More than 700 students took part in the competition on online and offline platforms. The participants are graduation students from universities and within the age limit of 23 years, reports our Dhaka University correspondent. The five-member team of Bangladesh scored 197.8 in the week-long competition began on August 1 in American University in Bulgeria in collaboration with University College London. The team members are Sabbir Rahman, fourth-year student of computer science department of Bangladesh University of Engineering and Technology; Atanu Roy Chowdhury, second-year student of mathematics and physics department of BRAC University; Mehedi Hasan Nowshad, third-year student of mathematics department of Dhaka University; and Zubayer Rahman and Md Hasan Kibria, fourth-year students of computer science and engineering department of DU. Team Bangladesh participated in the competition online from through DU's mathematics department under the supervision of Bangladesh Mathematical Society. Assistant professor of the department, Md Shariful Islam was the coach of the team and Prof Dr Md Shahidul Islam, president of Bangladesh Mathematical Society and chairman of the department, was its coordinator. Bangladesh participated in the competition for the first time with the financial and technical support from AF Mujibur Rahman Foundation.

In the fiscal 2021-22, Carew & Co sold nearly 10 lakh proof litres (measure of ethanol content in an alcoholic beverage) more liquor than in the previous fiscal year. Liquor import through legal channels dropped following the National Board of Revenue's (NBR) ban to curb tax evasion last year. As a result, demand for locally produced alcohol went up in the local market and subsequently Carew went for increasing production. The move paid off big time for the state-owned company. According to company sources, Carew's distillery unit registered Tk367 crore in sales, which is the highest in the company's history. Carew & Co, which is supervised under the Bangladesh Sugar and Food Industries Corporation, made a profit of over Tk100 crore from its distillery unit, also a first. The figure hovered around Tk90 crore in the previous year. On the other hand, Carew's sugar unit incurred big losses and the company authorities are yet to determine the exact amount. But, officials say, even after adjusting losses from the sugar unit, Carew's net profit for FY2021-22 will be over Tk70 crore, while profit in FY21 was Tk14.63 crore. "Sales have increased by 25-30% compared to last year. Various steps by the government have helped the company to increase its sales," Muhammad Mosaruf Hossain, managing director of Carew & Co, told The Business Standard. "To meet increased demand, we have increased utilisation of our existing capacity. Even if demand increases further, we will be able to meet that as a large portion of our total production capacity still remains unutilised," he added. Carew & Co, which was established in Chuadanga in 1938, currently has six units – sugar, distillery, pharmaceuticals, commercial farm, Akandabaria Farm (experimental), and bio-fertiliser. Of them only the distillery and the organic fertiliser units are profitable. The company produces alcohol and different kinds of spirits from the molasses of sugarcane juice, which are by-products of sugar production. Three by-products are found after extracting sugarcane juice for sugar production, including molasses, bagasse and press mud. Molasses is the main ingredient in liquor or alcohol production. Alcohol is made after processing yeast with molasses. The distillery unit of Carew & Company manufactures nine brands of liquor, including Yellow Level Malted Whiskey, Gold Ribbon Gin, Fine Brandy, Cherry Brandy, Imperial Whiskey, Orange Curaçao, Tsarina Vodka, Rosa Rum and Old Rum. Carew & Co has three sales centres in Dhaka, Chattogram and Darsana of Chuadanga district. The company is currently setting up another two sales centres in Cox's Bazar and Kuakata of Patuakhali district and planning to establish three more warehouses. According to sources, the company also plans on increasing liquor production through automation instead of using the manual system. The project is under process, said officials, adding that once implemented, it is expected to double production capacity. The history of Carew & Co (Bangladesh) Ltd can be traced back to 1803, when the distillery was established by the British businessman John Maxwell. He built the distillery in Kanpur, Uttar Pradesh, in then British India. The distillery is considered to be the first of its kind in the subcontinent. Subsequently, Carew opened branches in Asansol, Katni, and Darsana (East Bengal, which became East Pakistan in 1947). In 1971 East Pakistan became independent Bangladesh after the Bangladesh Liberation War. The government of Bangladesh nationalised the distillery at Darsana in 1973 and the company became Carew & Co (Bangladesh) Ltd.

But if the dollar rate goes higher, BPC will incur a loss of Tk47 crore per month. The estimate was disclosed by BPC chairman ABM Azad at a press briefing at the organization’s Dhaka office on Wednesday. “We have calculated that after the rise in prices, BPC will have an estimated profit of Tk205 crore per month if dollar price is not raised compared with the price of July”, he told reporters. He noted that currently BPC’s overall loss is Tk6 per litre. But it is making a profit of Tk25 per litre in octane, and about Tk20 in petrol. On the other hand, he said, the BPC is paying a tax of Tk20.70 per litre in diesel import and Tk23.5 per litre octane import. He also informed that the BPC has a 30 days' consumption equivalent stock of diesel (294,319 metric tons), 19 days stock of octane (22,827 metric tons), 18 days stock of petrol (19,174 mt) and jet fuel of 32 days (35,780 mt). The government hiked the price of fuel oil by a big margin with effect from August 6. According to the release, diesel price has been increased by Tk34 to Tk114 per litre while octane price hiked by Tk46 to Tk135 and petrol by Tk44 to Tk130. Earlier, in November last year, the government increased the price of diesel and kerosene by Tk15 to Tk80 per litre. As a result, the bus fare was disproportionately increased by around 27% and the launch fare by 35%. The BPC made the recent upward adjustment in the fuel prices when the downward trend continues at the international market. A document provided by the Centre for Policy Dialogue shows that the price of Brent crude has declined to $93.9 per barrel on August 8 from $100 per barrel on August 1. The BPC chairman said that it has cash plus deposits of Tk19,000 crore which is equivalent to pay import bills for two months consumption of fuel. He also claimed that misleading information is being spread by different quarters about BPC’s deposits and profits and also disagreed with the report that it had made a profit of Tk48,000 crore in seven years from 2014-15 to 2020-21 fiscal years. He said BPC had made a profit of about Tk42,000 in those years, but half of the profits had to be spent to import at higher prices from the international market. Responding to a question, he said The BPC made its calculation on the basis of fuel price of July at the international market for which the current downward trend of price of global market was not considered in the price adjustment.

"Almost all the fixed deposits have to be encashed to meet the import expenses," said BPC Chairman ABM Azad at a press conference at BPC office Wednesday (10 August) He also presented year-wise data on the BPC's earnings and expenditure. The company had been in profit from FY2014-15 to FY2020-21 but the fuel prices increase in the global market pushed the BPC toward losses. Between FY2014-15 and FY2020-21, BPC made a profit of Tk42,992.51 crores and spent Tk20,188.71 in expenses. Despite having a reserve of Tk22,803.80 crores, the global fuel price hike pushed the company into losses, according to data provided by BPC. The petroleum company incurred a loss of Tk53,005.16 between FY1999-2000 and FY2013-14 due to disparity in the import prices and selling prices. BPC usually keeps a reserve equivalent to fuel supply for two months. However, while trying to ensure a continuous supply of fuel despite the price hike the company had to dig into their reserves as well.

It has created a new history in the astronomy practice of the country, reads a press release. Freedom fighter and businessman Shahjahan Mridha Benu funded the observatory with his own expense and established it in his own residential land. The work of this non-profitable observatory has already been completed with the design and the technology provided by Benu. He said, those interested in astronomical research will have the opportunity to conduct research here in a few days. It will become a space research center with the participation of famous astronomy researchers from home and abroad and a new field of research is being introduced through this, he added. Benu set up the country's first observatory on the roof of the National Museum of Science and Technology in the capital. Dipen Bhattacharya, professor of Physics and Astronomy at Moreno Valley College in the United States, Maksuda Afrus Khuki and other Bangladeshi Astro scientists are also affiliated with this observatory. Dipen said Benu is one of the people who started the practice of astronomy in the country with the science lovers. "He led the research, observation, and celebration of all astronomical events in the post-independence era of Bangladesh,'' he added. Benu hoped that students from public and private universities and colleges will be able to conduct regular space observation and research with NASA, CNSA, the European Space Agency, and the Canadian Space Agency through the Astro observatory. Benu's residence stands on about 80 bighas of land adjacent to Bagher Bazar in Sreepur upazila of Gazipur. The night sky is being observed at the institution with the help of a 14-inch meade-Cassegrain telescope in the initial stage of this observatory, Benu said. More sophisticated 100-inch diameter refractor telescope will be attached in future. There are also plans to install a radio telescope at the observatory, he added Benu is also president of the Astro division of Anushandhitshu Chokro and Bangladesh Astro Foundation. These organisations will manage the astro observatory.

https://www.jamuna.tv/news/373992 পাল্টেছে গাজীপুর মহাসড়কের চিত্র; ঘণ্টার পর ঘণ্টা যানজট নেই জাতীয় | 10TH AUGUST, 2022 11:39 AM উত্তরবঙ্গের মানুষের রাজধানীতে ঢোকার অন্যতম প্রবেশদার জয়দেবপুর চৌরাস্তা। হঠাৎ করেই পরিবর্তন দেখা যাচ্ছে গাজীপুর এলাকার মহাসড়কে। চিরচেনা যানজট নেই বললেই চলে। জয়দেবপুর চৌরাস্তা মোড় পেরোতেই যেখানে ঘণ্টার পর ঘণ্টা লেগে যেতো, সেখানে এখন খুব একটা অপেক্ষা করতে হয় না যাত্রীদের। সড়কের পাশের অবৈধ দোকানপাটও চোখে পড়ে না। বিষয়টি হঠাৎ দেখায় আশ্চর্যজনক মনে হতে পারে নিয়মিত চলাচলকারীদের কাছে। ওই এলাকার এক বাসিন্দা বললেন, গত ৪০-৪২ বছরে এমন অবস্থা দেখি না। আরেক তরুণের দাবি, এমন অবস্থা যেন সবসময় থাকে। ঢাকা থেকে উত্তরে ময়মনসিংহ, শেরপুর, জামালপুর , উত্তর-পশ্চিমের টাঙ্গাইল, সিরাজগঞ্জ, বগুড়া, নাটোর, রাজশাহীসহ অনেক জেলার নিয়মিত যাতায়াতকারীদের জন্য জয়দেবপুর ছিলো আতঙ্কের নাম। মাত্র কদিন আগেও উত্তরা থেকে জয়দেবপুর পর্যন্ত ১৩ কিলোমিটার রাস্তা পেরোতেই লেগে যেতো কমপক্ষে দুই থেকে তিন ঘণ্টা। ভোগান্তি পোহাতে হতো স্থানীয়দেরও। টানা ২ বছর ধরে সড়কের নানা উন্নয়ন, দুপাশের ভাসমান দোকান আর কয়েক হাজার ব্যাটারি চালিত অবৈধ ইজি বাইকের ছোটাছুটিতে নাজেহাল হতেন গাজিপুরবাসী। এসবের বিরুদ্ধে পুলিশ প্রশাসনের শক্ত অবস্থানে কিছুটা স্বস্তিতে সাধারণ মানুষ। গাজীপুর মেট্রোপলিটন পুলিশ কমিশনার মোল্যা নজরুল ইসলাম বলেন, সবার মাথা ব্যথা তিন চাকার ব্যাটারি চালিত যান। শহরের রাস্তার পুরো অর্ধেক জুড়েই এসব যান থাকতো। কোনো শৃঙ্খলা মানতো না। প্রায় দেড় হাজারের মতো অটোবাইক আটক করেছি। জেলাকে মাদকমুক্ত করতে চ্যালেঞ্জ হিসেবে নিয়েছেন নতুন কমিশনার। তবে শুরুতে গাজীপুরকে যানজটমুক্ত করাই তার প্রধান লক্ষ্য। বললেন, এই সড়কের ওপর দিয়ে ৩৬টি জেলার গাড়ি চলাচল করে। এসব জেলার ৫০-৬০ হাজার গাড়ি চলাচল করে প্রতিদিন। প্রতিটি গাড়িরই এখানে গড়ে দুই ঘণ্টা সময় লাগতো, এখন লাগতেছে ৩০-৪০ মিনিট। আপাতত দিনের বেলা সড়কে স্বস্তি মিললেও রাতের গাজীপুরে দেখা যায় দীর্ঘ যানজট। রাতের বেলাও যানজটমুক্ত থাকুক তা চায় স্থানীয়রা।

https://www.banglatribune.com/country/rajshahi/756941/বদলে-যাবে-উত্তরবঙ্গের-যোগাযোগ-ব্যবস্থা বদলে যাবে উত্তরবঙ্গের যোগাযোগ ব্যবস্থা রানা আহমেদ, সিরাজগঞ্জ ০৭ আগস্ট ২০২২, ১০:০০ সিরাজগঞ্জের মহাসড়ক চার লেনে উন্নীতকরণের পাশাপাশি হাটিকুমরুল গোলচত্বর এলাকায় ৭৪৩ কোটি টাকা ব্যয়ে নির্মিত হচ্ছে আন্তর্জাতিক মানের ইন্টারচেঞ্জ। ইতোমধ্যে প্রকল্পের মাটি ভরাট ও পাইলিংয়ের কাজ শুরু হয়েছে। ২০২৪ সালের ডিসেম্বরের মধ্যে নির্মাণকাজ শেষ হওয়ার কথা রয়েছে। এটি বাস্তবায়িত হলে এই পথে চলাচলকারী বিভিন্ন জেলার যানবাহন সহজেই রাস্তা পরিবর্তন করতে পারবে। পাশাপাশি কমবে সড়ক দুর্ঘটনা ও দূরত্ব। বদলে যাবে যোগাযোগ ব্যবস্থা। আধুনিক ইন্টারচেঞ্জে থাকবে নানা সুযোগ-সুবিধা। গাড়ি পার্কিং সুবিধাসহ চালকদের জন্য বিশ্রামাগার থাকবে। পথচারীদের পারাপারের জন্য ফ্লাইওভার ও ওয়াকওয়ে থাকবে। ইন্টারচেঞ্জ চালু হলে উত্তরবঙ্গে উন্নয়নের নতুন দিগন্তের দ্বার খুলবে। খোঁজ নিয়ে জানা গেছে, উত্তরবঙ্গের প্রবেশদ্বার হাটিকুমরুল গোলচত্বর মহাসড়ক দিয়ে প্রতিদিন হাজার হাজার যানবাহন চলাচল করে। এজন্য প্রায়ই এখানে যানজট লেগে থাকে। এতে চরম দুর্ভোগ পোহাতে হয় যাত্রী ও চালকদের। দুর্ভোগ কমাতে মহাসড়ক চারলেনে উন্নীত করার পাশাপাশি আন্তর্জাতিক মানের ইন্টারচেঞ্জ নির্মাণের উদ্যোগ নেয় সড়ক ও জনপথ বিভাগ। প্রকল্পটি বাস্তবায়ন হলে গোলচত্বরের এক কিলোমিটার দূর থেকেই পথ পরিবর্তন করে গন্তব্যে যাবে বিভিন্ন জেলার যানবাহন। ইন্টারচেঞ্জে দূরপাল্লার যানবাহনের পাশাপাশি ধীরগতির যানবাহনের জন্য থাকবে আলাদা লিংক রোড। বাসচালকরা বলছেন, বঙ্গবন্ধু সেতু পার হয়ে হাটিকুমরুল গোলচত্বরে যানজটে বসে থাকতে হয়। বিশেষ করে দুই ঈদযাত্রায় ভোগান্তির শেষ থাকে না তাদের। মহাসড়ক উন্নীতকরণের পাশাপাশি হাটিকুমরুল গোলচত্বর এলাকায় যে ইন্টারচেঞ্জ হচ্ছে, এটির কাজ শেষ হলে দুর্ভোগ কমে যাবে। সহজেই হাটিকুমরুল গোলচত্বর পার হতে পারবেন তারা। সিরাজগঞ্জের বাসচালক মো. আলাউদ্দিন বলেন, হাটিকুমরুল গোলচত্বরে প্রায়ই সময় যানজটে বসে থাকতে হয়। উত্তরের সব জেলার গাড়ি এখান দিয়ে যাতায়াত করে। এতে যানজটে ভোগান্তি পোহাতে হয়। ইন্টারচেঞ্জ চালু হলে আমাদের ভোগান্তি কমে যাবে। হাটিকুমরুল ইন্টারচেঞ্জ প্রকল্পের ব্যবস্থাপক মো. মাহবুবুর রহমান বাংলা ট্রিবিউনকে বলেন, প্রকল্পটি বাস্তবায়ন হলে যাতায়াত সহজ হওয়ার পাশাপাশি যোগাযোগ ব্যবস্থায় গতি আসবে উত্তরাঞ্চলের মানুষের। ইতোমধ্যে পাঁচলিয়া এলাকায় মাটি ভরাট ও পাইলিংয়ের কাজ শুরু হয়েছে। ঠিকাদার দ্রুতগতিতে কাজ করে যাচ্ছেন। তবে এখানে জমি অধিগ্রহণ নিয়ে কিছু সমস্যা হচ্ছে। ২০২৪ সালের ডিসেম্বরের মধ্যে নির্মাণকাজ শেষ হওয়ার কথা রয়েছে। যদি দ্রুত সময়ে জমি অধিগ্রহণ না করা যায়, তাহলে ইন্টারচেঞ্জের কাজটা শেষ করতে আরও সময় লাগবে।

Tigers, lions, giraffes, zebras and wild deer – all the creatures strolling in the open while the visitors travel around in minibuses. Suddenly a group of wild animals block the way, as the Bengal tiger comes to the window and starts roaring. This might sound like a scene straight out of a Hollywood movie. But the "Night Safari Park" in Chattogram's Sitakunda, which will be similar to Singapore's Mandai nocturnal wildlife park, is going to offer this thrilling experience as early as late 2023. The Chattogram district administration is implementing the park, as it is now at the designing stage. Once constructed, this will be the first night safari park in South Asia. At a cost of Tk20 crore, the park will span 40 acres of land at Jungle Salimpur area of Sitakunda upazila. "Jungle Salimpur forest is disappearing fast due to illegal settlement and encroachment by ravaging hills and trees. The park will help conserve biodiversity and develop ecotourism," Chattogram Deputy Commissioner Md Mominur Rahman told The Business Standard. He said the park will also facilitate wildlife study, research and amusement. At Jungle Salimpur, some 850 acres of public land have remained vacant for many years. The park, therefore, will not require any land acquisition. Designers have visited the site recently, as the district administration says the work will begin within a month. The authorities hope to inaugurate the park late 2023. Of the estimated cost of Tk20 crore, Chattogram Zoo will give Tk3 crore from its funds, according to Mominur Rahman. Md Shahadat Hossain Shuvo, deputy curator of Chattogram Zoo, told The Business Standard that the park will have wild animals in their natural habitats. He said, "By reducing the number of cages, animals with similar behaviour will be housed together, as visitors will see them while travelling around in minivans." Shuvo said there will be night shows in the park after 6pm. The deputy commissioner said this safari park will be unit-2 of the Chattogram Zoo. He said apart from preserving various wild animals, such as endangered Asiatic elephants, in the safari park, a bird sanctuary will be established in the nearby hills. He estimates that at least 5 lakh people will be visiting the park every year. "Animals of different species such as tiger, lion, hippopotamus, giraffe, camel, kangaroo, wildebeest and llama will be collected, bred and preserved. The park will help increase the participation of university students and researchers in wildlife conservation" said Mominur Rahman. 'Do we really need it?' Environmentalists and civil society members fear the safari park will damage natural forests and hills in the area. "There is really no difference between a zoo and a safari park," said environmentalist ANM Moazzem Hossain Riyad, referring to the recent deaths of wild animals at different safari parks in Bangladesh. "How many such parks do we really need for this small country," he told The Business Standard. Riyad said India's Tamil Nadu has recently cancelled a safari park project despite having permission from the central government. Khaled Misbahuzzaman, professor of Forestry and Environmental Science Department at Chattogram University, said, "Hills act as a crucial resource for natural balance, biodiversity and fresh water. I do not understand why a safari park should be on those hills. Urbanisation centering on establishments will threaten biodiversity." But Chattogram Zoo Deputy Curator Md Shahadat Hossain Shuvo claimed the safari park will play a role in wildlife conservation. "The number of animals in the Chattogram Zoo is increasing every year. Recently the Bengal tiger gave birth to four rare white cubs, raising the number of tigers to 16. The number of deer in the zoo also has increased to 30." He said there will be a tiger breeding centre in the safari park. With this domestically-produced kit, it will be possible to detect the initial presence of Coronavirus in one's body in only four to five hours, said BCSIR Chairman Professor Dr Md Aftab Ali Sheikh. Kits currently being used by the government are expensive, each Corona test costing around Tk3000-3500. "About 1,31,58,764 samples have been tested in Bangladesh so far, for which a large number of test kits had to be imported, causing a somewhat negative impact on the country's economy," Dr Aftab Ali added. The Department of Drug Administration has approved the production of the kit and the Bangladesh Medical Research Council has given ethical clearance for it. The RT-PCR kit (BCSIR Covid Kit) has been developed under the leadership of BCSIR in collaboration with Bangabandhu Sheikh Mujib Medical University (BSMMU) and the University of Dhaka, which is a simple and cost-effective method for detection of Covid-19, according to BCSIR. The customs authority has offered tax waiver on import of 16 Bhutanese products by issuing a statutory regulatory order (SRO). The SRO, signed by Internal Resources Division (IRD) Senior Secretary Abu Hena Md Rahmatul Muneem, came into effect on August 4. With the SRO issuance, the duty-free market access under PTA officially came into effect on both ends of Bangladesh and Bhutan. The countries signed the PTA on December 6, 2020 in a bid to reduce or waive import tariff and para-tariff. On July 1, 2022, Bhutan made the duty-free market access facility effective for around 100 Bangladeshi products under the PTA. A senior customs official said from now on both the countries would be able to avail the benefits under the first-ever bilateral trade agreement of Bangladesh. He noted that the duty-free list of products went through some procedural steps, including ratification by the authorities concerned of both the states. The official, however, said the tax benefit had been offered on the basis of trade neutral rules of the World Trade Organisation (WTO). Under the trade neutral rules, the member countries have to impose the same rates on imported products and domestically produced goods. In case of readjustment of supplementary duty (SD) on local products in future, the SD rates in the list would be adjusted upward or downward, he added. In the SRO, the customs authority exempted all types of import duty, SD, regulatory duty (if applicable) on the imported products - produced or processed in Bhutan. The exemption was given on condition of compliance with the Rules for Determination of Origin of Goods for Bhutan-Bangladesh PTA (BB-PTA). The products include: milk, wheat or meslin flour, homogenised preparations of jams, fruit jellies, marmalades, food preparation of soybean, wheat bran, quartzite, cement clinkers, portland cement, soap, particle board of wood, ferro-silicon, bars and rods of iron or non-alloy steel, wooden furniture of a kind used in offices, and wooden furniture of a kind used in bedroom. However, import of mineral water and aerated water would enjoy 75 per cent waiver on SD - due to having the same rate of taxes on the items at local stage. Bhutan offered duty-free benefit on import of Bangladeshi products, including baby clothes and clothing accessories, men's trousers and shorts, jackets and blazers, jute and jute goods, leather and leather goods, dry-cell battery, fan, watch, potato, condensed milk, cement, toothbrush, plywood, particle board, mineral and carbonated water, green tea, orange juice, pineapple juice, and guava juice. As a least developed country (LDC) all but 25 tobacco and alcohol products of Bangladesh are entitled to duty-and quota-free market access to India under the South Asian Free Trade Area (SAFTA) agreement. Bangladesh will lose the duty-free and quota-free market-access facility to India after 2026 when it graduates to a developing country. A recent meeting at the Ministry of Commerce (MoC) decided to open CEPA negotiations with India soon with a view to retaining in the new pact the facilities it enjoys under the SAFTA deal. The meeting was told that India is a major trade partner of Bangladesh from where essential commodities, industrial raw materials and equipment are imported. Export to the neighbouring giant is also increasing gradually, according to the meeting's opinion. The two next-door neighbours first discussed the possibility of striking CEPA in 2018 at a commerce secretary-level meeting for a boost in bilateral trade and overall cooperation. The same year, the trade ministers of the two countries agreed to conduct a joint feasibility study on the prospects of CEPA. The Centre for Regional Trade of India and Bangladesh Foreign Trade Institute (BFTI) later jointly conducted the feasibility study and submitted its report to the commerce ministry. Sources say the recently held meeting, chaired by commerce secretary Tapan Kanti Ghosh, asked the BFTI and the Bangladesh Trade and Tariff Commission to prepare a joint report identifying the possible benefits and risks of getting into CEPA pact with India. Also, conducting a separate study on trade in goods, trade in services, and investment was underscored to decide appropriate strategy for negotiating CEPA. The meeting suggested the formation of an expert team to carry out the negotiations, taking in-house preparation for dispute settlement for investment negotiations, steps for ensuring mutual recognition of standards for deciding product quality, and providing priority to the SAARC agreement on trade in services (SATIS) in case of negotiating trade in services. Also, the meeting suggested steps for continuation of trade facilities Bangladesh attained in north-eastern regions of India, keeping watch so that Indian investment policy cannot be barrier in case of investment here, and intensifying trade-facilitation activities. Contacted, a senior commerce ministry official told the FE the negotiating team has to be formed with qualified officials who have enough knowledge on bilateral and multilateral deals and laws. "The purview of CEPA is very wide, much larger than a free- trade-area deal, thus has to be handled with adequate skill, since Bangladesh is for the first time negotiating such agreement," he says. Dr Khondaker Golam Moazzem, Research Director at the Centre for Policy Dialogue (CPD), suggests that the decision to undertake separate studies on trade in goods and services, and investment to identify the possible strategies based on the impacts and implications of CEPA should get immediate priority. "Since India earlier negotiated a number of trade and investment deals and a number of those are currently in the process of negotiation, it is important to review the documents related to those negotiations to understand its priorities, offensive and defensive interests, institutions working with negotiations, and institutional measures undertaken to implement such agreements," he says. Mr Moazzem suggests forming a highly competent technical team within the ministry of commerce where experts from different sectors need to be involved on a long-term basis. "Operation of the technical team should be supported from the government budget without the support from development partners and international organisations." https://thefinancialexpress.com.bd/bn/বাড়ি-গাড়ির-মালিকের-তথ্য:-৩-সংস্থার-সঙ্গে-চুক্তি-এনবিআরের-1659929240 বাড়ি-গাড়ির মালিকের তথ্য: ৩ সংস্থার সঙ্গে চুক্তি এনবিআরের এফই অনলাইন ডেস্ক | Published: August 08, 2022 09:27:20 | Updated: August 08, 2022 19:52:19 ঢাকার বাড়ি ও গাড়ির মালিকদের কর জালের আওতায় আনার উদ্যোগের অংশ হিসেবে তিন সংস্থার সঙ্গে চুক্তি করেছে জাতীয় রাজস্ব বোর্ড (এনবিআর)। খবর বিডিনিউজ টোয়েন্টিফোর ডটকমের। দুই বিদ্যুৎ বিতরণ কোম্পানি ডিপিডিসি ও ডেসকো এবং বিআরটিএ এর সঙ্গে অ্যাপ্লিকেশন প্রোগ্রামিং ইন্টারফেস (এপিআই) চুক্তি করা হয়েছে বলে জানিয়েছেন এনবিআর চেয়ারম্যান আবু হেনা মু. রহমাতুল মুনিম। রোববার রাজধানীর সেগুনবাগিচায় রাজস্ব ভবনের সম্মেলন কক্ষে সংবাদ সম্মেলনে এ তথ্য জানান তিনি। এর কারণ তুলে ধরে তিনি বলেন, “বাড়ির মালিককে খুঁজতে গেলে তারা যদি বুঝতে পারে যে এনবিআর থেকে এসেছে, তখন অস্বীকার করে অথবা নিজেকে বাড়ির কেয়ারটেকার বলে পরিচয় দেয়। তখন আমাদের কোনও প্রমাণ না থাকায় আমরা কিছু করতে পারি না। “তাই আমরা বাড়ির মালিক এবং বিদ্যুতের মিটারের মালিক চিহ্নিত করার জন্য ডিপিডিসি ও ডেসকোর সঙ্গে এপিআই চুক্তি করেছি।“ চেয়ারম্যান জানান, নির্ধারিত কর আদায়ের সুবিধার্থে গাড়ির মালিক চিহ্নিত করতে তথ্য বিনিময়ের জন্য বিআরটিএ এর সঙ্গেও এপিআই চুক্তি করা হয়েছে। সংবাদ সম্মেলনে প্রবাসী বাংলাদেশীদের বিনিয়োগ আকর্ষণেই বিদেশে তাদের সঞ্চিত অর্থ ও সম্পদ দেশে আনার উদ্দেশ্যেই ৭ থেকে ১৫ শতাংশ পর্যন্ত কর দিয়ে বিনাপ্রশ্নে আয়কর বিবরণীতে অন্তর্ভূক্ত করার সুযোগ দেওয়া হয়েছে বলে জানান তিনি। রহমাতুল মুনিম বলেন, অনেক দেশই এভাবে নিজেদের প্রবাসীদের সঞ্চিত অর্থ দেশে বিনিয়োগের সুযোগ দিয়ে লাভবান হয়েছে। আমরাও সেই সুযোগটা নেওয়ার জন্য দিয়েছি। “কারণ বিদেশে ব্যাংকের সুদের হার কম। তাই দেশে বিনিয়োগের সুযোগটা প্রবাসীরা নিবে বলে আমরা মনে করি।“ তিনি বলেন, “হয়ত এখানে সামান্য অবৈধ অর্থও আসতে পারে। কিন্তু এই সুযোগ দেওয়া হয়েছে প্রবাসীদের সঞ্চিত অর্থ দেশে বিনিয়োগে নিয়ে আসার জন্য। অবৈধ বা পাচারকারীদের জন্য এ সুযোগ দেওয়া হয়নি।“ এসময় ‘প্রশ্ন না করার’ প্রসঙ্গে তিনি বলেন, বিদেশে যার সঞ্চিত অনেক অর্থ রয়েছে তা দেশে আনার ক্ষেত্রে প্রশ্ন তোলা হলে ওই প্রবাসী অনুৎসাহিত হতে পারেন। সেজন্যই প্রশ্ন না তোলার বিষয়টি রাখা হয়েছে। সংবাদ সম্মেলনে এনবিআর চেয়ারম্যান চলতি ২০২২-২৩ অর্থবছরে ৩ লাখ ৭০ হাজার কোটি টাকার রাজস্ব আহরণের লক্ষ্যমাত্রা অর্জনে বিশেষ করে কর জাল সম্প্রসারণের উদ্যোগ নেওয়ার কথা জানান। তিনি বলেন, রিটার্ন দাখিল ও কর প্রদানে উৎসাহিত করতে নতুন করদাতারা এখন নির্দিষ্ট সময়ের পরিবর্তে অর্থবছরের যে কোনও দিন রিটার্ন দাখিল করতে পারবেন। এজন্য কোনও জরিমানা নেওয়া হবে না। সরকারি কিছু সেবার ক্ষেত্রে ই-টিআইএন সনদের বদলে রিটার্ন দাখিলের প্রমাণপত্র বাধ্যতামূলক করার কারণে রিটার্ন দেওয়ার হার বাড়বে বলে আশা তার। এসময় তিনি বিভিন্ন কর ছাড় ও সুবিধা দেওয়ার মাধ্যমে অর্থনীতির বিকাশ, তরুণ উদ্যোক্তা তৈরি, বৈদেশিক মুদ্রার রিজার্ভ বাড়ানো ও রপ্তানি বহুমুখীকরণের উদ্যোগের কথা তুলে ধরেন। সংবাদ সম্মেলনে চেয়ারম্যান গত ২০২১-২২ অর্থবছরে এনবিআরের মাধ্যমে ৩ লাখ ১ হাজার ৬৩৪ কোটি টাকা রাজস্ব আদায় হয়েছে বলে জানান। আগের অর্থবছরের চেয়ে আদায় ৪১ হাজার ৭৩৪ কোটি টাকা বা ১৬ দশমিক ০৯ শতাংশ বেড়েছে। তবে গত অর্থবছরের লক্ষ্যমাত্রার চেয়ে প্রায় ২৮ হাজার ৩৬৬ কোটি টাকা বা ৮ দশমিক ৬ শতাংশ কম। গত অর্থবছরের সরকার ৩ লাখ ৩০ হাজার কোটি টাকার রাজস্ব আহরণের লক্ষ্যমাত্রা নির্ধারণ করেছিল। বিশ্ব অর্থনীতির বর্তমান প্রেক্ষাপট বিবেচনায় গত অর্থবছরের রাজস্ব আদায়কে ‘খুব খারাপ বলা যাবে না’ বলে মনে করেন মুনিম। অনুষ্ঠানে এনবিআরের সদস্য সামস উদ্দিন আহমেদ, জাকিয়া সুলতানা ও মো. মাসুদ সাদিক উপস্থিত ছিলেন।
