.29 crore. “But after completion of all work, project cost stood at Tk 7,098.73 crore, meaning we have saved around Tk 1,388 crore,” Nuruzzaman, also an additional chief engineer of RHD, said. Asked about the reasons behind this success, Nuruzzaman said “Timely implementation of the project was the key.” Additionally, proper planning by the Japanese and steps taken by the government helped complete the work on time, he added. RHD Chief Engineer Ashraful Alam said preparation at construction and planning stages by the Japanese was well ahead of time. “Besides, they [the Japanese] were also involved in design, funding and implementation level, which helped complete the project on time,” he told The Daily Star. Problems involving land acquisition are the main reason most mega projects are delayed, Ashraful said, adding that delay in managing fund for mega projects in many cases cause three to four years to go by forcing the authorities to redesign the project. Though the old Kanchpur bridge is technically a dual carriageway, its width is not adequate. Given this situation, traffic often crawls to a halt as vehicles approach the bridges. The situation worsens ahead of Eid and during weekends as more vehicles get on the highway. Travelers and truckers can find themselves stuck on the 192km highway -- the busiest in the country -- for up to 10 to 12 hours, way more than the expected five hours. But the situation changed after Prime Minister Sheikh Hasina inaugurated the new Kacnchpur bridge in March and Meghna and Gumti bridges in May last year. This resulted in traffic jam free roads, even during the Eid. Repair work on the three old bridges have been completed on January 3 this year and has already been opened for public, Nuruzzaman said, adding that it took some time to hand over the bridges to accommodate schedules of the guests. “Dhaka-Chattogram journey is quite comfortable now,” Nabit Yeasir, an employee of a private firm in Dhaka, said. Hailing from Chattogram, he is a frequent traveler on the highway. “I always faced huge traffic jams at Kanchpur and several other places on my way to Chattogram. But things have changed now,” he told this newspaper. Around 85 to 90 percent export and import are done via Chattogram port, but traffic congestion caused by the narrow bridges resulted in losses for businesses, MS Shekil Chowdhury, former senior vice president of Dhaka Chamber of Commerce and Industry (DCCI) said. “Construction of the new bridges give us big relief,” he told The Daily Star yesterday.

Four metropolitan cities to turn into ‘smart cities’ LGRD asks ERD to arrange Tk 3,051cr funds DEEPAK ACHARJEE, Dhaka For the first time in the country, the government is going to develop some urban areas, especially the metropolitan cities, into ‘smart cities’ by improving urban governance and urban infrastructure services. In the first phase, four cities—Dhaka Metropolitan City, Chattogram Metropolitan City, Khulna Metropolitan City and Rajshahi Metropolitan City—would be made smart cities, LGRD ministry sources said. The government has taken up the massive Integrated Smart Cities Development Project to mark Mujib Borsho, the birth centenary of the Father of the Nation. To implement the five-year project, the LGRD ministry has asked the Economic Relations Division (ERD) to arrange the required Tk 3,051 crore from donor agencies or countries, the sources added. Talking to The Independent, senior secretary of the LGRD ministry Helal Uddin Ahmed said that they had taken up the project to make urban areas, especially the metropolitan cities, into ‘smart cities’ to build a digital Bangladesh. “We will improve urban governance and urban infrastructure service of the urban areas under the project,” he said. “The urbanization problem has become particularly acute in the country owing to the primacy of the capital city of Dhaka. Because of a large concentration of wealth and income as well as unsustainable pressure, the proposed project would stress decentralization of facilities to other cities and towns,” he added. Mayor-elect of Dhaka North City Corporation (DNCC) Atiqul Islam said he wanted to develop Dhaka into a smart city by providing the required facilities and services to the city dwellers. “We are committed to transforming capital Dhaka into a smart city by improving services like solid waste management, road-footpath-median, street lights, markets, traffic signals, parks, play grounds, graveyards-cemeteries, community centres, gymnasiums, libraries, mosquito control, food and sanitation, city beautification activities by using advanced technologies,” he said. Sources said the authorities have emphasized improved urban environment, improved institutional performance and governance, and better management and supervision support. The project would include the creation of essential urban infrastructure such as roads, drains, sewerage, solid waste management, drinking water supply, energy efficient street lighting, community-level infrastructure, and city command and control centre. According to the project proposal, urban areas are the engines of economic growth and the country is developing economic corridors to integrate industry, infrastructure, urban services and institutional and regulatory framework. Currently, Bangladesh is striving to establish Digital Bangladesh, and all the cities have to become smart by adopting the smart city technologies that can make life easier for citizens.
