Govt to spend Tk 470m on buying 50 SUVs for UNOs

The government has cleared a proposal to purchase 50 sport utility vehicles or SUVs at a total cost of Tk 470 million for Upazila Nirbahee Officers or UNOs.
Each of the Mitsubishi Pajero Sport QX vehicles will cost Tk 9.4 million, according to the proposal cleared in principle by the cabinet committee on finance in a meeting on Thursday.

Finance Minister AHM Mustafa Kamal, who chaired the meeting, said the government would buy the vehicles for the executive officers at the Upazilas under a direct purchase process from Pragati Industries.
The committee also provisionally approved another proposal to set up LED streetlights in Dhaka North at an estimated cost of around Tk 3.7 billion.

The government will build a 500-bed hospital and a 100-seat medical college on a six-acre abandoned piece of land of Bangladesh Railway in Chattogram at an estimated cost of Tk 4.86 billion.

Car manufacturing in Bangladesh: preparing for the next biggest industry after apparel

Bangladesh will soon start manufacturing cars, that too electric ones, according to a news report published in The Daily Star with the headline "Local firm to set up a $200m plant to make electric vehicle" in July last year.

Presently the country has 12 million people of the medium-income generating affluent bracket and this segment of the population is growing very fast -- by 10 per cent a year.

Meanwhile importing automobiles requires paying import duties ranging from 130 per cent to 850 per cent. This inevitably results in some consumers not getting their desired vehicles within their affordability.

Automobile density, which is the number of vehicles per unit length of the roadway, in Bangladesh is as low as 0.5 per cent, when the global average is 12 per cent.

Moreover, heavy reliance of fossil fuels and the resulting carbon emissions are working against the country's fight to adapt and mitigate the impacts of climate change.

Bangladesh's initiative to manufacture electric vehicles (EVs) is what present times require and will broaden the economy. The large Chinese and Indian markets with duty-free access for Bangladeshi products will be an added advantage soon, once the sector thrives like that of apparel. The manufacture and export of cars are about to unveil a new horizon for Bangladesh.

There is no substitute for industrialization for accelerating sustainable development but not at the cost of losing farmland and food sufficiency.

The government has also declared that they would create all kinds of infrastructure at designated places for the establishment of industries that could be availed by local and foreign investors.

The Bangladesh Economic Zones Authority (Beza) has been selecting locations in different districts all over the country for special economic zones.

Bangabandhu Industrial Park is an industrial town being built on 30,000 acres of land by the river Feni. This industrial city is being set up on the west side of Mirsarai. This industrial park is expected to generate 1.5 million jobs.

The BEZA executive chairman laid the foundation stone of Bangladesh Auto Industries (BAIL) in the zone a few months back.

The EVs are said to reduce fuel cost by up to 90 per cent and cut down maintenance cost to 10 per cent only.

With zero emissions its carbon footprint is even lower. While electric vehicles made in Bangladesh are expected to cost half that of current market prices, BAIL will ensure after-sales service and spare parts. This guarantees resale of their vehicles, an important factor for the Bangladeshi market which gives a lot of emphasis on resale value.

Mir Masud Kabir, managing director of the BAIL, explained the opportunities of manufacturing environment-friendly automobiles in Bangladesh by leveraging on the fast-growing market and supportive government policies and incentives.

In the next 25 years, 1.5 billion new generation smart vehicles will be manufactured in the world. The smart vehicles' market size is $30 trillion.

While the BAIL is preparing to manufacture two, three and four wheeler EVs, its sister concerns are gearing up to manufacture lithium-ion batteries, motors, controllers and chargers. These are crucial components of EVs. Thus, it is a 360-degree EV manufacturing ecosystem in development.

The question has arisen as to why the BAIL has taken up such an ambitious plan when this country lacks efficiency in many sectors. The answer lies in the initiators of the BAIL having transformed the internet sector earlier and now seeing the automobile sector as the next frontier with a lot of promise and a success story for Bangladesh after apparel.

So how will this industrial city will be getting a supply of 1.5 million skilled people when these industries will be technology-based? The formation of National Skills Development Authority (NSDA) is a possible answer.

However, the NSDA should prepare plans not only for the human resource just entering the job market but also those intending to make a switch over apprehensions their existing sector might come to be abandoned eventually.

Pandemic puts a damper on Tata pickup project

The initiative of Tata Motors and Nitol-Niloy Group to assemble the Indian automobile giant's specialised pickup trucks in Bangladesh has hit a roadblock as the progress of the project is being stymied by the ongoing pandemic.

"We had set a target to start assembling pickup trucks and manufacture at least 25 per cent of the components in Bangladesh by 2020. But the pandemic has delayed our work by at least a year," said Abdul Matlub Ahmad, chairman of Nitol-Niloy Group.

"We could not carry out work at the factory as Tata's engineers and other technical officials cannot travel amid the pandemic," he added.

According to the chairman, the group initially planned to assemble 800 pickup trucks per month at a factory of Nita Company, a joint venture of Nitol-Niloy and Tata, in Kishoreganj.

Now though, they have an old plant in Jashore, where they can assemble small pickups and other trucks.

Currently, the chassis for trucks, buses and minibuses are imported in completely knocked down (CKD) condition and put together at the Jashore plant, said Ahmad.

The demand for pickup trucks in Bangladesh was over 1,000 units per month for the last four years with a growth rate of 18 per cent, data from the Bangladesh Road Transport Authority (BRTA) shows.

The BRTA approved the registration to 13,512 pickup trucks from various manufacturers in 2017, up from 11,371 in 2016, 10,257 in 2015 and 9,554 in 2014.

However, the BRTA has been unable to update these statistics amid the ongoing Covid-19 pandemic.

"We have all the machineries required at the Kishoreganj plant to start assembling as planned but unfortunately, pandemic has caused delays," said Ahmad, also a former president of the Federation of Bangladesh Chambers of Commerce and Industry, the country's apex trade body.

The end game is not just to assemble pickup trucks in Bangladesh but to spur on automobile manufacturing in the country, he added.

Ahmad also said that they originally wanted to introduce a 'made-in-Bangladesh' pickup truck by January 2021. However, the initiative has been delayed by at least one year.

"I dreamed to introduce made in Bangladesh automobiles for the country's golden jubilee but the situation is not in our favour," he said.

As per international practice, at least 25 per cent of a vehicle's components must be manufactured domestically to call it a local product.

Nitol Motors would manufacture the chassis, body, pinion, rims and brake components, which would be economically viable, Ahmad said, adding that Tata would directly supply the rest of the components to the manufacturing plant.

Nitol Motors started assembling Tata buses and trucks in 1991 and has been Tata Motors' partner since 1988.

Now, it is the largest distributor of Tata Motors in South Asia and the most dominant player in the country's commercial vehicle market with over 40 per cent of the market share.

According to Nitol Motors, it accounts for over two-thirds of the pickup truck market in the country and has been growing at a double digit rate for the past five years.   

Due to delays, Ahmad said their investment would increase to Tk 500 crore from an estimated Tk 300 crore to set up an assembly plant for pickup trucks and it would need a total Tk 800 crore to manufacture trucks and buses in future.

Ahmad also said that the assembly of pickup trucks would reduce its price in the domestic market by about one third per unit.

RAB, Police and small entrepreneurs will be major customers for the pickup, he added.

"If we are able to start assembling and manufacturing at the plant, local vendors who provide us components would be beneficial, as Prime Minister Sheikh Hasina announced 'Light Engineering' as the product of the year to give special attention for earning more foreign exchange through exporting various products."

Definitely an eyesore to see Indian buses and commercial vehicles plying on the streets of Bangladesh! But we can 'thank' this govt for letting them build these rubbish automotive industries in the country... we need to attract investments from Toyota as Toyota is and always will be the most popular car brand in BD! I think Proton and Hyundai assembles cars in BD as well and Mercedes and BMW have also shown interest. Would also be nice to see Chinese brands like Great Wall Motors/Haval assemble cars in BD as well.

 At least thankfully our general population has the common sense and decency to buy Japanese/Korean/European cars for personal use!

Fair Group announces car assembly tie-up with Hyundai

Fair Technology yesterday announced it has entered into an exclusive partnership with South Korean automotive manufacturer Hyundai Motors to set up a car assembly plant in Bangladesh within the second half of next year.

Bangladesh is still a reconditioned car dominant market as only 25 per cent of cars sold here are new, said Mohammed Mesbah Uddin, chief marketing officer of parent company Fair Group, in a virtual ceremony marking the announcement.

As per Fair Technology's market study, some 25,000 to 30,000 cars are sold every year in Bangladesh -- and most of them are second-hand ones brought in from Japan, where due to the superior road conditions the wear-and-tear is minimal.

"We are committed to building the car assembling ecosystem in the country. Our target is to reshape the market as one of new cars," Uddin said.

The company is targeting to upgrade the market share of brand-new cars to 50 per cent within the next three to four years.

Some years ago, the government undertook a favourable policy to develop the car assembling industry and a few companies moved to take advantage of it.

Fair has started discussions with the government, especially with the National Board of Revenue, over some tax issues and if a clear direction comes up the company would expedite the preparations for the plant, Uddin added.

Fair already has developed the competency to manufacture sophisticated, high-tech products.

It is already manufacturing a huge variety of electronic goods of Samsung in their Narsingdi plant including smartphone, television, refrigerator, washing machine, air conditioner, microwave oven, air purifier and other home appliances.

Fair Technology also obtained the exclusive dealership of Hyundai and yesterday rolled out two car models of the South Korean brand.

A few more would be made available within the next 15 days.

Fair had planned to launch the cars sometime between March and April but the pandemic forced them to bring changes to the plans, according to Uddin.

"Our vision is to transform the Bangladeshi car market and provide the best quality products for the consumers," said Mutassim Daiaan, director of Fair Technology.

Hyundai has the best in quality in their car line-up and Fair Technology would provide a world-class customer experience in their showrooms and after-sales service, he said, adding that attractive warranties would be provided too.

The South Korean brand is currently dominating different markets, including that of India, where it is the second biggest player.

"In Bangladesh, we have no position right now but within the next few years, we want to cater to a good portion of the market, which we are expecting," Uddin said.

Fair Technology has fixed two top priorities -- best quality in after-sales service and availability of parts -- and they were putting massive efforts to ensure those.

It has developed a training module for mechanics across the country such that customers can easily access support from them.

It also has plans to establish a recycling industry in Bangladesh so that customers do not face any hassles on resale issues, Uddin said.

The company has initially targeted Dhaka and then to Chattogram. After that, it will set up shop in other cities.

Fair also plans to provide hybrid cars as the demand is gradually increasing alongside that of electric cars, both of which will lead the car market in the coming years, Uddin said.

Bangladesh to roll out its first car next year, says industries minister

Dhaka will roll out its first 'Made in Bangladesh' cars next year, Industries Minister Nurul Majid Mahmud Humayun said today.

"The Automobile Industry Development Policy 2020 will be finalised very soon. We will start making cars in Bangladesh from next year," the minister said during an exclusive interview with UNB.

According to the minister, the state-owned Pragati Industries Limited will start manufacturing the automobiles with technical assistance from Mitsubishi Corporation of Japan.

Nurul also said that the Japanese Ambassador Ito Naoki had told him in a meeting that the east Asian country's automobile industry entrepreneurs, including Mitsubishi Corporation, "are interested in increasing investments in Bangladesh".

"He [Ito Naoki] also said that Japan would provide technical assistance for the production of Bangladesh's own brand of motor vehicles. He further offered to assist Bangladesh in developing the vendor industry related to automobile and light engineering industries and setting up an Automobile Testing & Research Institute in Bangladesh," the minister said.

The Ministry of Industries has already formulated a time-bound action plan for the development of automobile and other industries in the country. "This action plan will play an important role in attracting foreign direct investment (FDI)," he also said.

On the advantages of domestic car production, he said that foreign cars cost more for end-users due to import duty that is quite high in this country.

"If cars are made in Bangladesh, their prices will also decrease. People will be able to buy it at affordable prices. If the country produces its own brand of automobiles, there will be no shortage of buyers too," he said.

Hailing the youths of the country as "an innovative workforce", the minister said, "If this industry is developed by utilising them [the youth], the opportunity to export motor cars and motorcycles to the world market will also be created after meeting the domestic demand."

IFAD Autos Limited, the Bangladeshi dealer for Indian automotive company Ashok Leyland, has decided to invest Tk80 crore with a view to acquiring 40% shares of the IFAD Multiproducts Limited.

The company, which has dealings in vehicles with different sectors of Bangladesh, made the decision to diversify its business.

IFAD Autos imports different models of complete Ashok Leyland's vehicles as well CKD and spares from the company to assemble locally.

An official said the company deems that the market of consumer goods has good potential in the country.

Besides its existing products, the company has plans to launch new products. For this, the management of the company has taken this decision, he added.  

IFAD Autos will take approval from the shareholders in the forthcoming general meeting of the company.

Furthermore, the investing amount will be financed from company's own fund.

Recently, IFAD Autos Limited signed a land-lease agreement with Bangladesh Economic Zones Authority (Beza) by which the company will expand its manufacturing facilities on 30 acres of land at the Bangabandhu Sheikh Mujib Shilpa Nagar.

The company IFAD will invest $51 million to set up a car assembly factory, lubricant blending plant, and light engineering industry, which will create employment for about 880 people.

IFAD Multiproducts Limited is one of the sister concerns of IFAD Group, having common management.

From July to March 2021, the revenue of the company was tk657.81 crore.

Consequently, its profit was Tk54.96 crore and earnings per share was Tk2.17.

IFAD Autos Limited was incorporated on 17 February 1988. It was listed on the stock exchanges in 2015.

Out of the company's total shares, sponsor and directors jointly hold 54.87%, institutional investors 26%, foreign investors 0.83%, and general investors 18.30%.

The last trading price of the company's shares at the Dhaka Stock Exchange was Tk56.70 each on Sunday.

বাংলাদেশে বৈদ্যুতিক গাড়ির জন্য নীতিমালা প্রণয়নের পাশাপাশি আমদানিকৃত যানবাহনের জন্য চার্জিং নীতিমালা নিয়েও কাজ শুরু করেছে কর্তৃপক্ষ। কর্মকর্তারা বলছেন নীতিমালা চূড়ান্ত হলেই মোটরযান আমদানী শুরু হবে বলে আশা করছেন তারা।

তবে বাংলাদেশে এখন বিদ্যুৎ-চালিত যে বিপুল সংখ্যক ইজিবাইক আছে তার বাইরে প্রাইভেট কারসহ অন্য যানবাহনগুলো কবে নাগাদ আমদানি সম্ভব হবে তার কোন সময়সীমা ঠিক হয়নি। খবর বিবিসি বাংলার।

সড়ক ও সেতু মন্ত্রণালয়ের আওতায় সড়ক পরিবহন ও মহাসড়ক বিভাগের অতিরিক্ত সচিব ইউছুব আলী মোল্লা বিবিসি বাংলাকে বলেছেন তারা বুধবার বিদ্যুৎ চালিত যানবাহন সংক্রান্ত নীতিমালা চূড়ান্ত করতে দীর্ঘ বৈঠক করেছেন এবং বৈঠকে একজন যুগ্ম সচিবের নেতৃত্বে আরও একটি কমিটি করা হয়েছে খসড়া নীতিমালা আরও পর্যালোচনা করে সাত দিনের মধ্যে রিপোর্ট দেয়ার জন্য।

"রিপোর্ট পাওয়ার পর আবার আলোচনা হবে, মন্ত্রণালয়ের মতামত নিতে হবে এবং সংশ্লিষ্ট অনেকগুলো পক্ষ আলোচনা করতে হবে। এসব ধাপ পেরুনোর পর নীতিমালা চূড়ান্ত করে আমরা মন্ত্রণালয়ে দিতে পারবো। এতে কিছুটা সময় লাগবে," বিবিসি বাংলাকে বলছিলেন তিনি।

প্রসঙ্গত, সারা দেশে অবৈধভাবে চলা বিদ্যুৎ চালিত যানবাহন, বিশেষ করে ইজিবাইককে শৃঙ্খলায় আনতে প্রায় দু বছর আগে একটি খসড়া নীতিমালা তৈরি করেছিলো বাংলাদেশ সড়ক পরিবহন কর্তৃপক্ষ বা বিআরটিএ।

যদিও কর্মকর্তারা বলছেন শুরুতে বিদ্যুৎ চালিত এ ধরণের যানবাহন চলাচলের সুযোগ রাখা হবে কি-না তা নিয়ে সরকারের মধ্যে মতবিরোধ ছিলো কিন্তু পরে বিদ্যুৎ পরিস্থিতির উন্নতি হওয়া আর পরিবেশ-বান্ধব বিবেচনায় বিদ্যুৎ চালিত যানবাহন আমদানি ও চলাচলের জন্য নীতিমালা তৈরির উদ্যোগ নেয়া হয়।

এর অংশ হিসেবে সড়ক পরিবহন মন্ত্রণালয় বিআরটিএকে একটি খসড়া প্রস্তাবনা পাঠাতে বললে সংস্থাটি একটি খসড়া পাঠায়, যাতে মূলত তখনকার বিদ্যুৎ চালিত যানবাহনকে নিবন্ধনের আওতায় আনার ওপর জোর দেয়া হয়।

বিআরটিএ'র রোড সেফটি উইংয়ের পরিচালক শেখ মোহাম্মদ মাহবুব-ই-রব্বানী বিবিসি বাংলাকে বলছেন যে তারা বুয়েটের সাথে আলোচনা করে একটি খসড়া তৈরি করে মন্ত্রণালয়ে পাঠিয়েছেন।

"এখন মন্ত্রণালয় এই নীতিমালা নিয়ে কাজ করছে। ওটা চূড়ান্ত করে তারাই ওয়েবসাইটে দিয়ে দেবে। এরপর বিদ্যুৎ চালিত সবধরণের যানবাহন চলাচলের সুযোগ তৈরি হবে বলে আশা করছি," বলছিলেন তিনি।

জানা গেছে বিআরটিএ'র খসড়া মন্ত্রণালয়ের যাওয়ার পর তা নিয়ে দফায় দফায় বৈঠক হয়েছে এবং একটি প্রতিনিধিদলকে ভারতেও পাঠানো হয়েছিলো সেখানকার বিদ্যুৎ চালিত যানবাহনের ব্যবস্থাপনা, চলাচলসহ সার্বিক বিষয় দেখার জন্য। 

খসড়ায় যা ছিলো

মন্ত্রণালয় ও বিআরটিএ থেকে পাওয়া তথ্য অনুযায়ী খসড়া নীতিমালায় যানবাহনের নিবন্ধনের ওপর জোর দেয়া হয়েছিলো।

এতে বলা হয় রিচার্জেবল ব্যাটারিতে সঞ্চিত বিদ্যুৎ শক্তির সাহায্যে চালিত মোটরযান, যেটি ব্যাটারি বিদ্যুৎ বিতরণ লাইন বা নবায়নযোগ্য জ্বালানি ব্যবহারের মাধ্যমে রিচার্জ করা হয়, তাকেই ইলেকট্রিক মোটরযান বলা হবে।

তবে বাইসাইকেল বা রিকশা এর অন্তর্ভুক্ত হবে না।

খসড়া নীতিমালায় ইলেকট্রিক মোটরযানের জীবনকাল মোটরসাইকেলের ক্ষেত্রে দশ বছর, তিন চাকার যানবাহন নয় বছর ও হালকা, মধ্যম ও ভারী যানবাহনের জন্য ২০ বছর ধরা হয়েছে।

অনুমোদিত চার্জিং স্টেশন, নিজস্ব ব্যবস্থাপনা, সোলার প্যানেল বা নবায়নযোগ্য যে কোন জ্বালানি ব্যবহার করে রিচার্জ করা যাবে।

তবে ইলেকট্রিক মোটরযানের নিবন্ধন ও ফিটনেস সার্টিফিকেট, ট্যাক্স টোকেন ও রুট পারমিট দেয়ার প্রক্রিয়া প্রচলিত পদ্ধতিতেই হবে।

চার্জিং স্টেশন তৈরির উদ্যোগ

বিদ্যুৎ বিভাগ বলছে, দেশে বিদ্যুৎ-চালিত গাড়ি আমদানির পর সেগুলোর চার্জিং স্টেশন কোথায় হবে বা কেমন হবে কিংবা ট্যারিফ কেমন হবে-এসব বিষয়ে সম্প্রতি একটি আন্ত:মন্ত্রণালয় সভা হয়েছে।

এ সভায় অংশ নিয়ে বিদ্যুৎ প্রতিমন্ত্রী নসরুল হামিদ প্রত্যেকটি বিদ্যুৎ বিতরণ কোম্পানিতে বৈদ্যুতিক যান চার্জিং বিষয়ক টিম রাখার নির্দেশ দিয়েছেন।

একই সঙ্গে বৈদ্যুতিক যানবাহনের চার্জিং নীতিমালা গ্রাহক বান্ধব হতে হবে মন্তব্য করে তিনি বলেন পরিবেশের ভারসাম্য রাখতে বৈদ্যুতিক গাড়ির উত্থান উত্তরোত্তর বাড়বে।

এ আন্ত:মন্ত্রণালয় সভাতেই জানানো হয় যে পেট্রোল চালিত যানবাহনের প্রতি এক হাজার কিলোমিটারের জন্য যেখানে ৫৩৭৫ টাকা খরচ হয় সেখানে একই দূরত্বের জন্য বৈদ্যুতিক যানবাহনের ক্ষেত্রে খরচ হবে ১২৫০ টাকা।

এছাড়া পেট্রোল চালিত যানবাহনের চেয়ে বিদ্যুৎ চালিত যানবাহনের যান্ত্রিক দক্ষতাও বেশি এবং এটি পরিবেশ বান্ধব।

বিআরটিএ অবশ্য বলছে তারা রেজিস্ট্রেশন কার্যক্রম শুরু করেছেন যাতে করে নীতিমালা চূড়ান্ত হলে গাড়ি আমদানি করে কাউকে বিপাকে না পড়তে হয়।

প্রসঙ্গত বিশ্বজুড়েই এখন বাড়ছে বৈদ্যুতিক যানবাহনের ব্যবহার। এক পরিসংখ্যানে দেখা যায় ২০২০ সালে বিদ্যুৎ চালিত যানবাহনের বিক্রি আগের বছরের তুলনায় ৪৩ শতাংশ বেড়েছে। 

বাংলাদেশে এখনো বিদ্যুৎ চালিত কার বা মোটরযান চোখে না পড়লেও দেশজুড়ে অসংখ্য ইজিবাইক চলছে যেগুলোর ব্যাটারি বিদ্যুতে রিচার্জ করতে হয়।

তবে অল্প কিছু ইলেকট্রিক কার ব্যক্তি উদ্যোগে এসেছে এবং সেগুলো নিবন্ধন পেয়েছে বলে জানিয়েছেন বিআরটিএ'র কর্মকর্তারা।

Five banks and non-bank financial institutions are going to provide a syndicated loan of Tk 167 crore for the country's first electric vehicle (EV) manufacturing plant of Bangladesh Auto Industries Ltd (BAIL).

The proposed project's cost is estimated to be Tk 335 crore. The remaining amount will come from equity and foreign direct investment.

Bangladesh Infrastructure Finance Fund Ltd (BIFFL) is the loan's lead arranger. The others are Agrani Bank Ltd, Islami Bank Bangladesh Ltd, Bangladesh Development Bank Ltd and First Security Islami Bank Ltd.

According to the BAIL, the BIFFL would contribute Tk 75 crore and the banks the rest Tk 92 crore.

Talking to the Daily Star, Anower Sadat, head of investment of the BIFFL, said they were going forward as their assessment showed that electric vehicles would dominate the future automobile market.

"We do analysis of loan proposals on whether the business is viable or not before approving loans against any project,'' he said.

A financing agreement between the BAIL and the financers was signed at Dhaka Club yesterday.

The BAIL has almost completed setting up the factory on 100 acres of land at Bangabandhu Sheikh Mujib Shilpa Nagar, Chattogram.

Mir Masud Kabir, managing director of the BAIL, hopes to go for commercial operations within next month and for products to hit the market by June or July of 2022.

A Mannan Khan, chairman of BAIL, said their target was to provide sedans and sport utility vehicles (SUVs) at reasonable prices to the middle and lower-middle income groups.

"In our country, the lower middle and middle class dream of buying vehicles but they cannot afford it as the prices are excessive,'' he noted.

Considering their purchasing capacity, BAIL will provide them vehicles at affordable prices in semi urban and rural areas, he said.

The company is expecting to sell an SUV at Tk 25 lakh, sedan at Tk 12 lakh to Tk 15 lakh, and a hatchback at Tk 8 lakh or even less.

Khan said electric vehicles would cut fuel cost by 90 per cent and per kilometre energy cost would be less than Tk 2.

The battery capacity will be 50 kilowatt hour. Fully charging an EV would cost Tk 400 as per the existing electricity tariff.

"With a 20 minute charge, our EVs can run 400 km," Khan said, adding that the car can be charged at home with a regular connection or at a quick charging station.

"Our EV will also reduce maintenance costs by 90 per cent and carbon emission and toxic gasses by 100 per cent while ensuring the better transport performance and road safety," he claimed.

BAIL will also manufacture two-wheelers, three-wheelers and hatchbacks and has plans to upgrade to pickups, mini-trucks and multipurpose vehicles.

"We have a strong R&D team and are also taking professional and knowhow related technical services from an experienced foreign company, Wuhan Yuanteng Automobile Technology Co Ltd, for this project,'' said the BAIL chairman.

He expects the company's annual car sales to reach two lakh units by 2025 and 10 lakh units within the next 10 years.

Four banks and a Financial Institution (FI) have teamed up to finance Tk 3.34 billion primarily under a syndicated loan agreement to set up an electric vehicle (EV)-manufacturing plant in Mirsarai, Chattogram by a private company, reports UNB.

Agrani Bank, Islami Bank, First Security Islami Bank, Bangladesh Development Bank and Bangladesh Infrastructure Finance Fund Limited (BIFFL), a financial institution, will arrange the fund to set up the car plant.

A loan agreement was signed among the banks, FI and manufacturer Bangladesh Auto Industries Ltd (BAIL) in the city on Wednesday.

BAIL is setting up the electric vehicle manufacturing plant in the Bangabandhu Shilpa Nagar.

Lithium-ion battery, motor and controller for the vehicles will be manufactured under the project to ensure 75 per cent local value addition to the vehicle making it available at an affordable cost. Officials said Bangladesh Economic Zones Authority or BEZA already allotted 100 acres of land for the project and the construction of physical infrastructure was almost complete.

As per the current plan, BAIL expects to go for test production of an electric vehicle by mid-2022. Initially, electric vehicles like sedans, SUVs and MPVs will be manufactured and they will gradually go for manufacturing other types of electric vehicles.

BAIL Chairman MA Mannan Khan said their target was to provide sedans and sports utility vehicles (SUVs) at reasonable prices to the middle and lower-middle income groups of people in Bangladesh.

The company expects to sell an SUV at Tk 2.5 million, sedan at Tk 1.2 million to Tk 1.5 million, and a hatchback at Tk 0.8 million or even less.

The electric vehicles would help the users cut fuel cost by 90 per cent as the per kilometre energy cost would be less than Tk 2. The battery capacity will be 50 kilowatt hours. The fully charging of an EV would cost Tk 400 as per the existing electricity tariff. With a 20-minute charge, an EV can run 400 km.

এ শতকের শুরুর দিকে দেশে মোটরসাইকেলের সিসি সীমাবদ্ধতা বেঁধে দেওয়া হয়। অর্থাৎ নির্দিষ্ট ক্ষমতার (সিসি) বেশি মোটরসাইকেল দেশে চলতে পারত না। এ কারণে প্রচুর বিদেশি বিনিয়োগ থেকে বঞ্চিত ছিল বাংলাদেশ। কিছু কোম্পানি মোটরসাইকেলে নিত্যনতুন সুবিধা নিয়ে গ্রাহকদের মন জয়ের চেষ্টা করেছে। কিন্তু বিষয়টি গতিপ্রেমী ব্যবহারকারীদের সন্তুষ্ট করতে পারেনি। সর্বশেষবার সরকার সীমাবদ্ধতায় কিছুটা ছাড় দেয়। তবে তা ছিল মাত্র ১৫ সিসি।

আশার কথা হলো, সম্প্রতি ইফাদ মোটরসকে ৩৫০ সিসি থেকে ৫০০ সিসি পর্যন্ত ইঞ্জিন সম্পন্ন বাইক তৈরির অনুমতি দিয়েছে সরকার।

বাণিজ্য মন্ত্রণালয়কে খসড়া আমদানি নীতি আদেশ ২০২১-২৪ সংশোধনের জন্য বলেছে শিল্প মন্ত্রণালয়। সংশোধিত খসড়া আমদানি নীতি আদেশে স্থানীয় প্রস্তুতকারকরা যাতে কারখানা স্থাপন এবং ৫০০ সিসির বাইক তৈরিতে প্রয়োজনীয় কাঁচামাল আমদানি করতে পারে সে ব্যাপারে সুপারিশ করা হয়েছে।

ইতোমধ্যেই ইফাদ মোটরসকে এ বিষয়ে অনুমতিপত্র পাঠিয়েছে শিল্প মন্ত্রণালয়।

দেশি ক্রেতাদের চাহিদা মেটানোর পর এসব বাইক রপ্তানির পরিকল্পনা রয়েছে ইফাদের।

ইফাদ মোটরসের কর্মকর্তারা জানান, দেশে বিক্রি না হলে রপ্তানি শুরুর আগেই প্রতিযোগিতা থেকে পিছিয়ে পড়বে প্রতিষ্ঠানটি।

তবে ২০২৩ সালের আগে বাংলাদেশে উচ্চক্ষমতাসম্পন্ন ইঞ্জিনের বাইক তৈরির অনুমতি দেওয়ার চিন্তার বিরোধিতা করছে বাংলাদেশ মোটরসাইকেল অ্যাসেম্বলার অ্যান্ড ম্যানুফ্যাকচারার্স অ্যাসোসিয়েশন। তাদের আশঙ্কা, সিসি সীমাবদ্ধতা (বর্তমানে ১৬৫ সিসি) শিথিল করা হলে বর্তমান প্রস্তুতকারকরা ক্ষতির সম্মুখীন হতে পারে।

তবে ট্যারিফ কমিশন ও শিল্প মন্ত্রণালয়ের অবস্থান রয়েছে পরিবর্তনের পক্ষেই।

বাণিজ্য মন্ত্রণালয়ের এক প্রতিনিধি জানান, সিসি সীমাবদ্ধতা উঠে গেলে মন্ত্রণালয় প্রাথমিক যাচাই-বাছাইয়ের কাজ পরিচালনা করবে।

নিরাপত্তা সংক্রান্ত সমস্যা থাকার সম্ভাবনার কথা উল্লেখ করে বিআরটিএ এখনও বিধিনিষেধের পক্ষে থাকলেও বিশ্বজুড়ে বিশেষজ্ঞদের মতামত সম্পূর্ণ বিপরীত। বিশেষজ্ঞদের মতে, নিয়ন্ত্রণ এবং সুরক্ষা বৈশিষ্ট্য উন্নত বলে উচ্চক্ষমতাসম্পন্ন ইঞ্জিনের বাইকগুলো নিরাপদ।

জাতীয় রাজস্ব বোর্ড (এনবিআর) জানায়, শিল্প মন্ত্রণালয় থেকে যে সিদ্ধান্তই নেওয়া হোক না কেন তাতে তাদের কোনো সমস্যা নেই।

Is the Mirani the Microsoft Surface Duo of cars?

A few weeks ago, Dhaka Tribune published an article suggesting Hydrogen fuel cell cars are going to make a comeback, despite the world moving aggressively towards electric vehicles (EVs). 

Last month, Tijarah Motors limited imported the first hydrogen powered car in Bangladesh, the Toyota Mirai.  

While the technology was interesting, the car was uninspiring to drive, according to many consumers and car enthusiasts and refueling was a major challenge. 

Toyota's second generation Mirai hydrogen FCEV is upon us, with a sharp new look, a lower price, a better platform, more range, and updated technology. 

The 2021 model is now bigger and built on the same RWD platform as the Lexus LS sedan, with seating for five. 

The driving range has increased 30% over its predecessor, while power is up slightly, with 182hp and 300ft-lb of torque.

Its high-performance fuel cell is backed with a battery that also stores the braking energy. 

The exterior is modern and sophisticated, and the RWD proportions are outstanding. The car looks futuristic and follows the same design language as Toyota’s flagship brand Lexus.

Even though Toyota made sure not to compromise on the build quality, the interior awfully resembles the Camry, with more buttons and knobs than one would like to have. The world of luxury automobiles is moving towards minimalism, which the Mirai lacks. 

The 2021 Mirai is reasonably spacious inside, but this sense of space is hampered by a high cowl in the middle, and by one of the hydrogen tanks, which takes up a lot of space, and makes the rear middle seat pretty cramped. 

The infotainment system consists of a 13.2-inch touch screen with navigation and a 14-speaker JBL-branded audio system, but somehow the interface feels quite sluggish. 

This is something Toyota users have complained for decades as the interiors of the mid-ranged vehicles and to some extent even the flagships models feel uninspired and boring.

Despite the cabin being quiet while driving, it just does not feel quite as modern as a Lexus would, even though the Mirai was based on one. 

The specific car that was imported, features a Metallic blue colour with a Beige interior. The 185 horsepower, 154KW hydrogen fuel-cell car is extremely efficient when it comes to fuel consumption. 

With a tank capacity of five kilos, the Mirai achieves a range of more than 500 kilometres. With one litre of hydrogen, Toyota promises a driving range of 100 to 125 kilometres with zero CO2 emission. 

With Dhaka’s traffic, you shouldn’t be counting on these figures, but still, the numbers shouldn’t be too far off. 

The biggest challenge overall is that hydrogen refuelling stations are rare everywhere, and not to mention in Bangladesh as well. 

Yes, even though once it is fully refuelled, it can go long-range, but still, it is something that would bug an owner in the back of their mind. 

The Japanese word Mirai directly translates to “Future” and that’s something Toyota claims that the Hydrogen fuel-cell is for the automobile industries, but no other key brands seem to follow this route.

Instead, more and more automakers are moving towards making their electric vehicles more efficient.  

Tijarah Motors let us know that the only Mirai that they have imported have already been sold, but the showroom which is located at the capital’s Tejgaon-Gulshan link road can arrange imports upon customer’s demand.

How Proton is taking a big chunk of the corporate market

Assembled in Bangladesh, these cars are a cost efficient alternative to reconditioned cars

For the last couple of years, there has been a sharp rise in demand for cars outside brands of Japanese origin.  

Brands such as Havel, Kia, Hyundai and even Peugeot are gradually taking up significant market shares in Bangladesh and that too for a very good reason. 

Japanese brands like Toyota, Honda, Nissan and Mitsubishi are often more expensive while providing very little to no extra features compared to their Chinese, Malaysian or European counterparts. 

One such example is the Malaysian brand Proton, which has had a great first half of the year in terms of sales.  Apart from retail sales, Proton has made great strides in the b2b market, providing various models to corporations. 

Within the first half of 2021, the automaker delivered about 150 Proton cars to different corporations.

Soon after the launching of the new Proton Saga 2021, the big corporate bodies ordered vehicles of this model and the Proton Persona after mutual agreements to purchase Proton cars on a regular basis from PHP Automobiles Limited.

One of the biggest conglomerates of the country, PHP Family has started assembling these Proton cars under the banner of PHP Automobiles a couple of years ago (2017) but has only started operating their own showrooms last year. 

The Chittagong based company is now assembling five types of vehicles including sedan cars– Proton Saga, Proton Preve and mid-size passenger vehicles (MPV) Proton Exora, Proton X70, Proton Persona in their factory. 

It is also producing motorcycles of different types with a production of 64 parts including chassis among the total 1,200 items.

Proton’s big deal started with Alpha Islami Life Insurance Company Ltd with the delivery of 50 cars earlier this year. Following that, Sonali Life Insurance Company came back with a new purchase order of another 32 Proton cars. 

Corporations are gradually moving away from purchasing reconditioned vehicles as they often become difficult to maintain after a couple of years and finding original parts is always a challenge. 

Proton car owners can purchase spare parts through PVS- Perfect Vehicle Solution, a dedicated app to buy Proton cars and their accessories.

One of the renowned insurance companies in Bangladesh- Popular Life Insurance company have also come to the conclusion to enlist Proton cars as their official car from now on as a fact of realization- used cars are not only hazardous also these are waste of money. 

The Managing Director and CEO of the insurance company also expressed his satisfaction in the grand car handover ceremony and said it was a matter of great feeling to uphold the car manufactured in Bangladesh and that it is a responsibility of every citizen to promote such locally manufactured products.

According to industry insiders, the Proton Saga which is currently priced at around Tk15 lakh retail is doing great in terms of sales as many corporate clients have shown great interest in the new Saga 2021 for their official transport solution. 

Also in the retail market, surprisingly the Saga is doing much better than the Proton’s mid-sized X-70. 

The X-70 is currently priced between Tk40 to 42 lakh, which many think is a bit overpriced. Many opt for cheaper alternatives such as the Chinese Haval and MG, which provide the same features and even better built-quality.  

PHP Automobiles however plans to launch the X-50, a smaller version of the X-70 this month. Stay tuned for that review. 

For the first time in Bangladesh, PHP Automobiles Limited is providing a five-year or 150,000km warranty for the Proton cars. The owners of Proton cars will also enjoy five after-sales free services. 

Considering recent big corporate sales, the company is eying to expand the service station across the country. 

Currently, there are authorized service stations in Dhaka, Chittagong, Sylhet, Jessore, Bogra. 

The warranty and after-sale service are from time to time monitored by Proton Malaysia.

Bangladesh to make its own cars: Industries minister

Efforts are underway to make cars in Bangladesh by Pragoti Industries, said Industries Minister Nurul Majid Mahmud Humayun today.

"Not just assembling cars, we will produce cars in Bangladesh as well.

A memorandum of understanding has already been signed with Mitsubishi Motors to set up a factory in Bangladesh," the minister said in a programme.

The industries minister also hoped that different ministries would purchase the cars made by Pragoti Industries, a state-owned enterprise set up by Father of the Nation Bangabandhu.

Bangladesh Steel and Engineering Corporation (BSEC) Chairman Md Shahidul Haque Bhuiyan presided over the event and special guests on the occasion were - Minister for Expatriates' Welfare and Overseas Employment Imran Ahmed, Secretary Dr Ahmed Munirus Saleheen, Industries Secretary Zakia Sultana and Director General of Manpower Employment and Training Bureau Md Shahidul Alam.

On 30 November 2021, the Ministry of Expatriates' Welfare and Overseas Employment issued a work order for the purchase of 73 double cabin pick-ups at a total cost of Tk31.75 crore (per pickup costing Tk43.50 lakh for this project. The vehicles were handed over to the project stakeholders by Pragoti Industries Limited on Tuesday (11 January).

Speaking as the special guest, Minister for Expatriates' Welfare and Overseas Employment Imran Ahmed said that teaching driving is a good way to create skilled manpower.

"We are trying to create one lakh skilled drivers by providing training. The Ministry of Industries and the Ministry of Expatriates' Welfare and Overseas Employment might sign a memorandum of understanding to work together in this regard," he added.

Dhaka gets first EV charging station

The country's first electric vehicle (EV) charging station was installed in the capital's Tejgaon area yesterday.

"Ekhon Charge", an initiative by Progress Motors Imports Limited, installed the charging station in front of their office near the Nabisco area and announced plans to build 11 more stations by 2024.

Senior Secretary of the Power Division Md Habibur Rahman inaugurated the station.

Director (Finance) of Progress Motors, Md Hasib Uddin said a car will need only 20-30 minutes to fully charge with these charging points.

"On one full charge, a car would run for 500 kilometres. Bangladesh is an ideal country for these EVs because our maximum routes are not more than 500km, so one charge will be enough," he said.

With the "Ekhon Charge" mobile app, people would also be able to pay and book a slot for this service.

DPDC Executive Director Bikash Dewan presided over the programme.

Monira Sultana, chairman of the Sustainable and Renewable Energy Development Authority, said, "We need to consider the conditions of our 57 lakh private cars and how to phase them out, dispose of them, or transform the engines. We need regulations on those."

Currently, 34 EVs have government registration, and the number is increasing.

যশোরে প্রথমবারের মতো চালু হলো বৈদ্যুতিক গাড়ি চার্জিং স্টেশন

বৈদ্যুতিক গাড়ি চার্জ করার জন্যে ঢাকার বাইরে কোনো চার্জিং স্টেশন ছিল না। যশোরে পাইলটিং (পরীক্ষামূলকভাবে) হিসেবে এটি চালু করা হলো।

 

ঢাকার বাইরে যশোরে প্রথমবারের মতো পরীক্ষামূলকভাবে বৈদ্যুতিক যান (ইভি) চার্জিং স্টেশন চালু করা হয়েছে। আজ শুক্রবার দুপুরে শহরের খয়েরতলা এলাকায় এ স্টেশনের উদ্বোধন করেন বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয়ের সিনিয়র সচিব মো. হাবিবুর রহমান।

টেকসই এনার্জি সল্যুশন প্রদানকারী শীর্ষস্থানীয় প্রতিষ্ঠান মিউলিটিক এনার্জি সল্যুশন লিমিটেড ও ওয়েস্ট জোন পাওয়ার ডিস্ট্রিবিউশন কোম্পানি লিমিটেডের (ওজোপাডিকো) যৌথ উদ্যোগে এ স্টেশন চালু করা হয়।

অনুষ্ঠানে মো. হাবিবুর রহমান বলেন, 'বৈদ্যুতিক গাড়ি চার্জ করার জন্যে ঢাকার বাইরে কোনো চার্জিং স্টেশন ছিল না। যশোরে পাইলটিং (পরীক্ষামূলকভাবে) হিসেবে এটি চালু করা হলো। এরপরে সারাদেশে হয়ত বেসরকারি উদ্যোগে পেট্রল পাম্পের মতো হাজার হাজার চার্জিং স্টেশন চালু হবে। নতুন যুগে প্রবেশ করবে বাংলাদেশ। এ মুহূর্তে বৈদ্যুতিক চার্জিং গাড়ির সংখ্যা খুব কম। যাতে উদ্যোক্তাদের লোকশান না হয় সেজন্য ঘণ্টা হিসেবে চার্জিংয়ের একটি ফি নির্ধারণ করে দেওয়া হবে।'

মিউলিটিক এনার্জি'র প্রধান নির্বাহী কর্মকর্তা (সিইও) রুবাইয়াত ইসলাম সাদাত বলেন, 'এ অঞ্চলে প্রথম ইভি চার্জিং স্টেশন উদ্বোধনের মাধ্যমে নতুন সম্ভাবনার দ্বার উন্মোচিত হয়েছে। বৈদূতিক গাড়ির সম্প্রসারণে বাতাসে কার্বন ডাই অক্সাইড নিঃসরণ কম হবে। একইসাথে জলবায়ু দূষণ কমবে। যা পরিবেশ ঠিক রাখতে গুরুত্বপূর্ণ ভূমিকা রাখবে।'

উদ্বোধনের পর একটি সংক্ষিপ্ত আলোচনা অনুষ্ঠিত হয়। আলোচনার শুরুতে কীভাবে এ স্টেশন কাজ করবে তা মাল্টিমিডিয়া প্রেজেন্টেশনের মাধ্যমে উপস্থাপন করেন মিউলিটিক এনার্জি'র প্রধান অপারেশন কর্মকর্তা (সিওও) রাহাত আহমেদ।
এ সময় উপস্থিত ছিলেন ওজোপাডিকো'র নির্বাহী পরিচালক প্রকৌশলী মো. শামছুল আলম, প্রকল্প পরিচালক মো.মতিউর রহমান প্রমুখ।
