Delhivery previously said it plans to scale its cross-border business and enter Bangladesh and Sri Lanka. Delhivery was founded in 2011 by Sahil Barua, Mohit Tandon, Bhavesh Manglani, Suraj Saharan, and Kapil Bharati. The company is set to launch its initial public offering (IPO) for subscription on May 11 and is targeting a $5 billion valuation when it debuts in the public market. The company was last valued at $3 billion in the private market following a $277 million funding round from Fidelity, GIC, and others last May. Delhivery has raised about US$1.4 billion from its investors across 13 fundraising rounds until December 2021. Logistics is one of the fastest-growing verticals in Bangladesh. The fast growth of ecommerce has created new opportunities in the sector. Several local logistics players have raised meaningful capital over the past two years. Most recently, Paperfly, one of the leading players in the vertical, raised $12 million in Series B funding from Indian Ecom Express. Other notable local players in the vertical include ShopUp’s REDx, eCourier, Pathao Courier, etc. While the market is still in its early days, the competition has been growing in the vertical with companies raising new investments. "In recent years, the economic condition of many farmers has been transformed into a better state. So, it is time to review the agriculture subsidies," he said at a discussion on macro-economy at the CA Bhaban in Dhaka. "We have to think now whether we'll provide the financial support with a blank eye or will slash it gradually." The minister was speaking as chief guest at the discussion on "Current state of macro-economy: Bangladesh perspective", jointly organised by the Economic Reporters Forum (ERF) and The Institute of Chartered Accountants of Bangladesh (ICAB). Taking part in the discussion, the economists, however, expressed different views about the continuation of the subsidies. Policy Research Institute (PRI) Executive Director Dr Ahsan H Mansur also favoured cutting the agriculture subsidies as the prices of the main inputs like fertiliser and oil were increasing across the globe. "How long the country will bear the burden. If you do not cut the subsidies, your agriculture sector capacity will not increase and it will also lose its competitiveness," he added. Economist and Director General of the Bangladesh Institute of Development Studies (BIDS) Dr Binayak Sen said the agriculture subsidies must continue as food supply is the first priority in the economy. Centre for Policy Dialogue (CPD) distinguished fellow Professor Mustafizur Rahman said the capacity of the agriculture sector will have to be increased. "Some 40 per cent labour forces of the country are engaged with the sector. But their production share is only 13 per cent of GDP, showing a gap. So, we have to think about the capacity building of this sector. Its transformation into the manufacturing sector is required," he added. Policymakers, businessmen and economists were also divided over the issue of providing incentives on the inflow of wage earners' remittance. Metropolitan Chamber of Commerce and Industry (MCCI) President Md Saiful Islam said the incentives on remittance should be continued for increasing the country's foreign exchange reserves. Economics Professor of Dhaka University Dr Abu Yusuf suggested increasing the incentives. Prof Mustafizur suggested being selective in taking up development projects to reduce the pressure on the foreign exchange and cut the budget deficit. The Padma Bridge is a good project, but its railway connection is not imperative at this moment, he added. "When we will have to go for debt servicing with a higher USD rate, pressure on the fiscal management will increase," he added. Dr Ahsan Mansur said the central bank's recent decision on floating the foreign exchange rate was a time-befitting action. "But if the central bank does not apply its proper monetary and fiscal policy time-to-time, the economy could face another pressure," he added. He suggested the Bangladesh Bank withdraw the cap on the bank interest rate for weathering any possible shock on the economy. Dr Mansur stressed the need for expanding the tax net for managing the economy prudently. Leaders of the sector said only eleven types of paper are produced locally while the rest of other quality come from overseas at 47 per cent of duties which should be 3.0 to 5.0 per cent maximum. The demand came at the first meeting of the standing committee on paper, paper products, printing and packaging organised by the FBCCI on Saturday at its office in the city, said an FBCCI release. Despite being self-sufficient in paper production, India imposes 18 per cent, Indonesia 19 and China 17 per cent on paper imports. Since Bangladesh is still import-dependent on paper, businessmen called for reviewing the duty and fixing it between 3.0 and 5.0 per cent. They also urged the government to facilitate the import of the paper for the NCTB Books at zero duty. Carton makers complained there is no regulation in raising the prices of raw materials. Traders are forced to buy raw materials at high prices and sell those at low rates, said the carton manufacturers thus causing losses as well as shutting down the business. “Apart from that, a 5.0 per cent AIT on raw materials and 7.0 per cent TDS have also to be paid on finished goods, which is illogical”, they claimed. Speaking as the chief guest, FBCCI Vice President Md Amin Helaly informed that the global outsourcing market for printing and packaging products is worth $ 3.0 trillion. ফার্নিচার মার্টের স্বত্মাধিকারী আবদুর রহমান। একসময় কাঠমিস্ত্রি ছিলেন তিনি, কয়েক বছর পরে তিনি শেরপুরের পশ্চিমশেরী এলাকায় নিজেই কারখানা ও দোকান দেন। এরপর ধীরে ধীরে বাড়তে থাকে পুঁজি। এখন এ তার বার্ষিক টার্নওভার প্রায় ২ কোটি টাকা। "আমার কারখানার আসবাব শেরপুরসহ বিভিন্ন জেলায় বিক্রি হয়। এই ব্যবসা আমার জীবন বদলে দিয়েছে। এ ব্যবসার আয় দিয়ে গ্রামে জমি কিনেছি, দোতলা বাড়ি করেছি শহরে।" শহিদ উল্লাহ আর আবদুর রহমানই নয়, নন-ব্র্যান্ড কাঠের ফার্নিচার শিল্প এভাবে আরও অনেক মানুষেরই জীবন বদলে দিয়েছে, মানুষের ক্রয় ক্ষমতা বৃ্দ্ধি পাওয়ায় এখন ফার্নিচারের চাহিদাও বেড়েছে। উদ্যোক্তারা বলছেন সরকারি নীতির সহায়তা পেলে ব্র্যান্ডেড ফার্নিচার কোম্পানির সাথে সাথে এই শিল্পও বৈদেশিক মুদ্রা অর্জনে সহায়ক হতে পারে, কারণ বিশ্বব্যাপী পরিবেশবান্ধব পণ্যের চাহিদা বাড়ছে। খাত সংশ্লিষ্টদের তথ্যানুযায়ী, দেশের প্রায় ৯৫% নন-ব্র্যান্ড আসবাবপত্র এসব ক্ষুদ্র কারখানায় তৈরি নির্মিত হয়। তাদের বাদ দিয়ে ছোট ও মাঝারি পর্যায়ের কারখানার সংখ্যা প্রায় সাড়ে ছয় হাজার। এর বাইরে সারাদেশে প্রায় ৬৫০০টি এসব নন ব্র্যান্ড ফার্নিচার কারখানা গড়ে উঠেছে। এরমধ্যে চট্টগ্রামের মীরসরাই বলিরহাটের বর্তমানে সাড়ে ৪ হাজারেরও অধিক, সিরাজগঞ্জের কাজীপুর উপজেলার ছালাভরা গ্রামে প্রায় ২০০, পঞ্চগড় সদরে প্রায় ১৫০, শেরপুর সদর উপজেলায় গড়ে উঠেছে ৩০০, পিরোজপুরে ৪০০, টাঙ্গাইলের ঘাটাইলে ধলাপাড়া ১০০, বগুড়ার নন্দীগ্রামে প্রায় ৩০০টির মতো ছোট-বড় রেডিমেড ফার্নিচার কারখানা। লক্ষীপুরে ২০০ টি কারখানা, ফেনীতে ১৫০ টি কারখানা গড়ে উঠেছে। এছড়াও কুষ্টিয়ার শহরের গড়ে উঠেছে প্রায় ৩০০ টি কারখানা, নারায়নগঞ্জের সোনারগাঁওয়ে ১০০টি, এবং চট্টগ্রামের উখিয়ার হলদিয়া-পার্বতীপুরে প্রায় শতাধিক কারখানা ঘরে উঠেছে। আন্তর্জাতিক বাজার গবেষণা সংস্থা গ্র্যান্ড ভিউ রিসার্চের তথ্যানুযায়ী, বর্তমানে ফার্নিচারের বিশ্ববাজারের আকার ৫৬০ বিলিয়ন ডলার। এসএমই ফাউন্ডেশনের তথ্য মতে, কম করে হলেও বার্ষিক ২৫ হাজার কোটি টাকার বাজার দেশের ফার্নিচার খাতের, এরমধ্যে নন-ব্র্যান্ড ফার্নিচারের বাজারের বাজার ৫০ শতাংশের বেশি। ৪ লাখের বেশি মানুষ এ খাতে কর্মসংস্থানে নিয়োজিত। এ খাতে সবচেয়ে বেশি বিস্তৃতি ঘটেছে ৯০ এর দশকের পর থেকে। তবে ব্র্যান্ড ফার্নিচারের উদ্যোক্তারা মনে করেন, দেশে এখন আসবাবপত্রের বাজার প্রায় ৩০ হাজার কোটি টাকার মতো। এই খাতে রপ্তানি প্রবৃদ্ধি প্রায় ৩০ শতাংশ। গত ১০ বছরে ফার্নিচারের রপ্তানি বেড়েছে প্রায় ১০ গুণ। তারা বলছেন, কাঠের পরিবেশবান্ধব ফার্নিচারের প্রয়োজনীয়তা দিন দিন বৃদ্ধি পাচ্ছে। বেশিরভাগ ক্রেতা রেডিমেইড ফার্নিচারের দিকে ঝুঁকছেন। ব্যবসায়ীরা জানান, দেশীয় কাঠের, সরকারি অকশনের কাঠ ছাড়াও নেপাল, ভারত, মালয়েশিয়া, আফ্রিকা থেকেও কাঠ আমদানি করে থাকেন কিছু কিছু নন-ব্র্যান্ড উদ্যোক্তারা। তারা জানান, এসব কারখানার মালিকরা প্রায় সবাই কারিগর থেকে বর্তমানে মালিক হয়েছেন, ফলে তারা নিজেরাই কারখানার নতুন শ্রমিকদের প্রশিক্ষণ দিয়ে থাকেন। এভাবেই প্রশিক্ষণপ্রাপ্ত শ্রমিকরা কয়েক বছরে দক্ষ কারিগর হয়ে হয়ে গড়েন। সাধারণত কারখানা মালিকদের অনেকের নিজস্ব দোকান বা শো-রুম আছে। তারা সেসব শো-রুম, দোকানে নিজস্ব তৈরি পণ্য বিক্রয় করে থাকে। উদ্যোক্তাগণ ক্রেতার কাছ থেকে অর্ডার নিয়ে পণ্য উৎপাদন করে থাকেন। এছাড়াও বিভিন্ন এলাকার ব্যবসায়ীরা তাদের কাছ থেকে কিছু পণ্য সরাসরি ক্রয় করে থাকে। রফিকুল ইসলাম দীর্ঘ ৮ বছর ধরে এ শিল্পে ফার্নিচার মিস্ত্রি হিসেবে কাজ করেন। তিনি টিবিএসকে বলেন, আমার দৈনিক ৫০০-৬০০ টাকা আয় হয়, কোনো দিন যদি কাজের চাপে রাতে ওভার টাইম কাজ করি তাহলে ওইসব দিনে ১০০০ থেকে ১২০০ টাকা আয় হয়। তবে ব্যবসায়ীরা বলছেন- এলাকার অনেক শ্রমিক-কারিগর প্রবাসে উচ্চ বেতনে চলে যাওয়ায় দিন দিন দক্ষ মিস্ত্রি-কারিগরের সংকট তৈরি হয়েছে। এ ব্যাপারে ফার্নিচার ফেনীর ব্যবসায়ী কামাল উদ্দিন বলেন, "এখান থেকে ফার্নিচার বানানোর কাজ শিখে মিস্ত্রিদের অনেকে মধ্যপ্রাচ্যে, মালয়েশিয়ায় চলে গেছে। ফলে আমরা এখানে মিস্ত্রি সংকটে পরেছি, আর নতুন করে শ্রমিক পাওয়া যাচ্ছে না খুবই কম, যারা আসে তারা তো ৪-৫ বছর কাজ শেখার আগে দক্ষ মিস্ত্রি হতে পারে না।" লক্ষীপুর জেলার শাহীন ফার্নিচারের স্বত্বাধিকারী তোফায়েল আহমেদ বলেন, "সরকারের উচিত এখানকার শ্রমিক ঘাটতি পূরণের জন্য বেশি সংখ্যাক শ্রমিককে এসএমই ফাউন্ডেশনের মাধ্যমে প্রশিক্ষণ দিয়ে কারিগর বানানো,উদ্যোক্তাদের সহজ শর্তে ব্যাংক লোক দেওয়া। উন্নত মেশিনারি প্রযুক্তি, জিজাইন ইত্যাদি সহযোগিতা দিলে এ শিল্পের স্থানীয় চাহিদা পূরণ করে এক সময় বিদেশেও ফার্নিচার রপ্তানি করতে পারবে।" স্থানীয় বাজারের পাশাপাশি গত কয়েক বছর ধরে ফার্নিচার রপ্তানির পরিসংখ্যান নতুন সম্ভাবনার বার্তা দিচ্ছে। এ শিল্প থেকে চীন ধীরে ধীরে সরে যাওয়ার পরিকল্পনা করছে। বিশ্ববাজারে ফার্নিচারের সিংহভাগ সরবরাহকারী চীন গুটিয়ে নিচ্ছে তাদের ব্যবসা। বিশেষজ্ঞরা বলছেন, ব্র্যান্ডেড এবং নন-ব্র্যান্ড ফার্নিচার আরএমজির মতো আমাদের শীর্ষ রপ্তানি পণ্য হতে পারে যদি আমরা এই খাতের সম্ভাবনাকে কাজে লাগাতে পারি। এসএমই'র এই ক্ষুদ্র নন-ব্র্যান্ড ফার্নিচার শিল্প নিয়ে দীর্ঘদিন কাজ করে আসছেন ঢাকা বিশ্ববিদ্যালয়ের অর্গ্যানাইজেশন স্ট্র্যাটেজি অ্যান্ড লিডারশিপ (ওএসএল) বিভাগের অধ্যাপক ড শরিয়ত উল্লাহ। তিনি বলেন, "দেশের প্রায় ৯০ শতাংশ ফার্নিচার কারখানাই মাইক্রো লেভেলের । তাই এসব কারখানা তেমন মালিক সমিতি-সংগঠন নেই, যার ফলে পরিসংখ্যান না থাকায় এসব কারখানায় সরকারি-বেসরকারি তেমন সাপোর্ট পৌছায় না। তবে এই পরিবেশবান্ধব খাতটি খুবই সম্ভাবনাময়।" তিনি আর বলেন, "সরকারি সুনজরের পাশাপাশি যদি বড় ব্র্যান্ড ফার্নিচার প্রতিষ্ঠানগুলো নন-ব্র্যান্ড (মাঝারি, ছোট, ক্ষুদ্র) কারখানাগুলোকে কন্ট্রাক্ট ম্যানুফেকচারিংয়ের আওতায় নিয়ে আসে তাহলে ব্র্যান্ড কোম্পানিগুলোর যেমন রপ্তানি বাড়বে,তেমনি নন-ব্র্যান্ড কারখানারও বিস্তৃতি বাড়বে, এ খাত আরও তখন দুই-তিনগুন বড় হবে।" এ ব্যাপারে এসএমই ফাউন্ডেশনের ব্যবস্থাপনা পরিচালক ড. মোঃ মুফিজুর রহমান বলেন, "বর্তমানে দেশ-বিদেশে মানুষ পরিবেশবান্ধব পন্যের দিকে ঝুঁকছে, সেই হিসেবে প্লাস্টিকের চেয়েও কাঠের ফার্নিচার পরিবেশ সম্মত হওয়ায় আগামীতেও এর চাহিদা বাড়বে।" "ইতোমধ্যে সারাদেশে এসব স্বতঃস্ফূর্তভাবে গড়ে উঠা বেশ কিছু ক্লাস্টারে আমরা সম্ভাব্যতা যাচাই গবেষণা করেছি। সামনে কারিগর শ্রমিকদের বিভিন্ন প্রশিক্ষণ দেয়ার পরিকল্পনা রয়েছে।" ব্যাংকগুলোকে উদ্যোক্তাদের সহজ শর্তে স্বল্প সুদে ঋণ দেওয়ার জন্য সুপারিশ করেন তিনি।

উৎপাদন করছে জাহানারা গ্রিন এগ্রো সমুদ্র-শৈবাল বা সিউইডের বিশ্ব বাজার ক্রমেই বড় হচ্ছে। আর বাংলাদেশে সিউইড থেকে তৈরি পণ্য উৎপাদন ও বাজারজাতকরণে পথ দেখাচ্ছে কক্সবাজারের একটি প্রতিষ্ঠান। জাহানারা গ্রিন এগ্রো সমুদ্র-শৈবাল থেকে ২২টি প্রসাধনী ও ১৩৮টি ফুড আইটেম তৈরি করেছে। ছবি: সংগৃহীত বেশ কিছুদিন ধরে সিউইড, অর্থাৎ সমুদ্র-শৈবাল সম্পর্কে বিস্ময়কর সব তথ্য জানছি, পড়ছি। পুষ্টি ও ট্রেস মিনারেলসমৃদ্ধ এই 'সুপারফুড' একসময় কেবল উপকূলীয় এলাকার লোকজনই খেত। সমুদ্রের ধারে বেড়ে ওঠা এই লাল, সবুজ ও বাদামি সমুদ্র-শৈবালের স্বাস্থ্যগত উপকারিতা সম্পর্কে যত জানা যাচ্ছে, মানুষও তত বেশি এই খাবারটি খাচ্ছে। প্রসাধনী, ফার্মাসিউটিক্যালস, সার ইত্যাদি ক্ষেত্রেও ব্যবহার হয় সমুদ্র-শৈবাল। অনেক দেশে এই উদ্ভিদ বাণিজ্যিকভাবে চাষ করা হয়। ক্রমবর্ধমান জনপ্রিয়তার কারণে বৈশ্বিক সিউইডের বাজারও উল্লেখজনক হারে বড় হচ্ছে। এসব তথ্য জানা থাকলেও এতদিন বাংলাদেশে সমুদ্র-শৈবালের প্রসারের ব্যাপারে তেমন কিছুই জানতাম না। সম্প্রতি আমার এক মেরিন কনজারভেশনিস্ট বন্ধু একটি বাংলাদেশি ব্র্যান্ডের সিউইড স্যুপ নিয়ে রিভিউ করার পরই কেবল জানতে পারি যে এই ক্ষেত্রে দেশে সত্যিকারের অগ্রগতি হয়েছে। বছর কয়েক ধরেই দেশে সীমিত পরিসরে সমুদ্র-শৈবালের চাষ হচ্ছে। স্থানীয় উদ্যোক্তারাই এখন বাংলাদেশে সিউইড-পণ্য উৎপাদন ও বাজারজাত করছেন। এই চেয়ারম্যান জাহানারা ইসলাম দ্য বিজনেস স্ট্যান্ডার্ডকে জানান, তারা সমুদ্র-শৈবাল দিয়ে ১৩৮ ধরনের খাবার তৈরি করেছেন। 'আমাদের লক্ষ্য সিউইড দিয়ে প্রথাগত খাবার তৈরি করে সিউইডকে জনপ্রিয় করে তোলা। সিউইড পণ্যের ক্ষেত্রে বাংলাদেশে আমরা পথিকৃৎ,' বলেন তিনি। প্রতিষ্ঠানটির উৎপাদিত খাবারের সংখ্যা যেমন বিস্ময়কর, তেমনি বৈচিত্র্যেও ভরপুর। জাহানারা গ্রিন এগ্রোর উৎপাদিত খাবারের মধ্যে আছে শিশুদের জন্য হরলিক্স-স্টাইলের ড্রিঙ্ক পাওয়ার, সবার জন্য কম চিনি দিয়ে বানানো মিষ্টান্ন এবং তেলবিহীন চিপস। যেসব আইটেম জনপ্রিয় হবে, সেগুলো তৈরির ওপরই জোর দিচ্ছে জাহানারা এগ্রো। প্রতিষ্ঠানটির উদ্যোক্তা জাহানারা ইসলাম বলছেন, এই লক্ষ্যে তারা সফল। জাহানারা বলেন, 'মানুষ একবার আমাদের সিউইডের স্বাদ চাখলে আল্লাহর রহমতে অপছন্দ করে না। খাবারগুলো খুব সুস্বাদু।' বাংলাদেশে অসাধারণ স্বাদের কয়েক প্রজাতির সমুদ্র-শৈবাল আছে বলে জানালেন জাহানারা। এটি এই শিল্পের জন্য বাড়তি সুবিধা। বরেন্দ্র অঞ্চলে অবস্থিত অন্যান্য দুধভিত্তিক খাদ্য শিল্পের সঙ্গে কাজ করতে যাচ্ছে জাহানারা গ্রিন এগ্রো। ১ লাখ বোতল সমুদ্র-শৈবালের নির্যাস সরবরাহ করবে তারা। সমুদ্র-শৈবালের জ্যাম, জেলি ইত্যাদি তৈরিতে ব্যবহার করা হবে সেগুলো। সমুদ্র-শৈবালের নির্যাস সরাসরি খাওয়া যায়। আবার চাইলে অন্যান্য খাবার তৈরিতেও ব্যবহার করা যায়। উদ্ভিদ বাছাই ও প্রক্রিয়াজাতকরণের ঝামেলা থেকে বাঁচিয়ে দিয়ে সিউইডের খাবার তৈরি সহজ করে দেয় এই নির্যাস। সমুদ্র-শৈবালের সঙ্গে যাদের নতুন পরিচয় হয়, তাদের জন্য এই উদ্ভিদ বাছাই ও প্রক্রিয়াকরণ বাড়তি ঝামেলার কাজ। কেবল খাবারের মধ্যেই সীমাবদ্ধ নয় জাহানারার তৈরি সিউইড পণ্যের বৈচিত্র্য। 'আমরা সিউইড থেকে ২২টি প্রসাধনী পণ্যও তৈরি করেছি। এর মধ্যে ১৮টি পণ্য ফেসিয়াল প্যাকেজ, চুলের প্যাকেজ, পেডিকিউর-ম্যানিকিউর প্যাকেজ ইত্যাদির প্যাকেজে প্যাকেজে ব্যবহৃত এবং বিক্রি করা হয়,' জাহানারা জানালেন। এছাড়া হাইড্রোপনিকসের জন্য প্রয়োজনীয় পুষ্টিও উৎপাদন করে তার প্রতিষ্ঠান। ফসলের জন্য প্রয়োজনীয় খাদ্য উপাদান পানিতে যোগ করে সেই পানিতে ফসল উৎপাদন করার প্রক্রিয়াকে বলা হয় হাইড্রোপনিক চাষাবাদ। সমুদ্র-শৈবাল ছাড়া হাইড্রোনিকস খাতটি পুরোপুরি রাসায়নিক ওপর নির্ভরশীল। জাহানারা এগ্রোর কোনো আউটলেট নেই। তারা সারা দেশে অর্ডারের ডেলিভারি দেয়। প্রতিষ্ঠানটির পত্তন ২০১০ সালে। তবে কৃষিতে জাহানারা ইসলামের যাত্রার শুরু ১৯৮০-র দশকের শুরুতে। ব্যবসায় স্নাতক ও গৃহিনী জাহানারা শুধু পরিবারের জন্য সবজি বাগান ও ছোট একটা পোল্ট্রি খামার শুরু করেন। পরে তার বাগান ও খামারের আকার বড় হয়। প্রথমে বন্ধুবান্ধব ও প্রতিবেশীদের নানা ধরনের খাদ্যপণ্য উপহার দিতেন তিনি। পরে সেগুলো বিক্রি শুরু করেন। ১৯৮৩ সালে সিউইড ফুড আইটেম নিয়ে গবেষণা শুরু করেন জাহানারা। বর্তমানে তার ফার্মে ৫০-৬০ জন কর্মী আছে। এছাড়া প্রায় দুই লাখ ক্ষুদ্র কৃষক চুক্তিভিত্তিক চাষের মাধ্যমে তার প্রতিষ্ঠানের সঙ্গে জড়িত। জাহানারা গ্রিন এগ্রো সিউইড পণ্য ছাড়াও মাশরুম থেকে শুরু করে নারকেল ও কফি বিন থেকে চকলেট বিন পর্যন্ত অন্যান্য অনেক ফুড আইটেম উৎপাদন ও বাজারজাত করে। এই অসাধারণ অর্জন এসেছে কেবল অভিজ্ঞতা ও কৃষির প্রতি নিখাদ ভালোবাসা থেকে। ছবি: সংগৃহীত জাহানারা ইসলাম বলেন, 'কৃষিতে আমার কোনো একাডেমিক ব্যাকগ্রাউন্ড নেই। আমার আবেগই আমাকে এতদূর নিয়ে এসেছে।' এই উদ্যোক্তা জানালেন, তার কাজ এগিয়ে নিয়ে যাওয়ার জন্য তিনি তার পরবর্তী প্রজন্মকে প্রস্তুত করেছেন। তার তিন সন্তানই প্রকৌশলী। তবে তারা তাদের একাডেমিক এবং প্রযুক্তিজ্ঞান কাজে লাগিয়ে তাদের মায়ের কাজকে আরও উন্নত করতে ভূমিকা রাখছে। জাহানারা বলেন, 'আমরা দেশে উৎপাদিত কাঁচামাল দিয়ে আমাদের কৃষি-শিল্পের বিকাশ ঘটাতে চাই।' স্বশিক্ষিত এই কৃষি-উদ্যোক্তা বলেন, ভবিষ্যতে তিনি সমুদ্র-শৈবালভিত্তিক সার, গবাদিপশুর খাদ্য ইত্যাদি উৎপাদনে যাবেন। এছাড়া শিল্প স্কেলে উন্নীত হওয়ার পরিকল্পনাও আছে তার। জাহানারা গ্রিন এগ্রো অ্যান্ড ফুড প্রোডাক্টসের চেয়ারম্যান বলেন, 'শিল্প স্কেলে উৎপাদনের জন্য প্রতিদিন কয়েক টন সিউইডের প্রয়োজন হবে। এর ফলে উপকূলীয় এলাকার মানুষ বিস্তীর্ণ উপকূলরেখা ব্যবহার করে প্রায় কোনো বিনিয়োগে না করেই উপার্জন করতে পারবে।'

Businesspeople say the move will be effective in tackling irregularities of loan repayments. But for those who are not irregular and only defaulted in the face of business losses, this will create additional stress for them. Business leaders say such an initiative would be "inhumane". Because, one has to understand at what stage a company goes bankrupt. Such an initiative would not be business-friendly at all, they add. At present, under Section 19 (11) of the Income Tax Ordinance, no taxpayer will be subject to income tax if he has been waived a bank loan or interest. As such, both the individual and the company – the borrower – have been getting tax exemptions on such interests. However, over the past few years, massive amounts of loans have been turning into defaults and most of the default loans are disbursed to companies rather than to individuals. Often a company goes into default due to losses caused by factors beyond their control. However, in the last few years, the issue of defaulting intentionally has become common in Bangladesh. Photo: Salahuddin Ahmed The government is going to extend the existing reduced 15% corporate tax for the textile sector for another three fiscal years, subject to its compliance with some conditions, according to finance ministry officials. Spinning, yarn dyeing, finishing, coning, fabric dyeing, printing or any other such industries will also enjoy the benefit. But the companies must be registered under the Companies Act, and comply with all provisions of that ordinance. If they have paid any penalty slapped by any government authorities for violation of environmental rules and regulations, that fiscal year they have to pay a regular tax rate. The extension will be effective from 1 July this year and will remain in effect until 30 June 2025. Currently, the corporate tax rate is 30% for non-listed companies and 22.5% for the listed ones. The government has taken the move to extend the reduced tax rate facility as part of its revenue incentive policy geared towards making this industry globally competitive, ministry officials said. Bangladesh has secured second position in RMG exports globally because of such support. And, to retain this achievement and to get expected revenue from this sector, the reduced tax rate should continue for the textile sector, they noted. As the statutory regulatory order to this effect will expire on 30 June this year, the new budget will propose extending the facility up to 30 June 2025. Welcoming this move, Bangladesh Textile Mills Association (BTMA) President Mohammad Ali Khokon told The Business Standard that it is an encouraging move for the sector that is in the same league as others grappling with raw material price hikes. He requested that the government continue this facility till 2030 to deal with post-LDC challenges. Envoy Textile Chairman Kutubuddin Ahmed told TBS such an extension to the reduced tax rate is not enough. The sector's total tax burden is higher as they have to pay source tax that is not adjustable with the corporate tax. The textile sector requires more focus if the government wants to strengthen the backward linkage industry of the apparel sector, he also said. The government should provide the textile sector with more facilities, such as easy access to gas and electricity connections, so they can expand their capacity and bring in new investors, Kutubuddin noted. At the same time, the sector should get loans at a low interest, he added. BGMEA former president Kutubuddin Ahmed said the apparel sector has strengthened its footprint globally, but if the textile sector fails to boost its capacity before the LDC graduation, the RMG industry might face challenges after Bangladesh's graduation to a developing nation in 2026. VAT on wholesale of fabrics cut to 2% In the meantime, VAT on wholesale of fabrics at the local market will be slashed to 2% from 5% from the next fiscal year, sources said. The decision has primarily been made targeting Old Dhaka-centric fabric markets. Most of the country's wholesale fabrics are sold in the markets. Besides, there are many wholesale fabric markets in Narayanganj, Narsingdi, Pabna and Sirajganj. Businesses complained that the current VAT rate is much higher. Seeking anonymity, an official at the National Board of Revenue said even though fabrics in huge quantities are being sold at the wholesale level across the country, VAT collection from this sector is not satisfactory. So, the NBR aims to increase VAT collection by cutting the rate. Monsoor Ahmed, chief executive officer (in-charge) at BTMA, said the VAT rate cut will give a relief to local consumers as product prices have already gone high due to hikes in raw material prices. He also demanded that VAT on synthetic and viscose yarns be reduced in line with cotton yarns. Currently, the revenue board collects Tk3 in VAT on sales of 1kg cotton yarns and Tk6 for non-cotton yarns. At present, retailers are getting by with the potatoes that farmers are harvesting and selling straight to the wholesalers. Between January and April, potatoes were cultivated in about 35,796 hectares of land in Munshiganj and 11 lakh tonnes of potatoes were produced, according to the district agriculture office. Farmers will run out of potatoes to supply to wholesalers in two weeks or so, said Alauddin Hossain, a vegetable seller in Munshiganj's Sreepalli area. "Then there will be a crisis," he added. Rashraj Madbar, who has been hoarding the tuber, says he is waiting for the price to go up further to release his stock from the cold storage. "If I sell them now, I will have to incur losses," he added. And yet, the farmers, who are growing the vegetable, say they will be racking up losses as their cultivation cost was high this year due to rain. Kamrul Hasan Russel, a farmer of Hamidpur village in Munshiganj Sadar Upazila, said his production cost was Tk 18-19 a kg but he is selling his harvest at Tk 16-17 to wholesalers. Since September last to April this year, the country's single-month export earnings had been surpassing the four-billion mark. The May 2022 earnings, however, missed the target set for the month slightly by 1.64 per cent, disclosed the data. Of the total $47.17 billion export income during the July-May period, RMG sector fetched $38.52 billion, posting 34.87 per cent growth than last fiscal's rate. A breakdown of the clothing-sector performance shows that knitwear subsector of RMG earned $20.98 billion from exports, registering 36.61 per cent growth. Earnings from the export of woven garments have amounted to $17.35 billion in the past eight months, up by 32.85 per cent. As the buyers are reluctant to adjust their prices taking the added cost into account, the exporters find themselves on the horns of a dilemma. The situation is not only true for Bangladesh, but for other Asian countries as well, reports the Reuters. The report said, many manufacturers in India and other countries have chosen to cease production leading to many workers becoming jobless, which in effect is hindering the economic recovery from the pandemic. Due to excessive rain in India and drought in the US state of Florida, the production of cotton has depleted leading to its price to increase as much as two times in some countries in the span of one year. The Reuters story reads, a near doubling in benchmark cotton futures to 11-year highs, hard on the heels of a spike in freight and fuel prices, is clobbering Asian apparel makers while their global retail customers are reluctant to soak up the extra costs. Against this backdrop, the Bangladesh Bank on Thursday made a U-turn on their earlier decision of having a prescribed dollar rate, instead allowing banks to quote the rate based on market demand. A floating exchange rate is expected to encourage the inward flow of remittance through formal banking channels and help exporters. Exports posted 23% growth in May, bringing home $47 billion so far in the current fiscal year. Inflow of foreign assistance also increased 59% year-on-year to $7.7 billion until April. These positive trends appeared at a time when the country's trade deficit widened the most as export growth is far exceeded by runaway import bills due to global price hikes. Remittance inflow dropped 13% in May, adding to the concern about the safe level of the foreign exchange reserve standing at $42.11 billion as of 1 June. The trade deficit, the gap between the country's export incomes and import expenditures, widened by 53% higher from July-April of last fiscal year, according to the Bangladesh Bank data released on Thursday. Current account deficit ballooned to $15.31 billion in July-April of the current fiscal year, more than 9 times the level seen a year ago. However, net foreign direct investment and capital transfers posted impressive growth during the period, according to the latest data of the central bank. Now, the growth figures in export and external finance are seen as a relief for the country's overall balance of payment (BoP) situation. Growing foreign aid comes as a relief The amount of foreign aid, including budget support, increased by 59% during July-April of the current financial year, spelling relief for strained foreign reserves. According to the Economic Relations Department (ERD), development partners disbursed $7.7 billion during the period. In the current financial year, $1.85 billion has been allocated for budget support and purchase of vaccines, with the money coming from the World Bank, Asian Development Bank (ADB), AIIB, JICA, Korea and OPEC funds. Of this, $956 million is the discount for buying vaccines, while $895 million is for budget support. In addition, $250 million in budget support from the World Bank will be released this month based on an agreement the government signed on April 18. Dr Zahid Hussain, former lead economist, the World Bank, Dhaka office said, the budget support will come as a relief given the current global situation as it will be deposited directly into the reserve. On the other hand, the fund for buying vaccines would ease pressure off the reserve as otherwise it would have to be used to procure the inoculations. In the last fiscal year, the budget support was $1.09 billion. Earlier, Bangladesh received $1 billion in budget assistance in the 2019-20 fiscal year to address the Covid-19 situation. Until then, annual budget support was below $300 million. ERD officials said the government expects to receive budget support from a number of development partners in the next financial year as well. The World Bank, ADB and AIIB are expected to give $500 million each in assistance. Besides, the government is expecting huge budget support from JICA as well. ERD officials, meanwhile, said the foreign aid had been $4.85 billion in July-April, although it rose to $8.95 billion at the end of the year. On the other hand, with two months left in the current fiscal year, the ERD expects foreign funding to exceed $8 billion by the end of the current fiscal year, the highest since independence. In the first 10 months of the current financial year, ADB released the most money - $1.98 billion - followed by JICA's $1.7 billion. Meanwhile, according to the Department of Implementation Monitoring and Evaluation (IMED), the allocation of foreign aid to the Annual Development Program (ADP) towards the end of the current fiscal year has led to a slight increase in spending. As of April, various ministries and departments had spent 32.35% of their foreign aid on ADP. At the same time last year, the rate was 30%. Apparel export might fall Engineer Kutubuddin Ahmed, chairman of Envoy Textile Ltd, the world's first LEED-platinum certified denim textiles, said apparel exports might face some cancellations and deferred shipments in the coming days as stores are facing falling sales. "We had a pressure of orders after the Covid-19 recovery period in our export markets, as almost every store was empty. But the Russia- Ukraine war changed everything." He said high inflation in the EU and the USA would lead to people cutting expenses which may hurt apparel demand. Ahmed also said on top of deferred shipment, one buyer had already asked for a 2.5% discount, with the situation expected to worsen if the war didn't stop immediately. EPB analysis shows lowest export earnings in May According to data released by the Export Promotion Bureau (EPB) on Thursday, Bangladesh recorded exports amounting to $3.83 billion in May this year. The EPB's statistical analysis, however, shows that last month was also a period of the second lowest export earnings in the last 11 months. Earlier in August, exports were slightly lower than in May. And since last September, export revenue had crossed $4 billion for eight consecutive months. This was not the case in May, although it is higher than the $3.10 billion last May. Although export receipts couldn't surpass the $3.89 billion target set for the month, it reached $3.83 billion. Talking with The Business Standard, Fazlul Hoque, managing director of Plummy Fashions Ltd, one of the greenest knitwear manufacturers in the world, said, "Due to Eid vacation, apparel shipments were a little bit lower in May, as it was a shorter month to do business". He also mentioned that the export volume still remains good compared to last year, although it might fall in the coming months as the order placement has slowed. The EPB data shows that the country's exporters posted 34.09% year-on-year growth in export earnings in the July-May period of the current fiscal year. In April, exports clocked at $4 billion with 51% year-on-year growth, raking in $43.34 billion in 10 months of the current fiscal year. 4 sectors crossed $1 billion in exports According to EPB figures, the garment sector accounted for about 82% of total exports in the 11 months under review. Out of this, four sectors crossed the $1 billion mark during the period under review. These are home textiles, leather and leather products, agricultural products, jute and jute goods. Despite the growth in exports of three of the four sectors, exports of jute and jute products declined compared to the same period of the previous financial year. Meanwhile, the EPB expects to have lower growth next year. The government has taken special initiatives to increase tea production and researches are being done to innovate new and improved varieties of tea leaves, he said. The minister spoke at a press briefing in the conference room of the commerce ministry in Dhaka on the eve of the National Tea Day, which will be observed countrywide on June 4. There are now 167 large tea gardens in the country and more than 8,000 small tea gardens. Bangladesh has beat its record in tea production as a total of 96.50 million kilogrammes (kgs) of the plant were produced by 167 farms across the country in 2021. This is the highest annual yield on record, eclipsing 2020's harvest by a good 10.111 million kgs, according to officials of the Bangladesh Tea Board. The previous highest annual production came in 2019, when a record 96.069 million kgs of tea was produced.

According to a press release, Travela is a short-term accommodation rental platform, meaning, anyone who has a spare/unused room or apartment can list their room/apartment on the platform and users can book these spaces through the app and get a place to stay for days, weeks or even months. Accommodation is a major problem while travelling. If someone decides to travel somewhere, the first thing they need to sort out is a place to stay, but today's go-to solution is hotel rooms but hotels come with some problems as well. Hotels are not available everywhere, and room prices fluctuate often (especially in peak seasons prices go skyrocketing). Travela is a short term accommodation rental platform and anyone can list their spare/unused rooms or apartments on Travela and the users can book these places and find a place to stay. This way people can book a whole apartment for less than the price of the same standard hotel room, get a full functioning kitchen, can cook for themselves, and most importantly, get a home-like warm and friendly environment. "As a filmmaker, I had to travel all over the country. Mostly I used to stay at hotels and sometimes at my friends' houses. This made me realize that staying at houses made much more sense than staying at hotels. That is when I thought to give it a try," said Ishtiaque Ahmed, COO of Travela. However, the country's capital city of Dhaka slipped by 63 positions to rank 326th among 1,000 cities, it also said. Israel-based international research platform StartupBlink published the report on Tuesday. Bangladesh has maintained its position of 93rd, showing stability, and is ranked fourth in South Asia, behind Sri Lanka in total score, said the report. The report mentioned that Bangladeshi startups raised a significant amount of funds from local and global venture capitals. "Last year we saw changes to the financial investment landscape in Bangladesh aimed at developing more opportunities for the local startup ecosystem," it said. Bangladeshi startups raised funds at a rate nearly four times higher than the previous year, and the majority of this funding came from global investors. Highlighting the country's strong economic potential, the think-tank said that the local ecosystem would require active support from the government. Top priorities should be improving infrastructure, including internet stability. The government should also work on policy support, arrangement of corporate venture capital, and improving industry-academia collaboration to support the growth of startups, the report suggested. Government policies and projects from the country's ICT Division, such as the IDEA Project and Startup Bangladesh Limited with $65 million, were helping improve the local startup ecosystem, it noted. The report says, Bangladesh's startup ecosystems are a potential digital treasure in Asia, but it requires systematic country-level branding to attract more foreign investments and generate exposure. The global report mentioned 10 Minute School, bKash and Pathao as three notable local startups. According to the report, Bangladesh's startup ecosystem ranked 51st position for transportation, 61 for health and 67 for ecommerce and retail worldwide. As the most popular industries in the country, there is a sample of 17 Transportation startups in Bangladesh, 13 Health startups in Bangladesh and 9 Ecommerce & Retail startups in Bangladesh, on the StartupBlink Map, it said. In the last year's edition of the global report, Dhaka ranked 263rd out of thousand cities. This year, Bangladesh only has Dhaka in the global top 1,000 this year after its seed ecosystems of Khulna and Chittagong dropped from the Index. Khulna slid to 1,174th position from 977th last year, while Chittagong downgraded to 1,180 from 993 previously. Bangladesh ranked fourth position in the South Asia region where India tops the list. Among other neighbours, Pakistan ranked 76 and Sri Lanka 90. The top countries in the list are the United States, United Kingdom, Israel, Canada, Sweden, Germany, Singapore, Australia, France and China.

Visiting the under-construction coal-fired power plant, he said 95% of the project's construction is complete. "The remaining work will be finished by December of this year and it will begin production from that month," the Chinese envoy said. The 1320MW power plant near the Bay of Bengal is one of the most significant joint ventures between Bangladesh and China, with the S Alam Group holding 70% of ownership. It is one of the largest coal-fired power plants in the country. National and international environmental activists have warned that the power plant will cause massive harm to the environment due to its use of coal. However, Li Jiming claimed, "Despite it being a coal-fired power plant, there is no fear of environmental pollution due to supercritical technology." He said, "This technology can produce more power with less coal. Many countries across the globe are using this technology to build coal-fired plants." Echoing Jiming, the project's Deputy General Manager (Mechanical) Ashraf Uddin said the plant is being equipped with an electrostatic precipitator and flue gas desulfurisation, which will help with reducing pollution. Md Faizur Rahman, site project manager of the power plant, confirmed that the project is progressing at a fast pace. He put the progress on the engineering side at 99.89%, procurement progress at 98.76%, and construction progress at 92.22%. According to sources, the SS Power 1 power plant will run on imported coal, most of which will be bought from Indonesia, but if necessary, coal will be imported from Australia. A large jetty has been built on the adjacent beach to unload coal. The power plant is being built on 606 acres of land in the Gandamara union of Banshkhali since 2015. It will generate electricity in two units, each with a capacity of 660 MW. 198 power line poles have been installed for the transmission line from Banshkhali to Madunaghat in Chattogram to supply the electricity generated.

Currently, contractors and suppliers are required to pay 50% additional tax at source in the purchases and sales of goods and services if they do not have a TIN. From next year, they will have to submit tax returns against such purchases and sales, otherwise, they will have to pay 50% additional money on their total source tax, said Finance Ministry sources involved in preparing the budget. Businesses that were so far required to show TINs will have to show proof of return submissions from next year, or else, they will have to pay a fine ranging from Tk5,000 to Tk20,000. In addition, if any service provider or contractor fails to prove its return submission, it will have to pay a fine of up to Tk10 lakh. On the other hand, the buyer of the services or goods will pay a fine of up to Tk50 lakh if they do not cooperate with the deputy commissioner of taxes by providing all required documents and giving them access to their servers to verify the deduction of source tax. The move comes against the backdrop that even though the government has provided tax identification numbers (TINs) to a large number of people over the last few years to expand the tax net, two-thirds of the TIN holders are refraining from filing tax returns. Anwar-ul-Alam Chowdhury Parvez, president of the Bangladesh Chamber of Industries (BCI), however, thinks people do not feel encouraged to file tax returns as various tax rules are not taxpayer-friendly. TIN holders would be encouraged to file tax returns only if a conducive atmosphere is created, he told The Business Standard, adding that causing fear will not help to serve the purpose. As per the Income Tax Ordinance 1984, the submission of income tax returns is mandatory for all TIN holders. The new budget is going to make a provision for exempting all MPO-listed schools except those running English version curriculum, public universities, recognised provident funds, pension funds, approved gratuity funds, approved superannuation funds, work profit participant funds, and taxpayers without any fixed income from the obligation of income tax return submission. Scope to widen for small taxpayers, narrow for biggies If a person earns less than Tk15 lakh and invests 25% of it, they currently enjoy a 15% tax waiver on the investment. If the income is more than Tk15 lakh, the 25% investment qualifies for a 10% waiver. The proposed budget lowers the investment threshold to 20% and unifies the special treatment to 15%. This means small taxpayers will get more investment benefits, while it will be paltry for the biggies. Currently the special treatments – tax waiver or tax discount – are only applicable for timely return submissions. In the next budget, the discount is slashed to 7.5% for taxpayers who would miss the submission deadline. The proposed budget also cancels tax waiver or discounts if the income of the taxpayer with above Tk1 crore annual turnover is not transferred through banking channels. Agriculture and farming are proposed to remain out of this purview. Finance ministry officials said the proposed measures would help make returns easier, and the taxpayers will be benefited ultimately. Service providers sans return submissions to face fine Contractors and suppliers now pay 2%-12% source taxes on their purchases and sales. In the next budget, the range has been proposed at 0.65%-12%. Currently, contractors and suppliers are required to pay 50% additional tax at source in the purchases and sales of goods and services if they do not have a TIN. From next year, they will have to submit tax returns against such purchases and sales, otherwise, they will have to pay 50% additional money on their total source tax. A Deputy Commissioner of Taxes of a tax zone in Dhaka told The Business Standard that suppliers to big businesses usually pay the source taxes. But both the sourcing company and supplier tend to evade tax in case of small-scale supplies. "If the return submissions are mandated for the service providers, such sourcing and transactions will be more transparent," he added. Four sectors to come under tax deduction at sources New four sectors – hotel, resort, community center and transport agency whose annual turnover is more than Tk1 crore – have been proposed for source tax deduction. Currently, source taxes are deducted in 16 sectors. Service providers with annual business less than Tk25 lakh pay 10% source tax, while the rate is 12% if business is more than Tk25 lakh. Such ventures are levied with 50% more source tax if they do not have a TIN. In the next budget, return submission documents will replace the TIN, while the default will meet with 50% source tax. Besides, if the bills are not collected through the banking channels, there will be provision for 50% more source tax.
